Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Electricity Law dated December 3, 2004, the Law Amending and Supplementing Certain Provisions of the Electricity Law;
Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011, issued by the Government, detailing and guiding the implementation of certain provisions of the Law on Telecommunications;

THE MINISTER OF INFORMATION AND COMMUNICATIONS ISSUES THIS CIRCULAR AMENDING CERTAIN PROVISIONS OF CIRCULAR NO. 18/2012/TT-BTTTT DATED NOVEMBER 15, 2012 ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATIONS ON THE LIST OF TELECOMMUNICATIONS ENTERPRISES AND GROUPS OF TELECOMMUNICATIONS ENTERPRISES WITH DOMINANT MARKET POSITION IN IMPORTANT TELECOMMUNICATIONS SERVICES.
Article 1. Amend certain provisions of Circular No. 18/2012/TT-BTTTT dated November 15, 2012 issued by the Minister of Information and Communications on the List of Telecommunications Enterprises and Groups of Telecommunications Enterprises with Dominant Market Position in Important Telecommunications Services:
Part II of the Appendix attached to the Circular shall be amended as follows:

Article 2. Effective Date
This Circular takes effect from June 15, 2015.
Article 3. Implementation Organization
1. The Director of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry, the Directors of Provincial Departments of Information and Communications, the General Directors and Directors of telecommunications enterprises, and other relevant organizations and individuals are responsible for implementing this Circular.
2. In the course of implementation, if there are difficulties, they are requested to report to the Ministry of Information and Communications (Telecommunications Department) for consideration and resolution./.
