On the supervision program of the National Assembly for 2012

SOCIALIST REPUBLIC OF VIET NAM
Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution number 51/2001/QH10;
Based on the Law on the Supervision Activities of the National Assembly, No. 05/2003/QH11;
Considering the proposal of the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly Members, the Central Committee of the Vietnam Fatherland Front, the Report No. 44/TTr-UBTVQH13 dated October 25, 2011 of the Standing Committee of the National Assembly regarding the proposed supervision program of the National Assembly for 2012 and the opinions of the National Assembly members,
RESOLUTION:
Article 1. The National Assembly conducts supreme supervision of the following contents:
I. At the third session:
1. Reviewing the supplementary report of the Government on the assessment of the results of implementing the socio-economic development plan and state budget for 2011; the situation of implementing the socio-economic development plan and state budget in the first months of 2012 and other reports of relevant agencies as prescribed by law;
2. Reviewing the Report on the Results of Supervising the Handling of Citizens' Petitions Submitted to the Second Session of the National Assembly;
3. Conducting the questioning and answering questions activity of National Assembly members;
4. Special supervision The implementation of policies and laws on public investment for agriculture, farmers, and rural areas.
II. At the fourth session:
1. Reviewing the reports of the Government on the situation of implementing the socio-economic development plan and state budget estimate for 2012; the work reports of the National Assembly's agencies, the Government, the Supreme People's Court, the Supreme People's Procuracy and other reports of relevant agencies as prescribed by law.
2. Reviewing the Report on the Results of Supervising the Handling of Citizens' Petitions Submitted to the Third Session of the National Assembly.
3. Conducting the questioning and answering questions activity of National Assembly members.
4. Special supervision The implementation of policies and laws in handling citizens' complaints and petitions against administrative decisions on land.
Article 2. Based on the supervision program of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly, they shall build and implement their own supervision programs; the Delegations of National Assembly Members and National Assembly members shall proactively select topics based on actual conditions and circumstances to build their supervision programs, coordinate and conduct supervision activities, and report results according to the provisions of the law.
Article 3. Entrusting the Standing Committee of the National Assembly with organizing the implementation of the Resolution on the supervision program of the National Assembly for 2012; directing, coordinating, and harmonizing the supervision activities of the National Ethnic Council and the Committees of the National Assembly; guiding the Delegations of National Assembly Members and National Assembly members in conducting supervision activities; directing the continued research and improvement of the quality and effectiveness of supervision activities; directing the monitoring, urging, and summarizing the results of handling supervisory recommendations, and reporting the results of implementing the supervision program at the final session of the National Assembly.
Relevant central and local agencies and organizations have the responsibility to closely cooperate with the National Assembly's agencies, the Delegations of National Assembly Members, and National Assembly members in supervision activities; providing timely, accurate, and comprehensive information and documents related to the supervision content as required by the supervisory agency. Agencies subject to supervision must fully, promptly, and strictly implement supervisory recommendations and report the results to the Standing Committee of the National Assembly.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, the Second Meeting, on November 11, 2011./.
