Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Considering the proposal of the Minister of Education and Training, the Minister of Home Affairs, and the Minister of Finance,
DECISION:

Article 1. Scope of Regulation and Applicability

This Decision stipulates the additional pay for teachers directly teaching primary school students in combined classes in public educational institutions (including those in probationary periods or under contracts) who have been assigned salary grades according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the wage system for civil servants, public officials, and members of the armed forces.

Article 2. Interpretation of Terms

Combined class is a class with students from two different levels (grades) or more studying together and taught by one teacher.

Article 3. Conditions, amount of additional pay, and calculation method

1. Conditions for receiving additional pay:

Teachers assigned by the head of the educational institution or authorized authority to teach combined classes shall be entitled to the additional pay prescribed in this Decision.

2. Amount of additional pay:

a) Teachers teaching a combined class of two levels shall receive an additional 50% of their monthly salary;

b) Teachers teaching a combined class of three levels or more shall receive an additional 75% of their monthly salary.

3. Calculation method:

a) The additional pay for teaching combined classes is calculated based on the teacher's monthly salary;

b) The teacher's monthly salary (T) = [current grade and rank coefficient + leadership position allowance (if applicable) + seniority allowance exceeding the framework (if applicable) + retention coefficient (if applicable)] x general minimum wage level.

- Additional pay for teachers teaching a combined class of two levels = T x 50%;

- Additional pay for teachers teaching a combined class of three levels or more = T x 75%.

4. The additional pay for teaching combined classes is paid monthly along with the regular monthly salary and is not used to calculate contributions or benefits under social insurance or health insurance.

Article 4. Source of Funds

The funding for the additional pay for teaching combined classes is allocated annually in the state budget according to current regulations.

Article 5. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from April 20, 2010.

The additional pay for teaching combined classes as prescribed in this Decision shall be applied from January 1, 2010.

2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
