On the list of state secrets of top secret and very secret levels in the Commerce sector in the banking sector

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;

Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000;

At the proposal of the Governor of the State Bank of Vietnam and the Minister of Public Security.

DECISION:

Article 1. The list of State secrets classified as "Top Secret" includes the following information:

1. Plans for issuing cash that have not yet been announced for circulation.

2. Annual plans for issuing and supplying currency.

3. Proposals, plans for currency exchange and results of currency exchange that have not yet been announced.

4. Proposals, plans, and designs for creating new currency models.

5. Approved design drafts, original engraving plates (original engravings, original films), trial printing samples, trial casting samples, technical specifications, anti-counterfeiting elements, security keys of each currency model and other valuable papers such as money.

Article 2. The list of State secrets classified as "Very Secret" includes the following information:

1. Amounts of printed and cast money, issued money; plans for transferring money and other valuable papers such as money.

2. Reserve of Vietnamese Dong issuance.

3. Data on budget deficit, inflation of cash that have not yet been announced.

4. Quantities and storage locations of foreign exchange reserves, precious metals, rare stones, and other rare materials managed and stored by the State Bank of Vietnam.

5. Plans, proposals for establishing credit organizations and their special control status, and plans for consolidation, merger, dissolution, purchase, and sale of credit organizations that have not yet been announced.

Documents and data on the design of currency printing factories, coin minting factories, currency warehouses; technological processes for printing and minting currency and other valuable papers such as money; ink formulation recipes for printing money; regulations on serial number issuance for printing and minting money.

Documents and data on the design of electronic systems in the banking sector; electronic signatures on electronic payment documents in inter-bank electronic payments; encryption keys in electronic fund transfer payments provided by payment service providers; algorithms and software for building electronic signatures and encryption keys.

Plans for preparing negotiations and results of negotiations on monetary agreements and arrangements signed between our country and foreign partners that have not yet been announced.

Article 3. This Decision shall take effect fifteen days from the date of signature and replace Decision No. 135/1999/QĐ-TTg dated June 2, 1999 of the Government Chairman regarding the list of State secrets in the banking sector.

Article 4. The Governor of the State Bank of Vietnam and the Minister of Public Security are responsible for supervising the implementation of this Decision.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
