Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Pursuant to the Plant Protection and Quarantine Law promulgated on November 25, 2013;Pursuant to the Technical Standards Law promulgated on June 29, 2006; Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Technical Standards Law;

Pursuant to Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending certain articles of Decree No. 27/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Technical Standards Law and Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Product Quality Law;developmentPursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending Decree No. 27/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Technical Standards Law;

Pursuant to Decree No. 85/2019/NĐ-CP dated November 14, 2019 of the Government detailing the implementation of administrative procedures under the national single window mechanism, the ASEAN Single Window mechanism, and specialized inspection of goods for export and import;rime Minister cAt the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Plant Protection Department;rime Minister cThe Minister of Agriculture and Rural Development hereby promulgates the National Technical Regulation on requirements for objects subject to plant quarantine upon importation.

Article 1. The National Technical Regulation on requirements for objects subject to plant quarantine upon importation is attached hereto.No. Code: QCVN 01-192: 2020/BNNPTNTrime Minister cThis Circular takes effect from June 25, 2021.

The Head of the Ministry’s Office, the Director of the Science, Technology, and Environment Department, the Director of the Plant Protection Department, the Heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular. Article 1. Annexed to this Circular is the National Technical Regulation on requirements for objects subject to plant quarantine upon import.

Article 2. Effective Date

This Circular takes effect from June 25, 2021.

Article 3. Implementation Organization

The Head of the Ministry's Office, the Director of the Department of Science, Technology and Environment, the Director of the Plant Protection Department, the Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular. In the course of implementation, if there are difficulties, agencies, organizations, and individuals are requested to promptly reflect them to the Ministry of Agriculture and Rural Development (Plant Protection Department) for study, amendment, and supplementation.
