Regarding the amendment of Decision 719/QĐ-TTg on policies to support prevention and control of livestock and poultry diseases

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Finance,

DECISION:

Article 1. Amend and supplement some articles of Decision No. 719/QĐ-TTg dated June 5, 2008, of the Government on policies to support prevention and control of livestock and poultry diseases as follows:

1. Amend and supplement Clause 1, Article 1 as follows:

"1. Directly support livestock farmers (including households, individuals, farms, cooperatives, livestock and poultry breeding establishments of central, local authorities, and military units) who have livestock and poultry that must be compulsorily destroyed due to disease or within areas where compulsory destruction is required, at a rate equivalent to 70% of the market value of commercial livestock and poultry produced by the farmer. The specific level of support is as follows:

a) Support at VND 38,000 per kilogram live weight for pigs.

b) Support at VND 45,000 per kilogram live weight for cattle, buffalo, goats, sheep, deer, and antelopes.

c) Support at VND 35,000 per head for poultry (chickens, ducks, geese, and swans).

In cases where there are significant changes in the selling price of livestock and poultry, the Ministry of Finance shall take the lead and coordinate with the Ministry of Agriculture and Rural Development to decide on adjusting the aforementioned levels of support to match the market prices of livestock and poultry."

2. Amend and supplement Point a, Clause 2, Article 1 as follows:

"a) Support for those directly involved in vaccinating animals at an average rate of VND 2,000 per pig vaccinated; VND 4,000 per cattle or buffalo vaccinated; VND 200 per poultry vaccinated. If the daily allowance for vaccination is less than VND 100,000 per person, it will be paid at VND 100,000 per person per day."

3. Amend and supplement Point d, Clause 2, Article 1 as follows:

"d) Support for veterinary officers and those directly involved in tasks related to preventing and controlling diseases, including the destruction of livestock and poultry (including livestock and poultry products seized by anti-smuggling forces and animal quarantine stations that must be destroyed), chemical disinfection, and service at quarantine checkpoints. The maximum daily allowance is VND 100,000 per person for working days and VND 200,000 per person for holidays and public holidays."

4. Amend and supplement Clause 1, Article 3 as follows:

"1. The state budget supports funds for disease prevention and control from the date of issuance of the decision announcing the outbreak until the decision declaring the end of the outbreak by the competent authority. For avian influenza prevention and control funds, the state budget supports during the outbreak period and post-outbreak period according to regulations of the Ministry of Agriculture and Rural Development.

In special cases, where the first outbreak requires the compulsory destruction of livestock and poultry (before meeting the conditions for declaring an outbreak) to prevent the spread of the disease, the provincial People's Committee decides on the level of state budget support for disease prevention and control, but not exceeding the level specified in Clause 1, Article 1 of this Decision."

Article 2. This Decision shall take effect from the date of signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
