Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 32/2005/NĐ-CP dated March 14, 2005 of the Government on the Regulations for Land Border Gates;
Pursuant to the Minutes of the Fourteenth Meeting between the Delegations of the Vietnam-Laos Border Committee signed on January 9, 2005;
Considering the proposals of the following agencies: Ministry of Foreign Affairs (document No. 3162/TTr-BNG-UBBGQG dated September 14, 2007), People's Committee of Dien Bien Province (document No. 597/UBND-NC dated July 9, 2007); opinions of the Ministries: Finance (document No. 13561/BTC-TCĐN dated October 9, 2007), Transport (document No. 4586/BGTVT-VT dated August 8, 2007), Defense (document No. 4155/BQP-BP dated August 3, 2007), Planning and Investment (document No. 5564/BKH-KTĐN dated August 3, 2007); General Department of Tourism (now under the Ministry of Culture, Sports and Tourism) (document No. 1016/TCDL-LH dated July 26, 2007), Upgrade Huổi Puốc Border Gate in Dien Bien Province from a secondary border gate to a main border gate.
DECISION:
Article 1. Relevant ministries, sectors, and localities shall be responsible for:
Article 2. 1. The Ministry of Foreign Affairs shall coordinate with the People's Committee of Dien Bien Province to officially notify Laos at an appropriate time.
2. The Border Guard Command (Ministry of National Defense) and the General Department of Customs (Ministry of Finance) shall inspect, control, and arrange appropriate equipment to perform the functions of a main border gate.
3. The People's Committee of Dien Bien Province shall base their decisions on actual conditions, needs for crossing, and the locality's capacity to select reasonable and effective investment plans for facilities serving inspection and control at Huổi Puốc Border Gate.
The Ministers of Foreign Affairs, National Defense, Public Security, Industry and Trade, Finance, Planning and Investment, Transport, Culture, Sports and Tourism; the Chairman of the People's Committee of Dien Bien Province, and the Heads of relevant agencies are responsible for implementing this Decision.
Article 3. This Decision shall take effect from the date of signing.
