THE MINISTER OF POST AND TELECOMMUNICATIONS
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 38/2003/QĐ-BBCVT dated March 12, 2003 of the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the Quality Management Department for Postal Services, Telecommunications, and Information Technology;
At the proposal of the Director of the Cadre and Civil Servant Affairs Department and the Director of the Quality Management Department for Postal Services, Telecommunications, and Information Technology,
DECISION:
Article 1. The Measurement Center is a unit directly under the Quality Management Department for Postal Services, Telecommunications, and Information Technology, responsible for specialized measurement functions in postal services, telecommunications, information technology, electronics, and the Internet.
Article 2. The Measurement Center has the following tasks and powers:
1. Participate in researching, proposing the establishment, amendment, supplementation, and implementation of regulatory documents concerning standards and measurements in the fields of postal services, telecommunications, information technology, electronics, and the Internet.
2. Research, establish, and propose regulations regarding conditions for domestic and foreign inspection agencies to serve quality management in postal services, telecommunications, information technology, electronics, and the Internet; evaluate and propose lists of authorized inspection agencies for postal services, telecommunications, information technology, electronics, and the Internet; inspect compliance with established conditions for authorized inspection agencies in postal services, telecommunications, information technology, electronics, and the Internet according to the regulations of the Minister and the delegation of the Department Director.
3. Research and propose planning for the construction and development of state inspection systems in specialized fields of postal services, telecommunications, information technology, electronics, and the Internet. Organize the construction of specialized measurement systems for postal services, telecommunications, information technology, electronics, and the Internet within the Department.
4. Take the lead in researching and proposing to the Department Director plans and development of recognized testing laboratories within the Department; organize the construction and maintenance of recognized testing laboratories within the Center.
5. Take the lead in organizing or participating in research, establishing, and proposing to the competent authority for approval of procedures, methods, and test items in the field of measurement for postal services, telecommunications, information technology, electronics, and the Internet.
6. Conduct quality inspections and issue quality inspection results for telecommunication services and networks, postal services, and Internet services listed in the mandatory registration and quality announcement directory or upon voluntary request from organizations and individuals.
7. Conduct inspections and issue inspection results for domestically produced or imported postal, telecommunication, information technology, electronic, and Internet products listed in the mandatory conformity certification directory or upon voluntary request from organizations and individuals.
8. Organize quality inspections in the field of information technology; conduct standard compliance inspections for telecommunication networks according to the regulations of the Minister and the delegation of the Department Director.
9. Organize quality inspections and issue quality inspection results for postal and telecommunication projects listed in the mandatory pre-operation quality inspection directory or upon voluntary request from organizations and individuals.
10. Collect, manage, and use fees and charges according to State regulations, the Ministry of Posts and Telecommunications, and the delegation of the Department Director.
11. Develop short-term and long-term activity plans for the Center and submit them to the Department Director; implement approved plans by the Department Director.
12. Participate in inspection and supervision activities to ensure compliance with legal regulations on network, project, product, and service quality management in postal services, telecommunications, information technology, electronics, and the Internet according to State regulations and the delegation of the Department Director.
13. Organize professional training and guidance in specialized measurement for postal services, telecommunications, information technology, electronics, and the Internet according to the delegation of the Department Director.
14. Participate in international cooperation activities in the field of specialized measurement for postal services, telecommunications, information technology, electronics, and the Internet according to the delegation of the Department Director.
15. Manage organization, civil servants, labor, assets, files, and documents of the Center according to legal regulations and the delegation of the Department Director.
16. Be proactive in developing related activities in network, project, product, and service quality inspection in postal services, telecommunications, electronics, and information technology and the Internet; create additional revenue sources to expand the scope and scale of activities consistent with the Center's functions according to State laws, the Ministry, and the delegation of the Department Director; preserve and develop assigned resources.
17. Perform other tasks assigned by the Department Director.
Article 3. The Measurement Center is headed by a Director, assisted by Deputy Directors.
The Center Director is responsible to the Department Director for the results of implementing the functions, tasks, and powers stipulated in Articles 1 and 2 of this Decision.
The Deputy Director assists the Director and is responsible before the Director for the assigned tasks.
The organizational structure of the Measurement Center includes:
- Operations and Consolidation Room;
- Product Inspection Room;
- Information Technology Inspection Room;
- Service and Network Inspection Room;
- Project Inspection Room.
The functions and tasks of each Room are defined by the Department Director.
The working relationships between Rooms are defined by the Director.
The number of civil servants and workers of the Center shall be established by the Director and submitted to the Director for decision based on the cadre quota and contractual labor indicators assigned by the Ministry of Posts and Telecommunications.
Article 4. The Measurement Center has its own seal and bank account for transactions according to legal provisions, with its main office located in Hanoi.
Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 6. The Head of the Office, the Director of the Cadre and Civil Servant Affairs Department, and the Director of the Quality Management Department for Postal Services, Telecommunications, and Information Technology are responsible for enforcing this Decision.
