Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the proposal of the People's Committee of Quang Nam Province at Document No. 1799/TT-UB dated October 6, 2004; and the opinion of the Ministry of Planning and Investment at Circular No. 7321 BKH/TĐ&GSĐT dated November 17, 2004.

DECISION:

Article 1. Approving the Master Plan for Socio-Economic Development of Quang Nam Province until 2015 with the following main contents:

1. Viewpoints on Development:

- Exploiting and effectively utilizing internal resources and external resources to achieve rapid, efficient, and sustainable economic growth, thereby building Quang Nam into a province with developed economy.

- Adjusting the economic structure in accordance with the strengths of the province and the overall development direction of the region.

- Developing key areas while ensuring balance and harmony to maximize the potential of the province.

- Ensuring harmonious socio-economic development, improving the quality of life continuously. The socio-economic development plan must be linked with national defense, security, and disaster prevention and mitigation.

2. General Objectives:

- Ensuring rapid, efficient, and sustainable economic growth to build Quang Nam into a province with a developed and open economy in the region.

- Adjusting the economic structure in accordance with the strengths of the province and the overall development direction of the Central Region and the Central Coastal Economic Zone.

- Vigorously developing coastal economies, the cities of Tam Ky, Hoi An, towns, industrial zones, seaports, while paying attention to improving living standards, education levels, and increasing public investment in difficult mountainous areas, coastal fringe areas, and regions with many social policy beneficiaries.

- Ensuring harmony between economic development and social progress, democracy, and equality, protecting and restoring the natural environment, and continuously improving the quality of life. The socio-economic development plan must be linked with disaster prevention and mitigation.

- Combining economic development with ensuring national defense, security, and social stability in each stage.

3. Specific Objectives:

a) Striving for the average annual Gross Domestic Product (GDP) growth rate of the province to reach about 10% during the period 2001-2005; 12-12.7% during the period 2006-2010, and approximately 13-13.5% during the period 2010-2015.

b) Average GDP per capita (in current prices) to reach about 345 USD/person by 2005; about 670-698 USD/person by 2010, and about 1,395-1,500 USD/person by 2015.

c) Striving for export turnover to reach about 105 million USD in 2005, about 240 million USD in 2010, and about 350 million USD in 2015.

d) Gradually reducing the population growth rate to 1.2-1.25% during the period 2006-2010, 1.15-1.20% during the period 2011-2015. Striving to create new jobs for about 35,000 workers annually; the proportion of trained labor is 35%, and general training is 45-50%.

đ) Reducing the poverty rate to 2.5-4% by 2015; striving to have no households under policy support living in temporary housing by 2005, basically eliminating temporary housing for ethnic minority households by 2006, and completing the program to eliminate temporary housing throughout the province by 2010; reaching 90% of households having access to clean water by 2010, over 95% of households using electricity; reaching 95% of households having access to clean water, and 100% of households using electricity by 2015.

- Regarding universal education: completing universal secondary education by 2007, and universal upper secondary education by 2012.

- Striving to reduce the malnutrition rate among children to 15-20% by 2010, and 5-10% by 2015.

4. Directions for Development of Industries and Social Fields:

a) Industry and Small-Scale Industry:

Building industrial parks: Dien Nam - Dien Ngoc (430 hectares), An Hoa - Nong Son (600 hectares), Thuan Yen (225 hectares); industrial clusters such as Dai Hiep (40 hectares), Dong Thang Binh (150 hectares), Trang Nhat (60 hectares), Dong Que Son (250 hectares).

Developing major industries:

- Processing industry of agriculture, forestry, and marine products achieving a growth rate of 25% per year. Emphasizing the development of food processing industry, beverage production such as beer, soft drinks, mineral water.

- Processing and mining industry achieving a growth rate of about 15-16.5% per year with main products such as construction stone, coal, quartz powder, casting sand, feldspar. Researching, exploiting, and utilizing radioactive minerals (uranium) in Quang Nam.

- Construction materials manufacturing industry achieving a growth rate of about 19-25% per year with main products such as cement, bricks, tiles, decorative stones, building glass sheets.

Other industries:

- Textile - Garment - Leather - Footwear: fabric weaving from 10-15 million meters/year; silk reeling and weaving 5-10 million meters/year. The short-term goal is for the footwear and leather industry in Quang Nam to reach 4 million pairs of cloth shoes, 0.3-1.5 million pairs of leather shoes, and 0.6-0.8 million leather products annually by 2010.

- Machinery and Electronics: assembling and producing automobiles with a capacity of 25,000 vehicles/year and 5,000 heavy trucks/year, agricultural machinery, steel frame houses, containers, metal molds; producing electrical equipment, electrical materials, assembling electronic equipment, and producing consumer electronics components.

- Developing craft villages and small-scale industries: focusing on revitalizing and enhancing the production capacity of traditional crafts such as silk reeling and weaving in Duy Trinh (Duy Xuyen), along the Thu Bon River, some points in Dien Ban, Dai Loc; bronze casting, aluminum casting in Dien Ban; ceramic La Thap; pottery Thanh Ha; textile and garment villages, brick and tile production, wood processing, ...

b) Service Industries:

- Commerce: focusing on developing export services, import services, trade services; supply services for agricultural and livestock seeds, marine transportation services, and other public service types. Preparing conditions for strong development of information, telecommunications, financial, banking services, etc...

+ Develop markets and trade cooperatives in accordance with the direction of renovating and upgrading existing markets in urban areas, towns, and market towns; investing in building markets in rural and mountainous areas in clusters and regions. Continue to consolidate, rearrange, and enhance the activities of trade and service cooperatives.

+ Form several commercial centers with the following functions: Free Trade Port at Ky Ha, Hoi An Tourism and Commerce Center, Tam Ky Commercial Center, Nam Giang Border Economic Zone.

- Regarding exports: actively exploit export goods sources, striving to achieve an export turnover value of approximately 240 million USD by 2010 and approximately 350 million USD by 2015.

- Tourism: develop and reasonably coordinate in exploiting various types of tourism: sea tourism, scenic spots, cultural tourism (especially Cham cultural tourism), leisure and entertainment tourism. Plan investments for restoration, management, protection, and exploitation of cultural and architectural heritage: ancient city of Hoi An, My Son relic site; natural heritage: Cu Lao Cham, Phu Ninh Lake, Khe Tan Lake, primary forest area...

+ Build Hoi An City into a Tourism Center.

+ Open more tourist routes connecting world cultural heritages, revolutionary historical sites, and cultural scenic spots such as: Hoi An - Tam Ky - My Son route, coastal tourism route from Ky Ha - Chu Lai. Develop tourist spots in lakes in the Western region like Phu Ninh, Khe Tan... tourist spots in the primary forest area belonging to Phuoc Son and Nam Giang districts.

- Financial services, banking: form a capital market aimed at attracting idle capital from residents and economic organizations within and outside the Province.

c) Direction for developing agriculture, forestry, and fisheries:

- Agriculture: focus on transforming agriculture towards commodity production based on ensuring food security and safety, with livestock accounting for 50-55% of agricultural product value. Develop approximately 10,000-15,000 hectares of corn, 6,000-8,000 hectares of sugarcane, 4,000-4,500 hectares of pineapple, 10,000 hectares of peanuts, 5,000 hectares of cashew nuts, 1,000 hectares of tea, 8,000 hectares of coffee, 10,000 hectares of cotton, raw material paper area with a scale of about 25,000-30,000 hectares. Form clean vegetable areas in urban areas of Tam Ky, Hoi An, Nui Thanh, and some places in the Eastern Dien Ban, Duy Xuyen, Dai Loc regions, develop flower planting and ornamental plant cultivation.

- Fisheries: develop fishing fleets with power over 90 CV, numbering over 500 vessels for distant-water fishing. Fishery catch volume reaches 49,500 tons - 50,000 tons in 2005, 65,000 tons in 2010, and 70,000 tons in 2015. Strive to reach an aquaculture area of 10,000 hectares, of which shrimp farming area is 5,000 hectares. Construct two large fishing centers at Cua Dai (Hoi An) and Tam Quang (Nui Thanh); build and upgrade shipbuilding, repair, mechanical, refrigeration facilities, ensuring fishery support services.

- Forestry: continue implementing the goal of increasing forest capital, raising coverage from 42% to 48% by 2015. Implement annual new planting and regeneration of 22,000 hectares (including 10,000 hectares of planting). Focus on cinnamon, rubber, cocoa, tea, paper and fiber raw materials, and native timber trees. Close forests in some western areas to protect the environment and mountain transportation system. Protect special-use forests, primary forests, and upstream protective forests.

d) Develop infrastructure systems:

- Transportation:

+ Roadways: coordinate with central ministries and sectors to accelerate construction progress on National Highway 1A, Ho Chi Minh Highway, Routes 14B, 14D, and 14E, Tam Ky - Dak To (South Quang Nam); implement construction of the Ly Chieu - Dung Quat expressway. Upgrade and construct Routes DT 611, 611B, 607B, coastal youth road, Cua Dai Bridge, and other provincial roads. Basically complete internal road networks in Tam Ky City, central townships of district capitals, new urban areas like Dien Nam - Dien Ngoc... combining economy with national defense, forming coastal defense lines along Hoi An - Dien Ban, Tam An - Cam Khe lines, opening up roads along border communes. Construct roads to the centers of 34 communes without motorable roads (19 communes accessible during one season and 15 inaccessible during both seasons). Construct a Western corridor connecting mountainous districts from Chom-Dakpre, Phuoc Thanh-Trua Bui.

+ Seaways: prioritize construction of Ky Ha Port, including completing wharf number 2 and researching construction of another berth according to standard (350m) equivalent to ships of 12,000 tons by 2010. Continue dredging channels to ensure ships with a capacity of over 20,000 tons can enter for cargo operations, along with completing port service systems to facilitate the formation of Ky Ha Comprehensive Port as a foundation for developing Chu Lai Open Economic Zone.

+ Airways: concentrate investment in upgrading and expanding Chu Lai Airport to ensure reception of B747-400 or equivalent aircraft, serving a capacity of about 500,000 passengers/year and 500,000 tons of cargo/year by 2010, reaching 1 million passengers/year and 1 million tons of cargo/year by 2020. In the long term, build Chu Lai Airport into an international cargo transfer center for the Central Vietnam Economic Zone and the region.

+ Railways: upgrade and renovate railway infrastructure according to the overall development plan for the railway transport industry until 2020 approved by the Prime Minister's Decision No. 06/2002/QD-TTg dated January 1, 2002. Upgrade Tam Ky, Nong Son, Nui Thanh stations; modernize signaling systems.

+ Waterways: focus on upgrading and renovating major rivers: Trao Giang, Thu Bon, Tam Ky, Vu Gia, Ba Ren, Quang Hue, Vinh Dien. Prioritize river regulation of Vu Gia, Thu Bon for public use.

- Power supply system: coordinate with relevant ministries and sectors at the central level to implement investment and construction tasks assigned for power projects including both power sources and transmission networks according to the industry planning approved by the Ministry of Industry such as high-voltage transmission lines of 110 KV, 220 KV Da Nang - Dung Quat, Da Nang - Thanh My, and the 500 KV Da Nang - Dung Quat - Playku lines. Complete the 20 KV transmission network within the province using ODA funds. Upgrade Tam Hiep and Tam Ky substations from 40 MVA to 50 MVA 2 x 25, industrial zones Dien Nam - Dien Ngoc 2 x 25 MVA. Supplement a 110 MVA transformer station in Thang Binh, construct eight hydropower plants according to the approved Vu Gia - Thu Bon cascading hydropower system planning; attract foreign investment (BOT) to build a 60 MW power plant in Nui Thanh. Strive to connect the power grid to 100% district centers and 90% households by 2005, and reach 100% household electricity usage by 2015.

- Integrated management and utilization of water resources: continue to invest in expanding irrigation systems such as Viet An, An Trach dam, Thai Xuan canal, reinforce the canal and irrigation system, and study investment support for construction of riverbank protection works against erosion in Dai Loc, Dien Ban, Hoi An, Duy Xuyen, and Tra My; Duy Thanh salinity barrier (Duy Xuyen), construction of Dong Tien reservoir (Binh Tri - Thang Binh) and some small-scale irrigation works in midland and mountain districts. Plan and improve the Thu Bon and Vu Gia river systems. Balance water resources within the province to serve agricultural, industrial, and domestic purposes. Utilize water resources to develop hydropower and flood control on major rivers Thu Bon, Vu Gia, and A Vuong. Construct salinity barriers and solutions for production and living water needs in coastal sand areas.

Upgrade and expand the water supply system in industrial zones and towns, continue to invest in clean water facilities in district centers.

- Construction of social infrastructure projects linked to flood prevention:

+ Invest in building new health stations in highland commune centers. Reinforce some healthcare facilities in flood-prone areas.

+ Reinforce and build multi-story structures for some school facilities in 40 flood-prone communes so that they can be used as logistics assembly points and temporary shelters for residents during floods.

+ Renovate and upgrade water storage facilities such as Phu Ninh, Dong Tien, Cay Sanh, Suoi Tien, Bau Vang, complete the construction of Viet An reservoir.

+ Build riverbank protection systems against landslides along the Thu Bon, Vu Gia, and Song Gianh rivers.

+ Construct a disaster risk reduction and mitigation center for the East Sea region (planned in Ky Ha, Cu Lao Cham).

- Postal and Telecommunications: continue modernizing the postal and telecommunications network throughout the province, ensuring telephone service from the province to all communes, plains, midlands, and highland commune centers by 2010, achieving 100% of communes having telephones, 100% of communes having rural cultural post offices, and 100% of communes receiving newspapers daily. Invest according to national broadcasting planning, ensuring 100% population coverage by radio waves and 95% by television signals by 2015.

- Health care and community health services:

+ Implement national health programs well, paying attention to the health of the entire population. Eradicate infectious diseases, malaria, cholera, tuberculosis, dermatological diseases, and six childhood infectious diseases. Strengthen and increase the health workforce at the grassroots level, ensuring 100% of commune health stations have doctors, and 100% of communes have midwives. Invest in and complete county-level hospitals (ensuring 8 plain districts reach hospital level III, and mountain districts reach hospital level IV). Develop specialized medical staff teams in the province, aiming to have at least 1-2 PhDs or Masters in clinical departments by 2007, meeting the highest treatment requirements of the province.

+ Regarding infrastructure: by 2006, reinforce 100% of commune health stations, build multi-story health stations in flood-prone areas, ensuring adequate medical equipment according to standard health station specifications. Upgrade and build county-level health centers with a capacity of 100-120 beds for districts with over 100,000 inhabitants, and 50-80 beds for districts with under 100,000 inhabitants. Invest in constructing two high-quality outpatient clinics in Dien Nam - Dien Ngoc and Chu Lai - Ky Ha areas to meet the needs of investors.

- Education and training:

+ Achieve basic universal secondary education by 2007 and universal upper secondary education by 2012. Develop a widespread kindergarten and primary-secondary school network through various forms of public, semi-public, private, and private schools, improving training efficiency to mobilize a high percentage of young people of school age. Increase training effectiveness to 90% for lower secondary and 87% for upper secondary. Aim for 40% of elementary teachers to have college degrees, 80% of lower secondary teachers to have university degrees, and 10% of upper secondary teachers to have Master's degrees. Gradually improve physical infrastructure to meet educational development goals, striving for 100% of classrooms to be reinforced by 2010.

+ Diversify training formats, focusing on retraining and upgrading the current workforce to keep up with new technological, production, business, and state and social management requirements (aiming to achieve 25-26% of workers trained by 2010, increasing the total number of trained workers to 35-40% by 2015, and general training to 45-50%).

+ Plan the vocational training network: upgrade the College of Pedagogy to a Community University; promote the establishment of a semi-public Technical University; establish a high-quality vocational training school serving export processing zones and industrial parks in the region with an annual training capacity of 2,000 to 3,000 graduates. From 2006 to 2010, build one technical worker school with an annual training capacity of 1,000 to 1,500 students and four vocational training centers in remaining districts and towns.

- Planning for the development of the culture and information industry, sports:

+ On culture and information:

Strive for 90% of households in mountainous areas to be able to watch and listen to radio and television programs, with each commune having one dedicated staff member responsible for managing and utilizing equipment invested at the commune level to serve propaganda work on Party and State policies. By 2005, build and improve the cultural and information cadre force to reach 50% of cadres in mountainous communes and districts having a college-level education. Strive to achieve 65-70% of villages and hamlets being cultural villages and 85-90% of families being cultural families by 2010. Build the city of Hoi An into a cultural city by 2005. By 2010, ensure that each district has a cultural center, 80% of communes, wards, and towns have cultural and information houses, and 75% of hamlets have cultural facilities, and establish village postal and cultural centers. By 2010, ensure that 80% of districts have libraries, and by 2015, this figure should reach 100%. The average number of books per person should reach five books by 2010 and seven books by 2015. In the work of restoring and preserving cultural heritages, prioritize investment in projects:

. Survey, study, restore, and repair urgent works at the My Son relic site.

. Restore and repair ancient houses in the old town of Hoi An.

. Survey and repair Cham cultural relics (Dong Duong Pagoda, Chien Dan Tower...).

- Regarding physical education and sports:

+ Implement physical education in schools to ensure that 70-80% of students and 90-95% of university students meet the physical fitness standards. For military forces, 100% of officers and soldiers participate in regular training and meet the physical fitness standards according to their age groups. By 2012, ensure that 100% of the demand for physical education teachers in schools and all levels is met.

+ Gradually increase the total number of sports events participated in regionally and nationally from nine events in 2001 to 20-25 events by 2010 and 100% of events by 2015 (with a focus on key investments in strong areas such as athletics, football, martial arts, swimming, volleyball...).

+ Ensure that by 2010, each commune and ward has land and locations for physical exercise bases; upgrade county-level sports centers. Complete the construction of major components of the provincial sports competition center (stadium, gymnasium, swimming pool, athlete training house).

5. Orientation for territorial space planning:

Quang Nam Province is divided into two main regions: the coastal plain and the midland highlands.

a) Coastal Plain: This is the area with the potential to develop rapidly into the most developed region of the province, shifting towards forming an industrial economic structure, trade, and tourism, fisheries, agriculture, forestry:

- Focus on developing the Dien Nam-Dien Ngoc Industrial Zone, Thuan Yen, Bac Chua Lai, Tam Hiep, Dong Thang Binh, Trang Nhat, Dong Que Son Industrial Zones, develop existing industrial clusters, plan and develop small industrial clusters in districts, towns, and traditional craft villages.

- Develop coastal tourist areas and resorts, linked with mountain tourism, and build a program to develop an international tourism industry (Hoi An, Ky Ha, Tam Hai).

- Form special agricultural zones around the periphery of tourist areas, promote the development of traditional craft villages (silk breeding, weaving...) to ensure landscape aesthetics, logistical support, and tourism development. Diversify agricultural products to produce many commercial products such as flowers, vegetables, fruits, seedlings, grass. Establish active rural activities to support tourism. Enhance efficiency in water management and utilization in concentrated farming areas.

- Develop important technical infrastructure systems such as the Ky Ha Port, Chu Lai Airport, and main transportation axes.

- Develop industries related to marine economy to leverage potential and strengths to serve tourism development. In economic development, environmental protection perspectives must be strictly adhered to.

- The coastal plain region, with the core being industrial zones, tourist areas, will be a dynamic development region and make significant contributions to the overall growth rate of the entire province, with leading sectors being industry, trade, tourism, and services. This region can be divided into four sub-regions for development:

+ Hoi An-Dien Ngoc-Dien Nam Region: with the primary function of concentrating on the development of service, tourism, and industry in the northern part of Quang Nam Province, this is an important growth pole in the north, gradually forming a development center that serves as a driving force to promote economic and social development in the midland and northern mountainous regions of the province. The priority direction of development in this region is trade, tourism-industry-fishery.

+ Coastal Plain Region: stretching from the north to the south of the province. The main economic development direction of this region focuses on food crop production, short-cycle cash crops, creating high-value agricultural products, expanding agricultural service production, creating conditions and encouraging the development of traditional trades; developing industry and urbanization in towns within the region, especially the chain of towns along National Highway 1A; developing processing industries for agriculture, forestry, and seafood, labor-intensive industries.

+ Southeast Coastal Region: aquaculture, agricultural development, planting forests along the coast, mangrove forests, basically solving salinity intrusion issues, implementing water management measures to bring fresh water for agricultural production and daily life. Building new countryside in coastal lowlands, establishing infrastructure for transportation, electricity, and water supply to form coastal tourism. Exploit the advantages of the region to build an open economic zone. Pay attention to environmental protection.

+ Tam Ky City: oriented towards expanding westward to Phu Ninh, northwest to Chien Dan, east to Tam Thanh Beach, increasing the population to 150,000 people by 2015. Concentrate investment to develop Tam Ky City into a political, economic, cultural, and social center, serving as a driving force to attract and promote economic development in the region.

b) Midland and Mountainous Regions include:

The Northern Mountainous Region associated with Route 14B, 14D, the Ho Chi Minh Road, and Nam Giang Border Gate (including Tay Giang, Dong Giang, Nam Giang, Tay Dai Loc Districts) and the Central Highland Region associated with the Nam Quang Nam Road, the Ho Chi Minh Road connecting to Kon Tum, and the Tra My - Tra Bong Road connecting to Quang Ngai Province (including Phuoc Son, Bac Tra My, Nam Tra My, Hiep Duc, Tien Phuoc, Que Son Districts). The priority for developing this region is:

- Exploiting effectively the economic potential of the region while promoting farm economy and developing mountainous socio-economic development; linking socio-economic development with conservation goals and rapid forest capital increase, settlement programs, and construction of village clusters, planning and building residential points.

- Developing power production industry (constructing the A Vuong, Boung cascade hydropower system...). Building a cement factory at Thanh My with phase I capacity of about 1.5 million tons/year. - Encouraging the development of wood processing industry to increase the value of wood and forestry products.

- Studying large-scale planting of industrial crops, fruit trees, medicinal plants with high economic efficiency for industrial processing, continuing to develop irrigated rice in suitable areas, developing large livestock farming; encouraging the development of farm economy through special policies.

- Strengthening encouragement for local agricultural product processing activities, developing credit programs for rural areas.

Gradually increasing urbanization levels in district centers. Preserving and developing ethnic cultures in mountainous regions, promoting cultural exchanges among ethnic groups. Maintaining national defense and social security in mountainous areas, especially along border lines.

c) Chu Lai Open Economic Zone:

- Industrial park distribution:

+ North Chu Lai Industrial Park: 630 hectares.

+ Tam Anh Industrial Park: 1,915 hectares.

+ Tam Hiep Industrial Park: 125 hectares.

+ Tam Thang Industrial Park: 300 hectares.

+ An Phu Industrial Park: 30 hectares.

- Free Trade Zone with an area of 790 hectares (in 2010) and 1,390 hectares (in 2015).

- Port and port service area with an area of 200 hectares.

- Chu Lai Airport Area with an area of 4,000 hectares. Potential for planning as an international air cargo transshipment port in Southeast Asia.

- Urban area with a population of approximately 750,000 people, covering an area of 1,800 hectares (in 2010) and 5,540 hectares (in 2020).

6. Development Programs and Key Projects until 2010 and 2015:

a) Programs requiring focused investment:

- In the field of infrastructure development:

+ Program for developing infrastructure in the Chu Lai Open Economic Zone, particularly the Ky Ha Port and Chu Lai Airport.

+ Program for developing main transportation network systems.

- In the field of economic development:

+ Program for developing tourism linked with preserving traditional cultural values, restoring historical sites, particularly the Ancient Town of Hoi An and My Son Sanctuary, coastal tourism areas, and mountain eco-tourism.

+ Credit support program for rural economic development.

+ Program for developing industry - small and medium-sized enterprises, industrial clusters in rural areas, traditional craft villages.

+ Program for developing commodity agriculture, forestry, and fisheries linked with the provincial strategic product development plan.

- In the fields of social affairs, science and technology, and environmental protection:

+ Program for socio-economic development linked with infrastructure construction to prevent and mitigate natural disasters (hydropower projects, reservoirs...).

+ Program for rational resource utilization and environmental protection.

+ Program for human resource development, improving literacy, training management cadres, practical engineers, technical workers, and vocational training.

+ Program for applying scientific and technological achievements in agricultural, forestry, and fishery management and rural development.

+ Program for eliminating temporary housing and improving living conditions for ethnic minorities in mountainous areas.

- Infrastructure construction program for national security and defense development linked with economic development:

+ Program for constructing provincial, district, and town defense zones simultaneously with key direction defense works and rear areas, closely integrating the whole people's defense posture with the people's security posture.

+ Program for developing infrastructure in mountainous areas linked with border patrol routes, roads to village centers...

+ Program for developing and forming the Dak Ooc Border Economic Zone in Nam Giang District as a breakthrough point in the western part of the province, linked with Routes 14, the Ho Chi Minh Road, and the East-West Economic Corridor development project.

+ Program for combining national security and defense with socio-economic development in Tan Hiep Island Commune (Cu Lao Cham) and Hoi An City.

+ Chapter Program for Developing the Telecommunications System and Radio and Television Coverage in Mountainous, Border, and Island Areas.

b) Priority projects to be promoted and implemented for investment:

- Projects to construct eight hydropower plants according to the cascade hydropower system planning of Vu Gia - Thu Bon (Hydropower A Vuong with a capacity of 170 MW, Hydropower Song Tran 2 with a capacity of 135 MW, Hydropower Song Boung 4 with a capacity of 220 MW, Hydropower Dak Mi 4 with a capacity of 210 MW, Hydropower Song Con 2 with a capacity of 60 MW, Hydropower Song Boung 2 with a capacity of 126 MW, Hydropower Dak Mi 1 with a capacity of 225 MW, Hydropower Song Gianh with a capacity of 60 MW).

- Projects to invest in constructing transportation networks according to the transportation development planning for the Central Key Economic Region until 2010, including:

+ Construction of roads: South Quang Nam; Lien Chieu - Dung Quat (section through Quang Nam province); Dong Truong Son (section through Quang Nam province); coastal tourism road from Dien Ban district to Nui Thanh district (section through Quang Nam province); Phuoc Thanh - Tra My - Tra Bong - Dung Quat (section through Quang Nam province); upgrading, widening, and landslide prevention on National Highway 14D, 14E;

+ Construction of Cu Da Bridge over Thu Bon River connecting Hoi An city and Duy Xuan district;

+ Investment in building infrastructure for Ky Ha Port;

+ Investment in reconstructing, upgrading Chu Lai Airport.

- Projects to invest in constructing irrigation systems according to the irrigation system development planning for the Central Key Economic Region until 2010, including:

+ Investment in constructing reservoirs: Dong Tien in Thang Binh district with an irrigation capacity of 1,000 hectares; Suoi Tien in Que Son district with an irrigation capacity of 200 hectares; Dong Bo in Que Son district with an irrigation capacity of 200 hectares; Suoi Tho in Tien Phuoc district with an irrigation capacity of 700 hectares; Truong Dong in Nui Thanh district with an irrigation capacity of 600 hectares;

+ Supplying water for production and daily life in the Chu Lai Open Economic Zone with a scale of about 85,000 cubic meters per day and night.

- Investment in constructing the Dak Oc Border Economic Zone in Nam Giang district.

- Investment in constructing Quang Nam University.

7. Main solutions to implement the planning:

a) Enhancing the role and improving the effectiveness of human factors:

- Emphasizing training, nurturing, planning, and utilizing cadres, especially those involved in management work. Implementing certain policies aimed at attracting highly qualified technical staff to work in the Province.

- Establishing a Provincial Training Fund, which will not only be used for nurturing and training local cadres but also allocate a portion to create Quang Nam scholarships, continuing to build and perfect the system of Ethnic Boarding Schools from commune to district level, to train a cadre of ethnic minority people.

- Emphasizing education and training, encouraging the discovery and nurturing of young talents and geniuses among the cadre and staff working in state administration and technical management.

- Improving the effectiveness of human factor utilization through benefit distribution mechanisms, creating incentives to stimulate people's efforts and intelligence for their work. Exploiting labor markets, promoting labor export.

b) Mobilizing capital sources and investment policies:

Local budget balance still depends on the central government's budget redistribution supplement, newly mobilized investment capital only meets about 60-65% of the development investment needs, the remaining shortage will continue to seek additional sources from foreign direct investment, domestic enterprises in the open economic zone, industrial parks. At the same time, establishing mechanisms and policies to create favorable conditions to encourage and mobilize the public and various economic sectors in society to participate in investment activities, gradually implementing the mechanism of exchanging land for infrastructure. Additionally, there are policies to encourage some ODA and FDI projects to proceed smoothly, thereby increasing the ability to attract more capital.

c) Having policies to ensure good direction in investment:

- Policies on developing infrastructure: Encouraging and creating conditions for all economic sectors to participate in infrastructure investment; implementing the mechanism of exchanging land for infrastructure; the state budget ensuring investment in key infrastructure projects that have high connectivity between regions.

- Having mechanisms and preferential policies to encourage investors in land leasing and usage for project implementation, the state supporting part of the relocation compensation costs; having specific coordination mechanisms in land use planning, ensuring harmony between national defense and economic development.

- Building mechanisms and policies to encourage agricultural development and rural industrialization and modernization, encouraging and creating favorable conditions for the development of small and medium-sized enterprises, prioritizing the development of industries producing competitive products, solving surplus labor locally.

d) Expanding markets:

- Emphasizing and strongly developing the domestic market, focusing on rural markets in remote areas. Increasing farmers' product consumption capacity. Implementing measures to stimulate demand in production, construction, and consumption to increase domestic product consumption; lowering prices to sell off remaining products. Having mechanisms and policies to train a team of excellent entrepreneurs to find and expand markets, ensuring consolidation and stability of existing export markets and finding new export markets for products such as sand, stone tiles, ready-made clothing, cassava slices, cassava starch, food items like seafood, fruits to provide stable supplies and improve product quality to gradually dominate the domestic market and participate in exports.

- Gradually forming real estate and labor export markets.

+ In lĩnh vực xuất khẩu lao động ra ngoài tỉnh và quốc tế: thực hiện đa phương hóa và đa dạng hóa trong phát triển thị trường xuất khẩu lao động theo hướng củng cố và giữ vững thị trường hiện có và tiếp tục mở rộng sang các địa bàn có nhu cầu nhập khẩu lao động. Đa dạng hóa cơ cấu ngành nghề phục vụ xuất khẩu lao động, đồng thời đẩy mạnh nâng cao chất lượng nguồn lao động. Tiếp tục đổi mới và phát triển mạng lưới doanh nghiệp tham gia xuất khẩu lao động. Xây dựng chính sách cho vay tín dụng ưu đãi, thành lập quỹ hỗ trợ xuất khẩu lao động, kết hợp với việc thực hiện nghiêm việc ký quỹ và bảo lãnh trong xuất khẩu lao động nhằm tạo thuận lợi cho người dân ở vùng nông thôn có điều kiện tiếp cận và có việc làm.

+ Tạo điều kiện phát triển thị trường đất đai và bất động sản, từng bước hình thành thị trường vốn: đẩy mạnh cải cách hành chính trong lĩnh vực nhà đất theo hướng công khai, đơn giản, thuận tiện, giảm tối đa các thủ tục hành chính và can thiệp hành chính vào các giao dịch trên thị trường bất động sản; tạo các thể chế hỗ trợ thị trường như phát triển hệ thống thông tin, các tổ chức tư vấn, dịch vụ mua bán bất động sản. Tạo hành lang pháp lý thuận lợi cho hoạt động của các trung tâm địa ốc, các trung tâm môi giới, dịch vụ cho vay, thanh toán phát mại theo hướng chuyên nghiệp.

đ) Phát triển các thành phần kinh tế, xây dựng và củng cố kinh tế nhà nước và kinh tế hợp tác. Giữ vững và phát huy vai trò của kinh tế nhà nước, khuyến khích và chăm lo kinh tế hợp tác phát triển với nhiều hình thức đa dạng.

e) Phát triển dân số gia đình và xã hội.

Tăng cường công tác dân số và kế hoạch hóa gia đình. Phối hợp các chính sách phát triển kinh tế với các chính sách xã hội nhằm bảo đảm cho quá trình đô thị hóa phát triển hợp lý.

Bảo đảm tỷ lệ giảm sinh, kiểm soát mức tăng dân số, chăm sóc sức khoẻ và tăng cường thể lực và trí lực.

Hình thành trường Đại học Quảng Nam, củng cố và phát triển mạng lưới trường đào tạo nghề và các trung tâm xúc tiến giới thiệu việc làm, theo hướng xã hội hóa. Đảm bảo lao động có tay nghề, trình độ kỹ thuật đáp ứng nhu cầu lao động tại chỗ và phát triển thị trường xuất khẩu lao động.

f) Khoa học công nghệ và chính sách bảo vệ môi trường: nghiên cứu ứng dụng các tiến bộ về giống cây trồng, vật nuôi; chính sách khoa học công nghệ của Tỉnh cần đảm bảo khoa học luôn gắn với sản xuất, phát triển các loại công nghệ phù hợp và tiên tiến. Sắp xếp các tổ chức khoa học công nghệ, hướng hoạt động vào phục vụ sản xuất kinh doanh. Sử dụng hợp lý nguồn cán bộ khoa học và công nghệ hiện có, xây dựng các chính sách ưu đãi, đào tạo để tăng cường đội ngũ cán bộ khoa học và cơ cấu các ngành nghề nghiên cứu.

Có cơ chế, chính sách về tài chính để xây dựng trung tâm quan trắc và hình thành các trạm quan trắc đánh giá kiểm soát môi trường tại các khu vực trọng điểm (các khu vực ven biển, các khu công nghiệp, khu kinh tế, các đô thị...); hỗ trợ cho vay vốn đầu tư xây dựng các công trình bảo vệ môi trường các khu vực đô thị, khu công nghiệp, khu du lịch. Thực hiện kiểm tra thường xuyên, xây dựng các chế tài về bảo đảm vệ sinh môi trường.

g) Kiện toàn bộ máy chính quyền các cấp, kiên quyết đẩy mạnh tiến trình cải cách hành chính.

- Kiên quyết đẩy nhanh quá trình cải cách hành chính, thực hiện triệt để cơ chế "một cửa" đối với thủ tục hành chính, đổi mới toàn diện công tác lãnh đạo, quản lý điều hành của các cơ quan nhà nước. Đẩy mạnh phân cấp cho các ngành, các địa phương trong quản lý đầu tư, chủ động về phân bổ ngân sách, phân định rõ quyền quản lý sử dụng tài sản của các cấp.

h) Ban hành các cơ chế và xây dựng các định chế để thực hiện quy hoạch.

i) Triển khai lập các quy hoạch ngành và lãnh thổ theo định hướng chung của Tỉnh về phát triển kinh tế - xã hội. Tăng cường công tác quản lý nhà nước về quy hoạch, đồng thời công khai hóa các quy hoạch đã được phê duyệt.

Article 2. Ủy ban nhân dân tỉnh Quảng Nam có nhiệm vụ:

1. Tổ chức công bố công khai quy hoạch đã được phê duyệt; nghiên cứu cụ thể hóa các mục tiêu và triển khai thực hiện bằng các chương trình phát triển kinh tế - xã hội, các dự án đầu tư phù hợp với quy hoạch; xây dựng các kế hoạch dài hạn, trung hạn và ngắn hạn để quản lý và điều hành đạt hiệu quả cao, tránh dàn trải. Trong quá trình thực hiện quy hoạch phải thường xuyên cập nhật tình hình và có những điều chỉnh kịp thời khi cần thiết.

4. Chỉ đạo đầu tư tập trung có trọng điểm để nhanh chóng mang lại hiệu quả thiết thực, ưu tiên đầu tư xây dựng hạ tầng kỹ thuật và hạ tầng xã hội tạo động lực phát triển cho các ngành, các lĩnh vực.

5. Nâng cao hiệu quả hoạt động của bộ máy quản lý các cấp cùng với việc đổi mới công tác sắp xếp cán bộ chủ chốt, xây dựng và hoàn thiện hệ thống thể chế, chính sách, cụ thể hóa việc phân công, phân cấp, đề cao trách nhiệm cá nhân, tổ chức bộ máy quản lý.

Article 3. Các Bộ, cơ quan ngang Bộ, cơ quan thuộc Chính phủ, căn cứ theo chức năng, nhiệm vụ của mình có trách nhiệm chủ động phối hợp với ủy ban nhân dân tỉnh Quảng Nam cụ thể hóa quy hoạch của ngành đã được phê duyệt bằng các chương trình, dự án đầu tư trên địa bàn Tỉnh để tạo điều kiện hoàn thành các mục tiêu đã đề ra.
