CIRCULAR
Issuing the Intermediate Specialized Education Framework Program for the Natural Resources - Environment Sector

Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the results of the review on December 17, 2007, by the Review Board for the Intermediate Specialized Education Framework Program for the Natural Resources - Environment Sector;
Pursuant to Circular No. 1163/BTNMT-TCCB dated April 16, 2009 of the Ministry of Natural Resources and Environment regarding the request to the Ministry of Education and Training to issue the Intermediate Specialized Education Framework Program;
At the proposal of the Director of the Department of Vocational Education;
The Minister of Education and Training decides:
Article 1. Issued along with this Circular is the Intermediate Specialized Education Framework Program for the Natural Resources - Environment Sector, including seven framework programs for the following seven fields:
1. Cartography
2. Environmental Technology
3. Land Information and Records Management
4. Land Management
5. Real Estate Management
6. Environmental Management
7. Geodesy-Surveying-Cadastral Engineering
Article 2. This Circular takes effect from July 15, 2010. The framework programs issued along with this Circular shall be used in educational institutions assigned the task of training these fields at the intermediate specialized level. Based on these framework programs, the heads of educational institutions shall organize the development of specific training programs for their own institutions; organize the compilation and approval of textbooks for courses for official use in their schools based on the review by the Textbook Review Board established by the head of the educational institution.
Article 3. The Heads of the Office, Directors of the Department of Vocational Education, heads of relevant units under the Ministry of Education and Training, Directors of Departments of Education and Training, and heads of educational institutions that offer intermediate specialized education are responsible for implementing this Circular./.
