Decree 148/2026/NĐ-CP amending and supplementing certain provisions of Decree No. 72/2015/NĐ-CP dated September 7, 2015 by the Government on managing activities of foreign information.

 

"a) The Ministry of Culture, Sports and Tourism shall take the lead in coordinating with the Ministry of Foreign Affairs and other ministries, agencies at the same level, people's committees at all levels, and relevant agencies to manage foreign information activities throughout the country."

3. Amend and supplement Points b, d, and e, Clause 3, Article 7 as follows:
"b) Official statements of senior leaders; official statements of state administrative management agencies.
d) Programs and products in mass media on official channels, official content channels, and official applications on cyberspace of leading news organizations (Vietnam News Agency, Vietnam Television, Vietnam Radio).

e) Information posted on the Government Portal, the Central Propaganda and Organization Commission's Foreign Information Portal, portals for foreign information of ministries, agencies at the same level, people’s committees at all levels, official websites, and official content channels on cyberspace shall comply with legal provisions on cybersecurity and network security."

4. Amend and supplement Point c and add Point g to Clause 3, Article 8 as follows:

"c) Programs and products in mass media on official channels, official content channels, and official applications on cyberspace of news organizations shall comply with legal provisions on cybersecurity and network security.

g) Information posted on the official websites of ministries, agencies at the same level, people’s committees at all levels shall comply with legal provisions on cybersecurity and network security."

5. Amend and supplement certain points and clauses of Article 9 as follows:

a) Amend and supplement Clause 2 as follows:

"2. Information about the world situation into Vietnam by the Ministry of Foreign Affairs, other ministries, agencies at the same level, Vietnamese missions abroad, other organizations of Vietnam abroad, leading news organizations (Vietnam News Agency, Vietnam Television, Vietnam Radio), in accordance with their functions, powers, and authorities as provided by law, shall collect, compile, and provide to competent authorities, media, and Vietnamese citizens.

The sources of information used for collecting and compiling world situation into Vietnam include: Information from official public sources abroad; information from legal databases both domestically and internationally providing such information; information shared or exchanged through cooperation mechanisms between competent agencies as provided by law."

b) Amend and supplement Point d, Clause 3 as follows:

"d) Through mass media channels, official content channels, and official applications on cyberspace ensuring compliance with legal provisions on cybersecurity and network security."

c) Add Point đ to Clause 3 as follows:

"đ) Through reporting or providing information upon request of competent authorities."

6. Add Clause 5 to Article 12 as follows:

"5. The Ministry of Culture, Sports and Tourism shall lead in guiding the establishment and operation of a database on foreign information for ministries, agencies at the same level, people’s committees at all levels, and Vietnamese news agencies; establish mechanisms for cooperation and provision of information to serve the foreign information database."

7. Amend and supplement certain clauses of Article 16 as follows:

a) Amend and supplement Clause 1 as follows:

c) Programs and products of press on mass media channels, official content channels, and official applications in the cyber space of news agencies, shall comply with the provisions of the law on cybersecurity and information security.

g) Information published on the official websites of committees, ministries, equivalent agencies, provincial people's committees shall comply with the provisions of the law on cybersecurity and information security.

5. Amend and supplement certain points and clauses of Article 9 as follows:

a) Amend and supplement Clause 2 as follows:

2. Information on the world situation into Vietnam by the Ministry of Foreign Affairs, ministries, equivalent agencies, Vietnamese missions abroad, other Vietnamese agencies abroad, leading news organizations (Vietnam News Agency, Vietnam Television, Vietnam Radio), in accordance with their functions, duties, and powers as prescribed by law, shall collect, compile, and provide to competent authorities, media, and Vietnamese citizens.

Sources of information used for collecting and compiling world situation into Vietnam include: Information from official public sources abroad; information from legal databases both within and outside the country; information shared or exchanged through cooperation mechanisms between competent authorities as prescribed by law.

b) Amend and supplement Point d of Clause 3 as follows:

d) Through mass media channels, official content channels, and official applications in the cyber space, ensuring compliance with the provisions of the law on cybersecurity and information security.

c) Supplement Point đ of Clause 3 as follows:

đ) Through reporting or providing information upon request by competent authorities.

6. Amend Clause 5 of Article 12 as follows:

5. The Ministry of Culture, Sports and Tourism shall take the lead in guiding the establishment and operation of a database on foreign information for ministries, equivalent agencies, provincial people's committees, and Vietnamese news agencies; establish cooperation mechanisms to provide information for the foreign information database.

7. Amend and supplement certain clauses of Article 16 as follows:

a) Amend and supplement Clause 1 as follows:

1. The Vietnamese representative offices abroad shall provide information on the situation in their host countries, bilateral relations, and other relevant information to competent authorities of Vietnam in accordance with the provisions of Articles 5, 6, 7, and 9 of the Law on Vietnamese Representative Offices Abroad; they shall perform unified management tasks, take the lead, and coordinate with relevant agencies in proposing and implementing foreign information activities in their host countries and international organizations. Ministries, equivalent-level agencies, and provincial people's committees when formulating plans and organizing foreign information activities abroad are required to seek opinions from the Ministry of Foreign Affairs and the Vietnamese representative office in their jurisdiction on content, format, and timing before implementation.

b) Amend and supplement Clause 2 as follows:

2. The Vietnamese representative offices abroad shall provide information about Vietnam to promote and disseminate its image through the official website of the representative office, official channels on the internet, press conferences, interviews, and other activities. The Ministry of Foreign Affairs shall direct and guide the Vietnamese representative offices abroad in performing the aforementioned tasks.

8. Amend and supplement Clause 3 of Article 17 as follows:

3. Vietnamese news agencies and media organizations shall direct their foreign resident bureaus to proactively provide information and participate in activities serving foreign information missions, implementing foreign information activities abroad on the basis of close coordination with the Ministry of Culture, Sports and Tourism and the Ministry of Foreign Affairs, reporting regularly and suddenly to the Ministry of Culture, Sports and Tourism and the Ministry of Foreign Affairs on the operations of their resident bureaus.

9. Amend and supplement certain clauses of Article 18 as follows:

a) Amend and supplement Clause 2 as follows:

2. Guide foreign information content for ministries, equivalent-level agencies, provincial people's committees, domestic news agencies, and media organizations.

b) Amend and supplement Clause 3 as follows:

3. Take the lead in coordinating with relevant functional agencies to implement international cooperation in foreign information activities, provide information, promote Vietnamese culture, sports, and tourism, organize events outside their jurisdiction under the management scope, direct overseas Vietnamese cultural centers to perform foreign information work at their locations, effectively utilize and facilitate related agencies' use of overseas Vietnamese cultural centers for foreign information activities, ensuring unified management of foreign affairs activities.

c) Amend and supplement Clause 7 as follows:

7. Inspect, handle violations, and resolve complaints in foreign information activities according to the provisions of the law.

10. Amend and supplement certain clauses of Article 19 as follows:

a) Amend and supplement Clause 2 as follows:

2. Issue official statements on Vietnam's positions on international issues; organize international press conferences; prepare responses to foreign journalists' interviews with Party, State, and Ministry of Foreign Affairs leaders regarding foreign and international affairs; develop information and messages related to diplomatic work.

b) Amend and supplement Clause 3 as follows:

3. Coordinate with relevant agencies to guide domestic media in reporting on the activities of Party, State, and Ministry of Foreign Affairs leaders and coordinate guidance for reporting on international and domestic issues related to foreign affairs.

c) Amend and supplement Clause 5 as follows:

5. Guide and provide information to foreign media; provide information to overseas Vietnamese communities and the international community; provide information about global conditions and Vietnam's relations with other countries for domestic agencies serving foreign information activities, and for Vietnamese citizens.

11. Amend the title of Article and amend and supplement Article 20 as follows:

20. Ministry of National Defense

1. Take the lead in coordinating with the Ministry of Culture, Sports and Tourism and relevant agencies to implement foreign information activities related to national defense.

2. Invest in upgrading modern equipment and applying information technology for border posts along the entire border line to enhance the quality of foreign information work in border areas.

3. Coordinate to monitor situations, propose policies, and measures to explain and clarify false or inaccurate information about Vietnam in border areas; participate in inspection and evaluation of foreign information effectiveness in border areas.

12. Add Article 21a and Article 21b after Article 21 as follows:

21a. Ministry of Science and Technology

Take the lead in promoting the application of information technology and digital transformation in foreign information activities, coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to guide and organize implementation.

Article 21b. Ministry of Industry and Trade

1. To coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs, and relevant agencies in implementing foreign information activities in the fields of industry, trade, and international economic integration.

2. Organize promotional programs for Vietnamese products and brands on the international market through foreign media channels.”

13. Amend and add paragraph 4 to Article 22 as follows:

 “4. To coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies in implementing information activities related to economic, financial, and investment fields according to their assigned functions and tasks.”

14. Add Article 23a after Article 23 as follows:

 “Article 23a. Vietnam Television, Vietnam Radio, Vietnam News Agency, and other news agencies

1. To organize the production of journalistic information products and media content; to develop multilingual web pages, sections, bulletins, and applications using information technology on digital communication platforms for foreign information.

2. To promote cooperation with news agencies, media companies, foreign journalists to enhance the promotion and distribution of official foreign information products of Vietnam.”

15. Amend and add certain paragraphs to Article 24 as follows:

a) Amend and add paragraph 2 as follows:

 “2. To direct the development and implementation of action programs and work plans for foreign information activities at agencies and localities, with a focus on digital platform and official social media foreign information activities, ensuring management in accordance with current regulations on Internet services and online information provision; provisions of laws on public service information and e-government services provided by government agencies.”

b) Add paragraph 5a after paragraph 5 as follows:

 “5a. To develop and implement measures to encourage domestic organizations, individuals, overseas Vietnamese, and foreigners to participate in foreign information activities based on guidelines from the Ministry of Culture, Sports and Tourism; to mobilize social resources, strengthen cooperation between government agencies with organizations, enterprises, and individuals for the implementation of certain foreign information activities that are appropriate; to promote the application of information technology, develop technological platforms, and implement communication activities serving foreign information; to guide, support, and facilitate domestic organizations, individuals participating in foreign information activities to comply with relevant laws.”

Article 2. Replace and repeal certain phrases in Decree No. 72/2015/NĐ-CP

1. Replace the phrase “Ministry of Information and Communications”

Replace the phrase “Ministry of Information and Communications” with the phrase “Ministry of Culture, Sports and Tourism” at point a, paragraph 1 Article 4; paragraph 3 Article 10; paragraph 2 Article 11; paragraph 3 Article 12; paragraph 2 Article 13; paragraphs 4 and 5 Article 14; paragraph 2 Article 15; paragraph 3 Article 17; Article 18; paragraph 1 Article 19; paragraphs 1 and 4 Article 21; paragraph 1 Article 22; Article 23; paragraphs 5 and 6 Article 24, and paragraph 1 Article 26.

2. Repeal the phrase “government agencies”

Repeal the phrase “government agencies” at Article 1; Article 2; point a, point b paragraph 1 Article 4; Article 5; paragraph 2 Article 7; paragraph 2 Article 10; paragraphs 1, 3, and 4 Article 12; paragraph 2 Article 13; paragraph 1 Article 14; paragraphs 3 and 5 Article 14; paragraph 6 Article 18; paragraph 1 Article 19; Article 23; paragraph 9 Article 24 and paragraph 2 Article 26.

Article 3. Implementation Provisions

1. This Decree shall take effect from July 1, 2026.
