Pursuant to the Accounting and Statistics Decree promulgated by Decision No. 06/LCT-HĐNN dated May 20, 1988 of the State Council of the Socialist Republic of Vietnam;
Pursuant to the Prime Minister's Decision No. 40/2002/QĐ-TTg dated March 18, 2002 on the authority to issue legal regulatory documents;
Pursuant to Circular No. 794/VPCP-KTTH dated February 24, 2003 of the Government Office on the issuance of statistical reporting systems;
To meet the information requirements for state management in the current period,
DECISION:
Article 1. Issuing the Regular Labor and Income Statistical Reporting System applicable to state agencies, public service units, political organizations, political-social organizations, social organizations under the state sector managed by the central government and provinces/cities (along with the accompanying system).
Article 2. Heads of state agencies, public service units, political organizations, political-social organizations, social organizations under the state sector mentioned in Article 1 shall be responsible for implementing this Decision.
Article 3. The General Statistics Office Director shall be responsible for establishing a system of forms and explaining the scope, content, and calculation methods based on this reporting system to guide its implementation.
Article 4. This reporting system shall take effect from January 1, 2003 and replace parts of the reporting system issued pursuant to Decisions No. 219/TCTK and 220/TCTK dated December 31, 1990 of the General Statistics Office Director.

I. MEANING AND PURPOSE
This regular statistical reporting system aims to provide information for the state statistical system to compile economic statistical indicators.
II. CONTENTS OF THE SYSTEM
1. Reporting entities include:
State agencies, public service units, political organizations, political-social organizations, social organizations under the state sector managed by the central government and provinces/cities.

a) On labor such as:
- Total number of employees at the end of the reporting period;
- Number of female employees;
- Number of contractual employees;
- Average number of employees;
- Increase in number of employees during the reporting period;
- Decrease in number of employees during the reporting period;
- Number of employees without employment needs at the end of the reporting period.
b) On income:
- Total income;
- Salary and other amounts having the nature of salary;
- Social insurance paid instead of salary;
- Average income per employee.

- Semi-annual report: Submitted to the receiving unit no later than July 20.
- Annual report: Submitted to the receiving unit no later than April 5 of the following year.
b) For consolidated reports of departments/bureaus/sectors managed by provinces/cities:
- Semi-annual report: Submitted to the receiving unit no later than August 1.
- Annual report: Submitted to the receiving unit no later than April 15 of the following year.
c) For reports of grassroots units managed by the central government operating in provinces/cities.
- Annual report: Submitted to the receiving unit no later than April 15 of the following year.
