Issuing the Harmonized System code table for the list of goods

under the management authority of the Ministry of Agriculture and Rural Development

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Legal Department; the General Directors of the Fisheries General Department, Forestry General Department; the Directors of the Plant Protection Bureau, Animal Health Bureau, Livestock Production Bureau, Crop Production Bureau, Cooperative and Rural Development Bureau;

The Minister of Agriculture and Rural Development issues this Circular on issuing the Harmonized System code table for the list of goods under the management authority of the Ministry of Agriculture and Rural Development,

1. Appendix I. Harmonized System code table for the list of goods under the management authority of the Ministry of Agriculture and Rural Development, specifically:

Section 1. Harmonized System code list for terrestrial animals and animal products subject to quarantine inspection.

Section 2. Harmonized System code table for the list of livestock breeds permitted for production and trade in Vietnam.

Section 3. Harmonized System code table for the list of rare livestock breeds prohibited from export.

Section 4. Harmonized System code table for the list of dilution environments and conservation of livestock semen.

Section 5. Harmonized System code table for the list of rare livestock genetic resources requiring conservation.

Section 6. Harmonized System code table for the list of aquatic animals and animal products subject to quarantine inspection.

Section 7. Harmonized System code table for the list of common imported fish seed.

Section 8. Harmonized System code table for the list of exported fish species with conditions.

Section 9. Harmonized System code table for the list of live fish species permitted for import as food.

Section 10. Harmonized System code table for the list of fish species prohibited from export.

Section 24. Harmonized System code table for the list of wood and wood products when exported must have legal forestry documents.

Section 26. Harmonized System code table for the list of plant protection products prohibited from use in Vietnam.

2. Appendix II. HS Code Table for the List of Goods Subject to Specialized Inspection Before Clearance Under the Management Authority of the Ministry of Agriculture and Rural Development: 1,768 Lines.

Article 2. Effective Date

1. This Circular takes effect from January 1, 2019. 2 ||| January 1, 2019.

2. This Circular replaces Circular No. 24/2017/TT-BNNPTNT dated November 15, 2017 issued by the Minister of Agriculture and Rural Development on the HS Code Table for specialized export and import goods under the management authority of the Ministry of Agriculture and Rural Development.

Article 3. Responsibility for Implementation

The Director of the Ministry's Office, the Head of the Legal Department, Heads of Units under the Ministry of Agriculture and Rural Development, and related agencies, organizations, and individuals are responsible for implementing this Circular.

During the implementation of this Circular, if there are any difficulties, they are requested to report promptly to the Ministry of Agriculture and Rural Development for guidance and supplementation./.
