THE MINISTER OF EDUCATION AND TRAINING

Pursuant to the Education Law dated June 14, 2005;

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the conclusion of the National Council for Program Review of General Education dated April 5, 2006 and the proposal of the Director of the Institute of Strategy and Educational Programs;

At the proposal of the Head of the Secondary Education Department and the Head of the Primary Education Department.

Article 1. The accompanying this Decision, the General Education Program includes:

1. The General Education Program - Common Issues;

2. The General Education Program for Elementary School, the General Education Program for Lower Secondary School, the General Education Program for Upper Secondary School;

3. The General Education Program for 23 subjects and educational activities.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

For Elementary School and Lower Secondary School levels: This Decision replaces Decision No. 43/2001/QD-BGDDT dated November 9, 2001 of the Minister of Education and Training promulgating the Elementary School Program; Decision No. 03/2002/QD-BGDDT dated January 24, 2002 of the Minister of Education and Training promulgating the Lower Secondary School Program. For Upper Secondary School level: This Decision shall be implemented for grade 10 from the academic year 2006-2007, for grades 10 and 11 from the academic year 2007-2008. From the academic year 2008-2009, it shall be implemented for the Upper Secondary School level and replace Decision No. 329/QD dated March 31, 1990 of the Minister of Education and Training promulgating the objectives and training plans of upper secondary schools, Decision No. 04/2002/QD-BGDDT dated March 8, 2002 of the Minister of Education and Training promulgating the temporary regulations on the objectives and education plans of upper secondary schools.

Article 3. The Heads of the Office, the Heads of the Secondary Education Department, the Heads of the Primary Education Department, the Director of the Institute of Strategy and Educational Programs, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of People's Committees of provinces and centrally-administered cities, and the Directors of provincial Departments of Education and Training are responsible for implementing this Decision./.
