- Pursuant to Decree No. 118/2008/NĐ-CP dated November 7, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

- Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;

- Pursuant to Decision No. 256/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating the bidding, ordering, and plan implementation regulations for the production and supply of public goods and services;

- Pursuant to Decision No. 133/2007/QĐ-TTg dated August 17, 2007 of the Prime Minister supplementing the list of public goods and services;

- Implementing the letter No. 5847/VPCP-KGVX dated September 4, 2008 of the Government Office on piloting the ordering of Vietnam Television Corporation to supply online radio and television services on the Internet;

- Implementing the letter No. 918/VPCP-QHQT dated February 9, 2010 of the Government Office on expanding Internet service connections for online radio and television broadcasting to Europe and Asia;

- Pursuant to Decision No. 1956/2008/QĐ-BTTTT dated December 30, 2008 of the Ministry of Information and Communications approving the plan for supplying online radio and television services on the Internet for overseas Vietnamese;

- Pursuant to Decision No. 716/2010/QĐ-BTTTT dated May 20, 2010 of the Ministry of Information and Communications adjusting and supplementing the plan for supplying online radio and television services on the Internet for overseas Vietnamese, approving technical solutions to ensure connections to Europe and Asia;

At the request of the Ministry of Information and Communications in letter No. 2288/BTTTT-KHTC dated July 21, 2010, the Ministry of Finance amends and supplements Circular No. 71/2009/TT-BTC dated April 7, 2009 of the Ministry of Finance guiding the ordering and financial management for the public service of online radio and television on the Internet for overseas Vietnamese supplied by the Vietnam Television Corporation during the period of 2008-2010 as follows:

Article 1

1. Amend and supplement Clause 1.2 Point 1 Section II as follows:

1.2 Principles of budget planning: The funding for this public service will be determined based on the following expenses:

a) Renting costs for one international dedicated channel transmission line STM1 with a speed of 155Mbps to the United States and two international dedicated channel transmission lines STM1 with a speed of 45Mbps to the United Kingdom and South Korea;

b) Renting costs for internet connection gateways, racks, power supplies, and servers in the United States, the United Kingdom, and South Korea;

c) Depreciation costs for fixed assets directly used to provide this public service;

d) Direct electricity costs for operating equipment, supported based on actual costs incurred but not exceeding the designed power consumption capacity;

đ) Regular inspection, monitoring, and measurement costs for the quality and usage level of the service. These costs are regulated by state provisions and supported based on actual expenses but not exceeding 3% of the total support cost for this service.

2. The funding under Clause 1 of this Article shall apply for the year 2010.

Article 2. Implementation

1. This Circular shall take effect 45 days from the date of signature.

2. During the implementation process, if there are any difficulties, the Vietnam Television Corporation and related units are requested to compile reports for the Ministry of Finance to study and amend accordingly./.
