Regarding the transformation of the Fishery Quality, Safety and Animal Health Inspection Agency Region 6
into the Fishery Quality, Safety and Animal Health Inspection Center Region 6
MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Fishery Quality Management Department;
Considering the proposal of the Director of the Fishery Quality Management Department and the Head of the Personnel Department,
DECISION:
Article 1. The Fishery Quality, Safety and Animal Health Inspection Agency Region 6, under the Fishery Quality Management Department, shall be transformed into the Fishery Quality, Safety and Animal Health Inspection Center Region 6 - Can Tho (referred to as the Fishery Quality and Animal Health Inspection Center 6).
The Fishery Quality, Safety and Animal Health Inspection Center Region 6 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 6" abbreviated as "NAFIQAVED - Branch 6," with its headquarters at 386 August Revolution Street - An Thoi Ward - Can Tho City. The Center is a self-financing public service unit, having accounts at the Treasury and banks; it uses both Vietnamese and English seals for transactions.
Article 2. The Fishery Quality, Safety and Animal Health Inspection Center Region 6 is tasked with assisting the Director of the Fishery Quality Management Department in carrying out the Department's duties in the provinces of Kien Giang, Tra Vinh, Vinh Long, Can Tho, An Giang, Dong Thap, and Hau Giang.
The functions, tasks, powers, and working relationships of the Fishery Quality, Safety and Animal Health Inspection Center Region 6 shall be defined by the Director of the Fishery Quality Management Department, following agreement with the Ministry of Fisheries.
Article 3. Organizational Structure
The organizational structure of the Fishery Quality, Safety and Animal Health Inspection Center Region 6 includes:
1. General Affairs, Information and Certification Section
2. Organization and Administrative, Financial Section
3. Fishery Quality and Safety Section
4. Fishery Animal Health Section
5. Quality Testing, Quarantine and Experimentation Section.
Article 4. The Fishery Quality, Safety and Animal Health Inspection Center Region 6 shall have one Director and not more than two Deputy Directors. The Director of the Fishery Quality, Safety and Animal Health Inspection Center Region 6 shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Fishery Quality Management Department. The Deputy Directors of the Fishery Quality, Safety and Animal Health Inspection Center Region 6 shall be appointed by the Director of the Fishery Quality Management Department upon the recommendation of the Director of the Fishery Quality, Safety and Animal Health Inspection Center Region 6, following agreement with the Ministry of Fisheries.
In addition to the number of positions funded by the State budget, the Fishery Quality, Safety and Animal Health Inspection Center Region 6 may hire contractual employees from fees, charges, and technical services revenue according to the law. The quota of civil servants and contractual employees of the Center shall be allocated by the Director of the Fishery Quality Management Department after obtaining approval from the Ministry of Fisheries.
Article 5. This Decision replaces Decision No. 10/2004/QĐ-BTS dated April 20, 2004 of the Minister of Fisheries and takes effect fifteen days after its publication in the Official Gazette.
The Heads of the Office, Heads of Departments, Inspectors General of the Ministry, Director of the Fishery Quality Management Department, and Director of the Fishery Quality, Safety and Animal Health Inspection Center Region 6, along with related units, are responsible for implementing this Decision./.
