Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital;

Article 1. Approves the restructuring and modernization plan for state-owned enterprises with 100% state capital under the People's Committee of Dak Lak Province for the period 2007-2010 as follows:
1. The State continues to hold 100% of the charter capital and converts them into limited liability companies with one member, to be implemented in 2007:
- Lottery Company;
- Waterworks Management Company;
- Urban Management and Environmental Sanitation Company.
2. Privatize state-owned enterprises with 100% state capital in 2008:
- Fisheries Company of Dak Lak;
- Bus Station Management Company;
- Krông Ana Comprehensive Production and Business Company;
- Vehicle Inspection Center 47-01S
Article 2. Chairman of the People's Committee of Dak Lak Province:
1. Direct the development of a pilot privatization plan for one or two coffee companies, seek the review opinion of the Ministry of Agriculture and Rural Development, and submit to the Prime Minister for consideration and decision.
2. Based on the provisions of Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital and relevant current laws, determine the proportion of state-held shares in privatized enterprises.
Article 3. Ministries: Ministry of Agriculture and Rural Development, Ministry of Finance, Ministry of Planning and Investment, Ministry of Home Affairs, Ministry of Labor, Invalids and Social Affairs, and related agencies shall cooperate with the People's Committee of Dak Lak Province in implementing this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
This Decision takes effect from the date of issuance. The Chairman of the People's Committee of Dak Lak Province and heads of related agencies are responsible for its implementation./.
