Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on the Statistics Law dated June 17, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.

Article 1. This Decision attaches the National Statistical Survey Program.
Article 2. The Minister of Planning and Investment shall be responsible for guiding, urging, inspecting, and auditing the implementation of the National Statistical Survey Program and reporting to the Prime Minister on the enforcement of this Decision.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette. All previous documents that conflict with this Decision are hereby abolished.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees, and Chairpersons of municipal People's Committees directly under the central government shall be responsible for implementing this Decision.

NATIONAL STATISTICAL SURVEYS

A. GENERAL PROVISIONS
1. The National Statistical Survey Program is a list of national censuses and statistical surveys established in accordance with Article 11 of the Statistics Law, including the names of the surveys, survey purposes, survey subjects, survey units, survey methods, survey contents, survey periods, survey times, leading agencies, and cooperating agencies conducting the surveys.
2. The statistical surveys included in the National Statistical Survey Program must have contents that meet the information requirements set out in the National Statistical Indicator System issued together with Decision No. 305/2005/QĐ-TTg dated November 24, 2005 of the Prime Minister, and fall within the authority of the Prime Minister, Ministers, Heads of Ministries equivalent to ministries, and Heads of government agencies to decide.
3. The Minister of Planning and Investment shall be responsible for submitting to the Prime Minister proposals to amend and supplement the National Statistical Survey Program to align with the requirements and tasks of economic and social development during each period.
4. The National Statistical Survey Program serves as the basis for ministries and sectors to proactively develop plans for surveys, survey schemes, implementation plans, budget estimates, and decisions on statistical surveys, ensuring stability in statistical activities.
5. The leading agency is the entity responsible for developing the survey scheme, conducting the survey, and publishing the survey results.
6. The funds for implementing the statistical surveys under the National Statistical Survey Program shall be provided from the state budget and allocated in the budget estimates of relevant agencies in accordance with the State Budget Law (including funding from international organizations under various programs and projects), ensuring adequacy and nature of each survey.
7. The results of the statistical surveys must be publicly disclosed in compliance with the provisions of the Statistics Law and current government decisions regarding statistical surveys.
8. In years when comprehensive censuses or full surveys are conducted, based on the National Statistical Survey Program, leading agencies may integrate some surveys to avoid overlapping information and ensure cost-saving objectives for survey expenses.
