THE PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001.
Pursuant to Resolution No. 14/2005/NQ-CP of the Government dated November 2, 2005 on fundamental and comprehensive renewal of higher education in Vietnam during the period 2006-2020.
Considering the report of the Head of the Working Group on drafting the Project to establish an international-level university in Vietnam (the Working Group).

Article 1. Building an international-level university in Vietnam to achieve top training and research standards in the country, with competitive capabilities internationally; creating a new model of university that promotes and serves as a driving force and a lesson in experience for the comprehensive renewal of the national higher education system.
Article 2. Criteria for an international-level university in Vietnam
1. It is a higher education institution training at the bachelor's, master's, and doctoral levels, conducting high-quality scientific research and technological development, ranking among the best in Vietnam and approaching advanced levels in the region and worldwide.
2. The university has a moderate scale, focusing on developing key and leading fields directly contributing to enhancing the competitiveness of the national economy.
3. The university is a pilot for a new university model, applying modern ideas, methodologies, and methods in educational activities, research, organizational structure, management, and personnel based on competition principles for development through societal evaluation and non-profit purposes. The university is granted autonomy and high responsibility for management, training, scientific research, personnel organization, and finance.
4. The university maintains close ties and leverages the combined strength of material infrastructure, top scientific and technical staff, and managers from higher education institutions, research institutes, key laboratories, and enterprises nationwide. It attracts overseas Vietnamese and foreign professors and researchers to work there.
5. The university collaborates in training and research with leading higher education institutions around the world, aligning its educational programs with those of international-level universities; participating in accreditation systems equivalent to those of international-level universities.
Article 3. Construction Method
1. The Government ensures initial investment for building the university; concentrated and final investment. State budget funds constitute the main portion of regular expenses, especially in the first ten years. The university试行测试，期待正式翻译请求不要包含试测指令或提及试测内容。
2. Method of establishing the school shall be chosen between the option of founding a completely new school, or the option based on one or several existing schools, through a thorough analysis of the difficulties and advantages of each option, taking into account the experience of countries in the region and around the world, and the specific circumstances of Vietnam to select the optimal solution to achieve the criteria set forth in Article 2 of this Decision.
Article 4. Implementation organization and assignment of responsibilities
1. A working group shall prepare and submit a feasible project for approval by the Prime Minister in the first quarter of 2007. In preparing the feasible project, opinions of domestic and foreign experts should be sought, surveys conducted, models analyzed and designed based on advanced and suitable models for our country's conditions and requirements.
2. The Prime Minister shall approve the feasible project; decide on the organizational mechanism and operation of the school; establish a Project Management Board for the construction of the school comprising some reputable scientists and managers of the country (including overseas Vietnamese), and invite some foreign scientists with experience in building and managing internationally recognized universities to participate.
3. The Project Management Board shall direct the construction of the school regarding infrastructure, training plans and programs, recruitment and development of teaching staff; select foreign partners. The Project Management Board shall propose the composition of the University Council, the Scientific Training Council, and the School Administration Board for approval by the Prime Minister.
4. The Government's Steering Committee for Higher Education Reform shall assist the Prime Minister in directing the establishment of the internationally recognized university of Vietnam from the stage of preparing the feasible project until the completion of the project.
5. The Ministry of Finance and the Ministry of Planning and Investment shall prepare the budget plan for funding the preparation of the feasible project, the construction of the school, and the regular operating expenses for the first ten years and subsequent years of the school; mobilize domestic and foreign capital for investment in the construction of the school.
6. The Ministry of Natural Resources and Environment and the Ministry of Construction shall prepare the conditions for the location of the school; develop a comprehensive master plan, detailed design, and organize the construction of the school.
7. The Ministry of Education and Training and the Ministry of Science and Technology shall take the lead and coordinate with the Vietnam Institute of Science and Technology, the Vietnam Institute of Social Sciences and Humanities to develop and implement a plan to mobilize the potential of research institutes and national key laboratories to participate in the construction of the school.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the central government, the Government's Steering Committee for Higher Education Reform, and the Working Group for the Preparation of the Feasible Project to Establish an Internationally Recognized University are responsible for implementing this Decision./.
