CIRCULAR

Issuing the Minimum List of Teaching Equipment for Primary Education

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decision No. 16/2006/QĐ-BGDĐT dated May 5, 2006 of the Minister of Education and Training on the issuance of the General Secondary Education Program;

Upon the proposal of the Director of the Department of Educational Infrastructure and School Equipment, Children's Toys; the Director of the Department of Primary Education; and the Director of the Department of Science, Technology, and Environment, the Minister of Education and Training hereby issues this Circular as follows:

Article 1. The Minimum List of Teaching Equipment for Primary Education is attached to this Circular.

Article 2. Based on the Minimum List of Teaching Equipment for Primary Education issued with this Circular, departments of education and training shall be responsible for directing the procurement, production, collection, preservation, and utilization of equipment serving teaching activities at primary schools.

This Circular replaces the following decisions:

- Decision No. 09/2002/QĐ/BGD&ĐT dated March 21, 2002 of the Minister of Education and Training on the issuance of the Minimum List of Teaching Equipment for Grade 1 according to the Primary Education Program;

- Decision No. 12/2003/QĐ/BGD&ĐT dated March 24, 2003 of the Minister of Education and Training on the issuance of the Minimum List of Teaching Equipment for Grade 2;

- Decision No. 23/2003/QĐ/BGD&ĐT dated June 9, 2003 of the Minister of Education and Training on the adjustment and supplementation of the Minimum List of Teaching Equipment for Grade 2 issued with Decision No. 12/2003/QĐ/BGD&ĐT dated March 24, 2003;

- Decision No. 03/2004/QĐ-BGD&ĐT dated February 23, 2004 of the Minister of Education and Training on the issuance of the Minimum List of Teaching Equipment for Grade 3;

- Decision No. 20/2004/QĐ-BGD&ĐT dated July 20, 2004 of the Minister of Education and Training on the amendment and supplementation of the Minimum List of Teaching Equipment for Grades 3 and 8 issued with Decision No. 03/2004/QĐ-BGD&ĐT dated February 23, 2004;

- Decision No. 10/2004/QĐ-BGD&ĐT dated April 15, 2004 of the Minister of Education and Training on the approval of the model list of minimum teaching equipment for Grades 3 and 8;

- Decision No. 15/2005/QĐ-BGD&ĐT dated May 16, 2005 of the Minister of Education and Training on the issuance of the Minimum List of Teaching Equipment for Grade 4;

- Decision No. 38/2006/QĐ-BGDĐT dated September 7, 2006 of the Minister of Education and Training on the issuance of the Minimum List of Teaching Equipment for Grade 5. All previous regulations that conflict with the provisions of this Circular are hereby abolished.

Article 3. This Circular takes effect from August 30, 2009.

Article 4. The Head of the Office; the Director of the Department of Educational Infrastructure and School Equipment, Children's Toys; the Director of the Department of Planning and Finance; the Director of the Department of Primary Education; the Director of the Department of Science, Technology, and Environment; the Heads of relevant units under the Ministry of Education and Training, and the Directors of provincial departments of education and training are responsible for implementing this Circular./.
