Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the proposal of the Minister of Planning and Investment in Circular No. 7349/BKH-CLPT dated December 1, 2003,

DECISION:

Article 1. Approves the main directions for economic and social development of the Northern Key Economic Region (KKT) until 2010 and vision to 2020, which shall be implemented for eight centrally governed provinces and cities including Hanoi, Haiphong, Quang Ninh, Hai Duong, Hung Yen, Ha Tay, Vinh Phuc, Bac Ninh with the aim of leveraging potential and advantages in geographical location and infrastructure systems to accelerate the pace of economic and social development of the Northern Key Economic Region effectively and sustainably; leading the industrialization and modernization process of the country, always maintaining its role as a locomotive for the entire Northern region and the whole country in promoting and supporting other regions, especially difficult regions, to develop together. Leading in international cooperation, attracting foreign investment, closely combining economic and social development with strengthening national defense, security, public order, environmental protection.

Article 2. Main development goals:

1. Strive to achieve an average annual GDP growth rate of about 1.3 times during the period from 2006 to 2010, and about 1.25 times during the period from 2011 to 2020 compared to the national average. Increase the contribution ratio to the national GDP from 21% in 2005 to approximately 23-24% in 2010 and approximately 28-29% in 2020.

2. Increase the average export value per capita per year from US$447 in 2005 to US$1,200 in 2010 and US$9,200 in 2020.

3. Increase the contribution ratio of the region to the national budget revenue from 23% in 2005 to 26% in 2010 and 29% in 2020.

4. Accelerate the pace of technological innovation to reach an average of 20-25% per year, leading in the modernization process, with a ratio of advanced technology reaching about 45%. Raise the proportion of trained labor to about 55% by 2010.

5. Reduce the poverty rate to 1.5% in 2010 and below 0.5% in 2020, and reduce the unemployment rate to about 6.5% by 2010 and continue to control it at a safe level of 4%. By 2010, ensure that 100% of urban residents have access to tap water; about 90-95% of rural residents use clean water; 100% of rural households have sanitary latrines; people can travel easily and receive good healthcare, education, and higher levels of education.

6. Reduce the natural population growth rate to 1% in 2010 and below 0.8% in 2020. Control the average population growth rate (including the impact of mechanical migration) at a level not exceeding 1.5%. Ensure discipline, public order, and national security; ensure sustainable environmental conditions in both urban and rural areas within the region.

Article 3. Tasks and solutions for developing key industries and fields.

1. New breakthrough directions.

- Develop high-tech industries and high-quality service sectors such as software industry, computer equipment, automation, and scientific research products into spearhead industries; produce automated equipment, robots, new materials, high-quality steel; develop shipbuilding and machinery manufacturing industries.

- Urgently build and develop complementary industries in which the Northern Key Economic Region has competitive advantages to increase product value-added, competitiveness, and efficiency in integration; machinery manufacturing and spare parts industries such as automotive production equipment, motorcycle production equipment, electrical equipment production, electronic components production, internal combustion engine production, electric motors (especially large-capacity electric motors)...

- Build an integrated economic zone on Van Don Island (Quang Ninh), high-quality marine eco-tourism, and aquaculture linked with seafood processing.

- Construct a new industrial research and development center located in Vinh Phuc.

- Establish a high-level vocational training center for the entire region located in Vinh Phuc. - Establish a high-quality training center and research institute for a multi-disciplinary practical university located in Hung Yen based on the model of linking training with factories in industrial zones, with shares in training facilities, technical support staff according to the requirements of a complete production line...

- Build a high-quality medical center for the entire region planned to be located in Ha Tay and Hai Duong.

- Construct a central transshipment warehouse located in Hai Duong Province.

- Construct new expressways: Hanoi-Haiphong (following National Route 5 towards the south of the Red River Delta); Noibai-Halong-Mongcai; Hanoi-Ninh Binh; Lang-Hoa Lac-Trung Ha; Hanoi-Viet Tri; Hanoi-Thai Nguyen.

- Construct a new railway line from Yen Vien, Hanoi City to Pha Lai and Halong City, Quang Ninh Province; a railway connecting Haiphong Port with Dinh Vu Port, Haiphong City.

- Study the construction of a new deep-water port in Haiphong (if technical conditions permit).

- Construct underground rail and intra-city railways in Hanoi and connect the Hanoi-Hoa Lac railway.

2. Orientation for adjusting planning.

Rapidly adjust the economic structure towards industrialization and modernization, producing spearhead products, linking with markets, and enhancing competitiveness. It is expected that by 2010, the share of industry and services in the GDP of the Northern Key Economic Region will be around 94-95%, and by 2020, it will reach around 96-97%. Increase the proportion of non-agricultural labor; increase high-productivity jobs that consume less energy; use land efficiently... based on the development of high-tech industries and the production of knowledge-intensive products.

2.1. On industrial development.

The main products structure includes high-value products with a high intellectual content such as software technology, hardware, electrical and electronic engineering, machinery equipment production, shipbuilding and repair, steel production (alloy steel products, steel sheets, steel plates, large-section steel, high-strength steel for prestressed concrete components, steel manufacturing), coal, cement, advanced building materials, processing of agriculture, forestry, fishery products, food grains, foodstuffs, textile, leather, garment... At the same time, leveraging the strengths of the region to develop supporting industries to enhance product values; developing new products that immediately adopt modern technology while protecting the environment; developing processing industry for agriculture, forestry, and fisheries.

Special attention should be given to the development of small-scale industries, building sustainable development models; traditional craft villages and villages with specific crafts oriented towards producing export products, considering this as a unique strength of the Region.

Gradually shifting industrial activities along the corridors of Highway 18 and Highway 21 in areas with hills and poor soil to reduce the use of good land for agricultural production and avoid excessive concentration of industries in urban and residential areas in the delta region. However, it is also necessary to consider developing clean industries in provinces within the region to ensure an effective economic structure.

2.2. Regarding services, focus on comprehensive development of service sectors, particularly high-quality and high-level service sectors in finance, banking, trade, tourism, science and technology, telecommunications, air transport, maritime transport; developing real estate markets, capital markets, securities markets; effectively utilizing financial organizations, training, and high-quality healthcare services.

Building national, regional, and international centers for scientific and technological services, cultural and social services, healthcare...

Continuously promoting the role of Hanoi, Hai Phong, and Quang Ninh as commercial and international trading centers to serve the function of providing commercial services and tourism centers for the northern region and the whole country.

Developing public transportation services (buses and electric vehicles) from Hanoi to provinces (with a radius of about 60 km) to strengthen connections and exchanges between provinces and cities.

2.3. On agriculture, forestry, and fisheries.

Continuing to shift the agricultural structure towards high-yield and high-quality commodity production, creating more value per unit area of agricultural and forest land, directly serving the consumption needs of cities and industrial zones in the region and for export. Promoting the application of biotechnology, post-harvest preservation and processing technologies. Forming commodity production zones around cities. Particularly focusing on developing clean agriculture, linking agricultural development with the construction of new rural areas based on processing industry development and family farm economy. Shifting the economic structure towards industrialization and modernization, investing in concentrated aquaculture production zones for high-quality commodities; promoting marine aquaculture development alongside establishing marine conservation areas.

Developing raw material forests, especially wood-pole raw material forests, coastal mangrove regions. Targeting efficient exploitation of hills, forming coastal forest zones, preserving scenic spots and national forest parks. Strengthening green tree development in cities and industrial zones.

Prioritizing investment in concentrated aquaculture production zones for high-quality commodities in provinces within the Region; promoting marine aquaculture development alongside establishing marine museums. Combining coastal and near-coastal economies towards developing fishing, aquaculture, processing of aquatic products, and planting coastal forests. Building Hai Phong into a center for service and export processing of aquatic products for the entire Northern region.

2.4. On developing economic and social infrastructure systems ensuring synchronization and leading by one step.

a) Economic infrastructure system. Continuing to develop synchronously and modernize road, railway, sea, river, and air transport systems; particularly constructing deep-water ports, expressway networks; Hanoi's urban traffic system, water supply and drainage systems for cities.

Developing new expressways: Hanoi - Haiphong (along National Highway 5 leaning towards the southern Red River Delta); Noibai - Halong - Mongcai; Hanoi - Ninh Binh; Lang - Hoa Lac - Trung Ha; Hanoi - Viet Tri; Hanoi - Thai Nguyen. Completing the construction and upgrading of Hanoi Ring Road III, including Thanh Tri Bridge, National Highways 5, 10, 18, 21, 21B, 39, Yen Leng Bridge, the section of the Ho Chi Minh Highway through Ha Tay Province, implementing the construction of Hanoi Ring Road IV and building new bridges over the Red River in Hanoi such as Thang Cat, Nhat Tan, Long Bien (railway), Me So... Continuing to upgrade some trunk roads connecting expressways, cities, and towns to ports, border gates, and industrial zones.

Constructing a new railway line from Yen Vien, Hanoi City to Pha Lai, Halong City, and Cai Lan Port, Quang Ninh Province; railway connecting Haiphong Port with Dinh Vu Port, Haiphong City.

Continuing to invest in improving the channel into Haiphong Port so that ships of up to 10,000 DWT can enter and exit; building new berths at Haiphong Port to receive container ships. Continuing to construct Phase II of Cai Lan Port, investing in handling equipment to achieve a throughput capacity of 6.5-8 million tons/year by 2010 (7 berths), capable of receiving ships of 30,000-50,000 DWT.

Renovating and upgrading specialized port clusters in the Quang Ninh region such as Cu Ong, Mu Chua, Van Gia, Haigai Tourist Port, Hon Net Transshipment Port, Cong Ong... reaching a total capacity of 6-7 million tons/year. Renovating the Red River, including the renovation of Giang and Day estuaries, building container ports at Phu Dong - Gia Lam, Khuyen Luong - Hanoi, renovating and upgrading the Quang Ninh - Haiphong - Ninh Binh river route.

Construct an international airport at My Dinh Mon (Ha Tay). At the same time, effectively exploit the three existing airports (Noi Bai, Cat Bi, and Gia Lam). Increase the capacity of Noi Bai Airport to 6 million passengers/year by 2005; from 8 to 10 million passengers by 2010. Upgrade and modernize Cat Bi Airport.

Modernize and upgrade the existing railway, prioritizing the Hanoi-Hai Phong route, to build a two-way railway according to international standards. Soon establish a light rail system serving urban transportation and connecting regions, with priority given to the light rail line from Ha Dong, Ha Tay province to Ngat Tu So, Nguyen Chi Thanh, Ngoc Khanh, Hanoi city; in the long term, develop it to Hoa Lac, Ha Tay province, eastward to Hai Duong city, Hai Duong province... Build a new railway line from Yen Vien, Hanoi city to Pha La, Halong, Cai Lan, Quang Ninh province; connect Haiphong port to Dinh Vu port, Hai Phong city.

Modernize the power transmission network and telecommunications network.

Complete the water supply and drainage system, construct a clean water supply system to meet the needs of Hanoi, Hai Phong, Halong, and tourist areas, industrial zones, new cities, and the comprehensive economic zone Van Don. Renovate the drainage system, treat wastewater, and resolve the flooding problem in urban areas, especially in Hanoi.

Construct environmental protection facilities; when building factories and industrial zones, simultaneously construct waste treatment facilities to ensure no environmental pollution. Study the construction of waste storage areas and waste treatment plants for urban areas.

b) Develop the social infrastructure system.

Construct cultural activity centers to restore and promote the value of traditional cultural activities and integrate them into regular practices. Maintain social order and safety, foster a growth mindset throughout society; reduce social evils and traffic accidents.

Invest in upgrading the Central Television Tower to improve the quality of radio and television broadcasting programs.

Develop medical facilities, equipment, and services to meet diverse needs not only for local residents but also for foreigners working in joint ventures and tourists. Construct high-quality healthcare centers, ensuring advanced and modern medical equipment, avoiding concentration in Hanoi.

Develop and gradually enhance the capacity of physical and technical facilities serving the education sector to raise public awareness, train human resources, and nurture talents to serve the country's socio-economic development.

Create a safe and healthy economic-social-natural environment for children.

c) Develop urban systems and concentrated industrial zones, high-tech zones.

- For Hanoi: develop to be worthy of being the heart of the nation, a political center, a large cultural, scientific educational, economic, and international service center. Continue to implement Resolution 15-NQ/TW dated December 15, 2000 of the Politburo, the Ordinance on Hanoi Capital (No. 29/2000/PL-UBTVQH10 dated December 28, 2000 of the Standing Committee of the National Assembly) to make Hanoi reach modern levels; focus on deep investment in the inner city. Move industry, particularly industries that pose a risk of pollution, out of the inner city (when relocating to suburban areas, take comprehensive measures to protect the environment) linked with the formation of satellite towns, new towns such as Bac Thang Long, Nam Thang Long, Bo De (Gia Lam), Yen Vien, Linh Dam... connected with adjacent towns like Hoa Lac, Xuan Mai, Ha Dong, Son Tay, Hung Yen, Pho Noi, Me Linh, Vinh Yen, Bac Ninh, Phu Ly to form a cluster of core towns.

- For Hai Phong: implement Resolution No. 32-NQ/TW dated August 5, 2003 of the Politburo on building and developing Hai Phong City during the period of industrialization and modernization of the country. The population of the inner city may reach 750,000 to 900,000 people by 2010. Construct a new town north of the Cam River, belonging to Thuy Nguyen district, Hai Phong city.

Vigorously develop infrastructure, industry, and services to fully leverage the function of a first-class city for the entire region.

- For Halong: the population of the inner city may reach about 390,000 to 400,000 people by 2010. Expand mainly towards Hon Gai-Cam Pha. Vigorously develop infrastructure, tourism services, and industry to fully leverage the function of a second-class city for Quang Ninh province and the entire region.

- Accelerate the development of the My Dinh Mon-Xuan Mai-Hoa Lac-Son Tay urban chain.

- For the development of concentrated industrial zones and high-tech zones: accelerate the construction and operation of the Hoa Lac High-Tech Zone according to planning. In the short term, focus on creating favorable land conditions and adopting more open policies to attract domestic and foreign investment to fill existing industrial zones. End the construction of industrial zones and factories along major national highways; review the planning of industrial zones across the region to ensure sustainable and balanced development. Plan the construction of residential areas and social infrastructure facilities to serve industrial zones. Prepare conditions for the development of some industrial zones or clusters of industrial zones along National Highway 18 with main industries including heavy industry; processing of agricultural and aquatic products; food processing; production of consumer goods.

- For other cities and towns with a population of about 150,000 to 200,000 people, which are provincial capitals, economic, cultural, and political centers of each province, or towns that are economic centers of a region, will be developed in conjunction with the overall urban system of the entire region. At the same time, along national highway axes and in densely populated areas of concentrated commodity production, market towns will be upgraded and formed according to unified planning.

Provinces and cities should focus on building and developing small and medium-sized industrial clusters and traditional craft villages in rural areas, paying attention to handling and protecting ecological environments.

3. Mechanism and policy.

Improve mechanisms to seek solutions for attracting additional capital for the development of the Northern Key Economic Region. Implement measures to encourage the whole society and domestic and foreign investors to invest in production and business activities aimed at economic growth targets linked with social goals, leveraging the potential and advantages of the region. Manage the real estate market more effectively to enhance land use efficiency, generate capital from land funds; contribute to reducing input costs for producers.

Effectively implement Resolution No. 3 of the Central Committee, enhancing the effectiveness of state-owned enterprise reform so that these enterprises can play a significant role in the economic development of the region. Strengthen support for new business establishment; encourage non-state economic sectors to invest in infrastructure development.

Quickly implement administrative reform in the state administrative management sector.

Promptly complete the mechanism for financial and budgetary decentralization between the central government and localities, among functional agencies in financial management, ensuring the consistency of the national financial system, maintaining the leading role of the central government while enhancing the initiative in financial management of localities within their assigned responsibilities.

Enhance transparency in financial and budgetary matters at all levels; continue to innovate preferential policies and financial support for the implementation of social policies, job creation for workers. Encourage all economic sectors to actively invest in development, implementing investment structure reforms as follows:

Encourage social investment for production and business development to account for 50-55%, allocate 9-10% of social investment for human resource development, and allocate 35-36% of transportation investment for the development of first and second-class roads and expressways.

Article 4. Train human resources.

Vigorously train human resources, especially high-quality human resources, strongly promote socialization in education.

Study the construction of a high-level vocational training center for the entire region.

Reorganize the system of educational institutions (universities, colleges, and vocational schools) in Hanoi and Hai Phong in conjunction with the Red River Delta, Midland - Mountainous region, and the area. From now until 2010, it is necessary to train thousands of excellent entrepreneurs and about 300,000 to 350,000 skilled technical workers annually for national economic sectors and exports; a team of policy planners with high qualifications; implement talent utilization policies.

Article 5. Ministries, ministerial-level agencies, governmental agencies, provincial People's Committees in the Northern Key Economic Region have the responsibility to strictly monitor and follow up on the main directions for socio-economic development of the Northern Key Economic Region, build five-year plans, annual plans, programs, and investment projects suitable for development.

The Coordination Board for the Development of Key Economic Regions directs the Ministry of Planning and Investment to coordinate with relevant ministries, sectors, and local people's committees to review the development planning throughout the region in a practical and highly effective manner. First, focus on reviewing the overall socio-economic development plan for the entire key economic region, particularly reviewing urban development plans, economic corridors, industrial zones, port systems, etc. Review the socio-economic development plans of each province to adjust them appropriately to new development conditions. After completing the comprehensive reviews, relevant sectors and localities need to promptly implement detailed plans, ensuring timely notification of these plans to all levels and the public.

The Ministry of Planning and Investment will lead and coordinate with relevant ministries, sectors, and related localities to implement key investment programs and projects.

Central ministries and sectors have the responsibility to cooperate and assist provinces and cities in the Northern Key Economic Region during the review process and organization of the implementation of proposed programs and projects, ensuring consistency between provincial and city plans and regional and national plans.

Article 6. This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 747/TTg dated September 11, 1997 of the Prime Minister approving the Comprehensive Plan for Socio-Economic Development of the Northern Key Economic Region for the period 1996-2010.

Article 7. Chairmen of People's Committees of provinces and cities in the Northern Key Economic Region and Ministers, Heads of ministerial-level agencies, and Heads of governmental agencies directly under the Government shall be responsible for enforcing this Decision./.
