CIRCULAR

Issuing National Technical Regulations
on the design requirements for fuel retail outlets

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 08/2018/NĐ-CP dated January 15, 2018 amending certain Decrees related to business conditions under the management of the Ministry of Industry and Trade;

At the proposal of the Director of the Domestic Market Department;

The Minister of Industry and Trade issues this Circular promulgating the National Technical Regulation on design requirements for fuel retail outlets.

Article 1. Attached hereto is the National Technical Regulation on design requirements for fuel retail outlets.

Article 2. Effective Date

1. This Circular takes effect from January 1, 2021.

2. This Circular replaces Circular No. 11/2013/TT-BCT dated June 18, 2013 on the promulgation of the National Technical Regulation on design requirements for fuel retail outlets and Circular No. 47/2015/TT-BCT dated December 11, 2015 on the promulgation of the National Technical Regulation on design requirements for fuel retail outlets on water surfaces.

Article 3. Responsibility for Implementation

1. The Domestic Market Department shall be responsible for organizing the implementation of this Circular throughout the country.

2. Departments of Industry and Trade of provinces and centrally governed cities shall be responsible for guiding, inspecting the implementation of this Circular within their respective jurisdictions and reporting on the implementation to the Ministry of Industry and Trade as prescribed.

3. The Director of the Ministry's Office, Heads of the Domestic Market Department, Heads of the Science and Technology Department, Directors of Departments of Industry and Trade of provinces and centrally governed cities, Heads of relevant agencies, organizations, and individuals shall be responsible for enforcing this Circular./.
