BASED ON DECREE NO. 49/2003/NĐ-CP OF THE GOVERNMENT DATED MAY 15, 2003, PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF HEALTH;
BASED ON DECREE NO. 117/2003/NĐ-CP OF THE GOVERNMENT DATED OCTOBER 10, 2003, ON THE RECRUITMENT, USE, AND MANAGEMENT OF OFFICIALS AND CIVIL SERVANTS IN STATE AGENCIES;
BASED ON DECISION NO. 27/2003/QĐ-TTg OF THE PRIME MINISTER DATED FEBRUARY 19, 2003, ON THE ISSUE OF REGULATIONS ON THE APPOINTMENT, REAPPOINTMENT, TRANSFER, RESIGNATION, AND REMOVAL OF LEADERSHIP OFFICIALS AND CIVIL SERVANTS;
AT THE REQUEST OF THE HEAD OF THE OFFICIALS AND CIVIL SERVANTS ORGANIZATION DEPARTMENT, MINISTRY OF HEALTH.

Article 1. ISSUING THREE REGULATIONS ON THE MANAGEMENT OF OFFICIALS AND CIVIL SERVANTS IN THE MINISTRY OF HEALTH AS FOLLOWS:
1. REGULATION ON THE LEVELS OF MANAGEMENT OF OFFICIALS AND CIVIL SERVANTS IN THE MINISTRY OF HEALTH ORGANIZATION.
2. REGULATION ON THE RECRUITMENT OF OFFICIALS AND CIVIL SERVANTS TO WORK IN THE MINISTRY OF HEALTH ORGANIZATION.
3. REGULATION ON THE APPOINTMENT, REAPPOINTMENT, TRANSFER, RESIGNATION, AND REMOVAL OF LEADERSHIP OFFICIALS AND CIVIL SERVANTS IN THE MINISTRY OF HEALTH ORGANIZATION.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF PUBLICATION IN THE OFFICIAL GAZETTE. ANY PRIOR PROVISIONS CONTRARY TO THE PROVISIONS OF THIS DECISION ARE ABROGATED.
Article 3. MRs./MRSs.: DIRECTOR OF THE OFFICE, HEAD OF THE OFFICIALS AND CIVIL SERVANTS ORGANIZATION DEPARTMENT, DEPARTMENT HEADS, DIRECTORS OF BUREAUS, AND DIRECTOR OF THE INSPECTION AUTHORITY UNDER THE MINISTRY OF HEALTH SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
