Regulations on the conditions for operating tennis facilities

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;
“1. Position
Article 1. Other types of artistic performances
Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;
The Ministry of Culture, Sports and Tourism hereby provides detailed regulations on the conditions for operating tennis facilities as follows:
Article 1. Scope of Application:
This Circular specifies the detailed professional conditions regarding infrastructure, equipment, and specialized staff of sports facilities organizing tennis activities.
Article 4. Scope of Application:
This Circular applies to organizations and individuals organizing tennis activities in Vietnam.
Article 3. Issuance of Certificate of Compliance with Operating Conditions
1. A sports facility organizing tennis activities is a sports enterprise that must obtain a certificate of eligibility for business operations according to the procedures stipulated in Clause 5, Article 55 of the Law on Physical Education and Sports.
2. When organizing high-performance sports training and competition activities in tennis, a sports facility must ensure the infrastructure and equipment standards for training and competition as prescribed in Article 43 of the Law on Physical Education and Sports.
Article 4. Conditions concerning infrastructure and equipment, training tools
1. The location for tennis activities must meet the following conditions:
a) The tennis court surface must be flat, non-slippery, with proper drainage slope, and covered with paint, grass, clay, or special synthetic materials. The dimensions of the tennis court must comply with international standards;
b) Ensure uniform lighting on the court with a minimum illumination of 300 Lux;
c) Provide a stock of first aid medications and equipment, changing rooms, and areas for storing clothes and shoes, sanitation facilities, and parking spaces;
d) Display a bulletin board with rules specifying training hours, safety measures during training, and other relevant regulations;
e) Ensure security, hygiene, environmental protection, labor safety, and fire prevention according to legal provisions.
2. Equipment and training tools:
a) Install a net surrounding the court, ensuring a distance of at least 4 meters from the sideline to the net and at least 3 meters from the baseline to the net.
b) Provide referee chairs and water dispensers.
Article 5. Conditions concerning specialized staff
A sports facility organizing tennis activities must have a guide with tennis expertise meeting one of the criteria specified in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the State Sports Committee guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain articles of the Law on Physical Education and Sports.
Article 6. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Inspection Department of Culture, Sports and Tourism shall conduct inspections and handle violations of professional conditions when organizing tennis activities within its authority.
3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.
Article 7. Effective Date
This Circular takes effect from January 1, 2012.
During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports and Tourism for timely resolution./.
