Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Prevention and Combating Human Trafficking adopted by the National Assembly on March 29, 2011;

Pursuant to Law No. 37/2009/QH12 dated June 19, 2009 amending and supplementing certain articles of the Penal Code 1999;

Considering the proposal of the Minister of Public Security,

DECISION:

Article 1. Approving the Action Program to Prevent and Combat Human Trafficking for the Period 2011-2015 (with specific programs attached).

Article 2. This program shall enjoy financial mechanisms similar to those of national target programs.

Article 3. This Decision shall take effect from the date of signing.

Article 4. The Ministry of Public Security shall be responsible for managing the Program and bear responsibility for inspecting and urging its implementation.

Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.

 Part 1

OBJECTIVES AND GOALS OF THE PROGRAM

I. GUIDING PRINCIPLES

1. The Action Program to Prevent and Combat Human Trafficking for the Period 2011-2015 is identified as one of the key political tasks of the Party, State, and local authorities to ensure political security and social order and safety, contributing to economic and social development.

2. All levels of the Party committees and governments from central to grassroots must recognize this as a priority task that requires focused leadership and integration into economic and social development programs; mobilizing all resources, harnessing the comprehensive strength of society, and enhancing international cooperation in implementing this Program.

3. Emphasizing prevention as the main approach, creating breakthroughs to prevent and significantly reduce human trafficking and support victims to return home.

II. GOALS OF THE PROGRAM

1. General Objective

Creating fundamental changes in awareness and actions across society regarding the prevention and combating of human trafficking crimes to reduce risks and related crimes, and support victims to return home.

2. Specific objectives

a) Goal 1: Strengthen education to enhance awareness and actions among all strata of the population about preventing and combating human trafficking so that each individual recognizes their rights and obligations, takes proactive measures, and actively participates in these efforts.

b) Goal 2: Enhance the effectiveness of investigation, prosecution, and adjudication of human trafficking cases.

c) Goal 3: Enhance the effectiveness of verification, reception, protection, and support for victims returning home.

d) Goal 4: Improve the legal framework and enhance the enforcement of laws on preventing and combating human trafficking.

e) Goal 5: Enhance international cooperation in preventing and combating human trafficking.

Part 2

SUBJECTS, SCOPE, AND IMPLEMENTATION PERIOD OF THE PROGRAM

I. SUBJECTS OF THE PROGRAM

All citizens of Vietnamese nationality and foreigners residing in Vietnam.

II. SCOPE OF THE PROGRAM

The Program will be implemented nationwide, prioritizing resource allocation in key areas, major cities, and provinces bordering China, Cambodia, and Laos.

III. IMPLEMENTATION PERIOD OF THE PROGRAM

From 2011 to 2015.

Part 3

MEASURES TO IMPLEMENT THE PROGRAM

1. Strengthening leadership, guidance, and inspection by Party committees and governments at all levels over anti-human trafficking work. Enhancing state management capacity, improving the legal system and policies on preventing and combating human trafficking.

2. Diversifying the mobilization and effective use of financial resources for the Program's implementation; investing in developing human resources, training staff to have appropriate capabilities to effectively carry out assigned tasks.

3. Enhancing inter-sectoral coordination in implementing the Program and specific projects. Mobilizing the participation of departments, sectors, and social organizations to create a unified, consistent, and synchronized force in preventing and combating human trafficking.

4. Enhancing international cooperation, mobilizing financial and technical support for preventing and combating human trafficking, prioritizing bilateral and multilateral agreements and cooperation with countries, especially neighboring countries, regional countries, and countries with many Vietnamese nationals trafficked.

5. Implementing monitoring and evaluation activities for each project and the entire Program. Establishing a monitoring and evaluation mechanism and system with appropriate indicators and forms; simple and convenient information collection forms; guidelines on methods of collecting, storing, and reporting information.

Part 4

PROPOSALS OF THE PROGRAM

I. PROPOSAL 1: "Strengthening information dissemination, propaganda, popularization, and legal education to enhance awareness and skills in preventing and combating human trafficking throughout society."

1. Lead agency: Ministry of Information and Communications

2. Specific targets

a) Target 1: By 2013, achieve 85%, and by 2015, achieve 100% of legal documents on preventing and combating human trafficking disseminated as educational materials to communes, wards, and towns (referred to as commune level).

b) Target 2: By 2013, achieve 75%, and by 2015, achieve 100% of commune-level specialized staff having knowledge to guide and direct policies and laws on preventing and combating human trafficking.

c) Target 3: By 2013, each province has at least 10 speakers, each district has at least 05 speakers, and each commune has at least 10 propagandists.

d) Target 4: By 2013, achieve 70%, and by 2015, achieve 85% of citizens understanding the methods, tricks, consequences, and ways to prevent and combat human trafficking as well as related policies and laws.

đ) Target 5: 100% of reporters from central to local mass media organs covering internal affairs have knowledge and skills in writing and reporting on preventing and combating human trafficking.

e) Target 6: Annually, the ratio of cases reported by citizens to public security agencies, commune-level people's committees, or any other agencies and organizations regarding suspected human trafficking crimes increases by at least 10% compared to the previous year.

3. Sub-proposals

a) Sub-proposal 1: "Promoting awareness on preventing and combating human trafficking through mass media at both central and local levels."

- Content:

+ Timely dissemination and promotion of the Party's guidelines, state policies, and laws on preventing and combating human trafficking; the situation, methods, and harmful consequences of human trafficking crimes; preventive measures; results of anti-human trafficking efforts; exemplary models and effective practices in preventing and combating human trafficking;

+ Mass media organs such as radio stations, television stations, press, websites, electronic information portals, mobile phone networks, and communal cultural postal service points establish special pages and sections for promoting work on preventing and combating human trafficking;

+ Cultural and tourism management agencies and grassroots cultural systems promote awareness on preventing and combating human trafficking through cultural, tourism, business, and service activities;

- Lead agency: Ministry of Information and Communications.

- Coordinating agencies: Ministry of Public Security, Ministry of National Defense, Ministry of Culture, Sports and Tourism, Ministry of Justice, Ministry of Labor, Invalids and Social Affairs, Vietnam Women's Union, Vietnam Television, Voice of Vietnam Radio, news agencies, and other relevant ministries, sectors, and organizations.

- Implementation budget: To be allocated with a target of 15 billion VND from the state budget, including 4 billion VND for central ministries and sectors and 11 billion VND for localities.

b) Sub-proposal 2: "Raising awareness and skills in preventing and combating human trafficking through community-based promotional activities."

- Implementation content:

+ Develop common communication materials on the Party's guidelines, state policies, and laws on preventing and combating human trafficking; methods, tricks, and harmful consequences of human trafficking crimes; preventive measures; and response skills in situations indicating human trafficking in various forms such as banners, slogans, pamphlets, posters, notebooks, question-and-answer books, etc.;

+ Establish, consolidate, and expand networks of speakers, propagandists, and collaborators on preventing and combating human trafficking;

+ Organize promotional activities in various forms such as meetings, direct talks, provision of materials; through activities at educational institutions; cultural, tourism, community life, and other types of activities;

+ Popularize and educate laws on preventing and combating human trafficking;

+ Establish, maintain, and replicate prevention models in key areas of human trafficking;

+ Organize community-based communication campaigns; communication and information exchange campaigns with countries in the region, particularly those sharing borders;

- Lead agency: Vietnam Women's Union Central Committee.

- Coordinating agencies: Ministry of Public Security, Ministry of National Defense, Ministry of Information and Communications, Ministry of Labor, Invalids and Social Affairs, Ministry of Justice, Ministry of Culture, Sports and Tourism, Ministry of Education and Training, Vietnam Fatherland Front and its member organizations, and other relevant ministries, sectors, and organizations.

- Implementation budget: To be allocated with a target of 40 billion VND from the state budget, including 6 billion VND for central ministries and sectors and 34 billion VND for localities.

II. PROPOSAL 2: "Enhancing the effectiveness of combating human trafficking crimes."

1. Lead agency: Ministry of Public Security

2. Specific Indicators

a) Target 1: 100% of key routes and areas concerning human trafficking apply operational measures for prevention, detection, and interception.

b) Target 2: Annually, 100% of information related to human trafficking crimes transferred to competent authorities are classified, and 100% of cases with criminal indications are investigated and clarified according to the law.

c) Target 3: Annually, the rate of detecting, investigating, and prosecuting human trafficking cases increases by at least 2%.

d) Target 4: Annually, the rate of adjudicating human trafficking cases reaches 95% of the total number of cases that must be tried.

đ) Target 5: Annually, 100% of sentences for human trafficking crimes are enforced strictly and without miscarriages of justice.

3. Sub-proposals

a) Sub-proposal 1: "Enhancing the effectiveness of combating human trafficking crimes within the domestic territory."

- Implementation content:

+ Establishing, fighting specialized cases, busting human trafficking crime organizations, rescuing victims, apprehending criminals...;

+ Conducting investigations and implementing protective measures for victims in human trafficking cases;

+ Launching concentrated crackdown campaigns against human trafficking crimes, focusing on border areas;

+ Educating offenders and persons related to human trafficking crimes;

+ Arranging forces and means to ensure the implementation of preventive and combat work against human trafficking crimes within the police force;

+ Conducting situation monitoring, basic investigation, and applying professional measures to prevent, detect, and stop violations related to human trafficking;

+ Organizing verification of information reports and accusations regarding human trafficking behaviors;

+ Developing training programs on preventing and combating human trafficking crimes for teaching in People's Public Security schools and Border Guard Force schools.

- Leading agency: Ministry of Public Security.

- Coordinating agencies: Ministry of National Defense, Supreme People's Procuracy, Supreme People's Court, Ministry of Foreign Affairs, and Ministry of Justice.

- Implementation budget: Activities marked with (+) from 1 to 5 are allocated with targeted funding from the state budget ensuring 100 billion VND, including 25 billion VND for central ministries and sectors and 75 billion VND for localities. The remaining activities are guaranteed by the state budget within the annual regular expenditure budget of ministries, sectors, and localities.

b) Sub-project 2: "Enhancing the Effectiveness of Combating Human Trafficking Crimes in Border Areas, Sea, and Islands"

- Implementation content:

+ Establishing and conducting specialized cases to dismantle criminal organizations involved in human trafficking, organizing rescue operations for victims, and apprehending perpetrators... in border areas, sea, and islands;

+ Cooperating with police forces to launch high-intensity campaigns to suppress human trafficking crimes;

+ Educating offenders and persons related to human trafficking crimes in border areas, sea, and islands;

+ Arranging forces and means to ensure the implementation of preventive and combat work against human trafficking crimes within the Border Guard Force;

+ Collecting evidence, initiating criminal investigations, and prosecuting suspects for human trafficking offenses and implementing protective measures for victims according to the law;

+ Organizing situation monitoring, basic investigation, patrolling, and applying professional measures to prevent, detect, and stop violations related to human trafficking in border areas, sea, and islands;

+ Organizing verification of information reports and accusations regarding human trafficking behaviors in border areas, sea, and islands.

- Leading agency: Ministry of National Defense (Border Guard Command).

- Coordinating agencies: Ministry of Public Security, Supreme People's Procuracy, Supreme People's Court, and Ministry of Foreign Affairs.

- Implementation budget: Activities marked with (+) from 1 to 5 are allocated with targeted funding from the state budget ensuring 30 billion VND, including 10 billion VND for central ministries and sectors and 20 billion VND for localities. The remaining activities are guaranteed by the state budget within the annual regular expenditure budget of ministries, sectors, and localities.

c) Sub-project 3: "Enhancing the Effectiveness of Prosecution and Trial of Human Trafficking Offenders"

- Implementation content:

+ Implementing protective measures for victims during prosecution and trial of human trafficking cases;

+ Organizing mobile trials and exemplary trials of human trafficking cases;

+ Organizing activities to practice the announcement of charges and supervision of investigation and trial of human trafficking cases;

+ Conducting trials of human trafficking cases;

+ Carrying out statistical work on human trafficking crimes.

- Leading agency: Supreme People's Procuracy.

- Coordinating agencies: Ministry of Public Security, Ministry of National Defense, and Supreme People's Court.

- Implementation budget: Activities marked with (+) from 1 to 2 are allocated with targeted funding from the state budget ensuring 5 billion VND, including 2 billion VND for central ministries and sectors and 3 billion VND for localities. The remaining activities are guaranteed by the state budget within the annual regular expenditure budget of ministries, sectors, and localities.

III. PROJECT 3: "Receiving, Verifying, Protecting, and Supporting Victims Returning from Human Trafficking".

1. Leading agency: Ministry of Labor, Invalids, and Social Affairs

2. Specific Indicators

a) Target 1: 100% of received cases must be processed to verify and determine victims according to the provisions of the law.

b) Target 2: 100% of cases identified as victims will be supported according to the prescribed regulations.

c) Target 3: 100% of victims who need it will be provided with free legal aid services from the state.

d) Target 4: By 2015, key provinces and cities will ensure material conditions for receiving and supporting victims according to the provisions of the law.

3. Sub-projects

a) Sub-project 1: "Receiving, Verifying, and Protecting Victims"

- Implementation content:

+ Organizing reception, verifying identity, collecting evidence, certifying, and providing initial support according to the law; ensuring material conditions for receiving and supporting victims;

+ Implementing confidentiality measures according to the wishes of victims and applying preventive measures when victims are at risk of harm according to the law;

+ Building and submitting to competent authorities for issuance of guiding documents on procedures, authority, and methods for receiving, verifying, determining, and protecting victims.

- Leading agency: Ministry of Public Security.

- Coordinating agencies: Ministry of National Defense, Ministry of Foreign Affairs, Ministry of Labor, Invalids, and Social Affairs, Supreme People's Procuracy, Supreme People's Court, Provincial People's Committees, and relevant ministries and sectors.

- Implementation budget: Activities marked with (+) 1 and 2 are allocated with targeted funding from the state budget ensuring 16 billion VND, including 4 billion VND for central ministries and sectors and 12 billion VND for localities. The remaining activity is guaranteed by the state budget within the annual regular expenditure budget of ministries, sectors, and localities.

b) Sub-project 2: "Supporting Victims Returning from Human Trafficking"

- Implementation content:

+ Ensuring material conditions and implementing support for victims according to the law;

+ Cooperating with relevant ministries and sectors to direct medical, educational, vocational training, and free legal aid support for victims according to the law;

+ Building and submitting to competent authorities for issuance of legal normative documents on support policies for victims and regulations on conditions, procedures, and methods for establishing support centers and social welfare institutions.

- Lead agency: Ministry of Labor, Invalids, and Social Affairs.

- Coordinating agencies: Ministry of Public Security, Ministry of National Defense, Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Training, Ministry of Justice, Vietnam Women's Union Central Committee, People's Committees at provincial level, and other relevant ministries, sectors, and organizations.

- Implementation budget: Activities marked (+) 1 and 2 will be allocated from the state budget with a total of 64 billion VND, including 6 billion VND for central ministries and sectors and 58 billion VND for localities. The remaining activities will be covered by the state budget within the annual regular expenditure budget of ministries, sectors, and localities.

IV. PROPOSAL 4: "Developing and perfecting the system of regulatory legal documents and monitoring the enforcement of laws on preventing and combating trafficking in persons."

1. Lead agency: Ministry of Public Security

Coordinating agencies: Office of the National Assembly, Office of the Government, Ministry of Justice, Ministry of National Defense, Ministry of Foreign Affairs, Ministry of Labor, Invalids and Social Affairs, Supreme People's Procuracy, Supreme People's Court, and other relevant ministries and sectors.

2. Specific Indicators

a) Target 1: 100% of guiding documents must be issued and implemented after the Law on Preventing and Combating Trafficking in Persons comes into effect.

c) Target 2: By 2012, complete the codification of regulatory legal documents on preventing and combating trafficking in persons; review and propose amendments and supplements to ensure consistency.

c) Target 3: 100% of regulatory legal documents on preventing and combating trafficking in persons that have been issued will be monitored and evaluated for their effectiveness.

d) Target 4: Perfect procedures for submission to competent authorities for approval and implementation of the United Nations Convention against Transnational Organized Crime and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, Supplementing the Convention.

3. Content of implementation

- Develop guiding documents for the implementation of the Law on Preventing and Combating Trafficking in Persons and submit them to competent authorities for issuance in accordance with the law.

- Amend and supplement regulatory legal documents to enhance the effectiveness of work on preventing and combating trafficking in persons.

- Codify, inspect, and review regulatory legal documents on preventing and combating trafficking in persons.

- Study and report to the Government to request the State President's approval and organize the implementation of the United Nations Convention against Transnational Organized Crime and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, Supplementing the Convention.

- Monitor the enforcement of laws on preventing and combating trafficking in persons.

4. Implementation budget: The state budget will cover the costs within the annual regular expenditure budget of ministries, sectors, and localities.

V. PROPOSAL 5: "Strengthening international cooperation in preventing and combating trafficking in persons"

1. Lead agency: Ministry of Public Security.

Coordinating agencies: Ministry of Foreign Affairs, Ministry of Justice, Ministry of Labor, Invalids and Social Affairs, Ministry of National Defense, Supreme People's Procuracy, Supreme People's Court, Vietnam Women's Union Central Committee, and other relevant ministries, sectors, and social organizations.

2. Specific Indicators

a) Target 1: 100% of international treaties related to preventing and combating trafficking in persons, to which Vietnam is a party, will be organized for implementation and have monitoring mechanisms established.

b) Target 2: Increase the rate of cooperation in resolving cases of trafficking in persons with countries and international organizations by at least 5% annually as stipulated by law.

c) Target 3: 100% of international cooperation projects funded or supported will be implemented according to their intended purposes, requirements, and plans.

d) Target 4: By 2013, negotiate and sign bilateral cooperation agreements on preventing and combating trafficking in persons with at least two countries, and by 2015 with five countries.

3. Content of implementation

- Monitor, guide, and organize the implementation of international treaties on preventing and combating trafficking in persons to which Vietnam is a party.

- Fully participate and effectively engage in regional and global international cooperation activities on preventing and combating trafficking in persons.

- Establish, strengthen, and enhance the effectiveness of coordination mechanisms in preventing and combating trafficking in persons with countries, international organizations, especially those in the region and the Mekong Subregion.

- Enhance external information dissemination efforts such as establishing websites, compiling books, and producing documentary films in English.

- Exchange information, resolve cases of trafficking in persons, rescue and repatriate victims, share experiences, and train to improve capacity in preventing and combating trafficking in persons.

- Attract financial and technical assistance from the international community for work on preventing and combating trafficking in persons.

- Lead the implementation of cooperative projects between the Ministry of Public Security and international organizations, non-governmental organizations, and foreign individuals on preventing and combating trafficking in persons in compliance with legal provisions.

- Assist the Government in monitoring, urging, and summarizing the implementation of other international cooperative projects on preventing and combating trafficking in persons carried out by ministries, sectors, and localities.

- Study and propose to the Government to develop bilateral and multilateral agreements, sign or join international treaties related to preventing and combating trafficking in persons.

4. Implementation budget: The state budget will cover the costs within the annual regular expenditure budget of ministries, sectors, and localities.

Part 5.

BUDGET FOR IMPLEMENTING THE PROGRAM

1. The total budget for implementing the Program with specific objectives from the central government's budget is 270 billion VND (on average 54 billion VND per year), including 74 billion VND for development capital and 196 billion VND for public service capital.

Additionally, the state budget ensures regular annual expenditures of relevant ministries and sectors within the budget, and mobilizes funds from local budgets, international aid, and other lawful sources.

2. The management and utilization mechanism for the Program's budget to prevent and combat human trafficking shall be implemented according to the financial mechanism of the national target program issued pursuant to Decision No. 135/QĐ-TTg dated November 4, 2009 of the Prime Minister.

Part 6

IMPLEMENTATION OF THE PROGRAM

I. ADMINISTRATIVE MECHANISM AND COORDINATION

1. Strengthening the Steering Committee 130/CP, chaired by a Deputy Prime Minister, and supplementing it with some relevant ministries and sectors.

2. The Government shall issue the Operation Regulation of the Steering Committee to replace Decision No. 210/QĐ-TTg dated December 14, 2004.

II. ASSIGNMENT OF RESPONSIBILITIES

1. The Ministry of Public Security is the leading agency, advising the Government on managing, inspecting, and urging relevant ministries, sectors, and provincial People's Committees to organize and implement this Program.

- Leading Project 2, Project 4, and Project 5; drafting and organizing the implementation of Sub-project 1 under Project 2, and Sub-project 1 under Project 3.

- Cooperating with the Ministry of Information and Communications, the Ministry of National Defense, the Ministry of Labor, Invalids and Social Affairs, the Central Committee of the Vietnam Women's Union, and the Supreme People's Procuracy to draft and implement the remaining Projects and Sub-projects.

- Cooperating with the Ministry of Finance, the Ministry of Planning and Investment, and related ministries and sectors to review projects before submitting them to competent authorities for approval.

2. The Ministry of National Defense (Border Guard Command) leads the drafting and implementation of Sub-project 2 under Project 2. Cooperating with the Ministry of Public Security and the Ministry of Labor, Invalids and Social Affairs to participate in drafting Sub-project 1 under Project 3, leading the organization of activities to receive and support essential needs of victims repatriated from abroad at border areas in accordance with the law. Cooperating with the Ministry of Information and Communications and the Central Committee of the Vietnam Women's Union to organize propaganda and mobilize the people in border, sea, and island areas to participate in preventing and combating human trafficking. Cooperating with the Ministry of Public Security to implement Project 5.

3. The Ministry of Labor, Invalids and Social Affairs leads Project 3; cooperating with the Ministry of Public Security, the Ministry of Justice, the Ministry of Health, the Ministry of Education and Training, and related ministries and sectors to draft and implement Sub-project 2 under Project 3. Directing the integration of anti-human trafficking content into poverty reduction, vocational training, employment, and overseas labor dispatch programs to prevent the exploitation of these activities for human trafficking.

4. The Ministry of Information and Communications leads Project 1; cooperating with the Central Committee of the Vietnam Women's Union, the Ministry of Public Security, and related ministries and sectors to draft and implement Sub-project 1 under Project 1.

5. The Ministry of Finance leads the drafting of guidelines for the management and utilization of the Program's budget to prevent and combat human trafficking according to the national target program's financial mechanism. Cooperating with the Ministry of Public Security (the leading agency of the Program) to compile allocation plans, submit them to competent authorities for decision-making, and allocate the budget to relevant ministries, sectors, and localities in accordance with current State Budget Law regulations.

6. The Ministry of Planning and Investment leads and cooperates with the Ministry of Finance to allocate the budget for the Program to prevent and combat human trafficking according to the financial mechanism applicable to national target programs.

7. The Ministry of Justice cooperates with the Ministry of Public Security and related ministries and sectors to draft and implement the Program. Drafting and enforcing laws, disseminating legal education on preventing and combating human trafficking, and providing legal assistance to victims. Managing, guiding, and inspecting marriage support, adoption activities to prevent their exploitation for human trafficking.

8. The Ministry of Foreign Affairs directs and guides Vietnamese representative offices abroad to carry out protective work for Vietnamese citizens who are victims of trafficking abroad; coordinating with competent Vietnamese and foreign authorities to verify and complete necessary procedures to repatriate Vietnamese victims.

9. The Ministry of Culture, Sports and Tourism cooperates with the Ministry of Information and Communications, the Ministry of Justice, the Central Committee of the Vietnam Women's Union, and related ministries and sectors to participate in implementing Project 1, integrating anti-human trafficking propaganda into cultural and tourism programs; managing, guiding, and inspecting tourism and cultural service activities to prevent their exploitation for human trafficking.

10. Requesting the Central Committee of the Vietnam Women's Union to lead and cooperate with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism, and other related ministries and sectors to draft and implement Sub-project 2 under Project 1. Cooperating to participate in implementing other related Projects and Sub-projects.

11. Requesting the Supreme People's Procuracy to lead and cooperate with the Ministry of Public Security and related ministries and sectors to draft and implement Sub-project 3 under Project 2; participating in implementing Sub-project 1, Sub-project 2 under Project 2, Sub-project 1 under Project 3, Project 4, and Project 5.

12. Requesting the Supreme People's Court to cooperate with related ministries and sectors to participate in implementing Project 2, Sub-project 1 under Project 3, Project 4, and Project 5.

13. Ministries equivalent to ministries and agencies under the Government shall participate in implementing the Program within their assigned functions and tasks.

14. The People's Committees of provinces and centrally governed cities shall direct and organize the implementation of the Program at their respective localities; integrate the implementation of the Program with economic and social development tasks, and conduct supervision and evaluation of the Program's implementation at their localities.

15. Request the Vietnam Fatherland Front Central Committee and its member organizations to participate in supervising the implementation of the Program within their respective functions and duties; intensify propaganda work, disseminate policies and laws, and mobilize the entire population to participate in preventing, detecting, reporting criminal offenses, and reforming and educating offenders within families and communities to prevent and combat trafficking in persons./.
