CIRCULAR
Amending and supplementing certain contents of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT dated January 5, 2005 issued by the Minister of Home Affairs, the Minister of Labor, Invalids and Social Affairs, the Minister of Finance, and the Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas on guiding the implementation of regional allowances.
Pursuant to Decree No. 204/2004/NĐ-CP of the Government on salary system for cadres, civil servants, public officials, and armed forces;
Pursuant to Decree No. 25/2025/NĐ-CP of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the Wages and Social Insurance Department;
The Minister of Home Affairs issues this Circular amending and supplementing certain contents of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT dated January 5, 2005 issued by the Minister of Home Affairs, the Minister of Labor, Invalids and Social Affairs, the Minister of Finance, and the Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas on guiding the implementation of regional allowances.
Article 1. Amending, supplementing, replacing, and abolishing certain clauses and items of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT dated January 5, 2005 issued by the Minister of Home Affairs, the Minister of Labor, Invalids and Social Affairs, the Minister of Finance, and the Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas (now the Minister of Home Affairs, the Minister of Finance, and the Minister of Ethnic Minorities and Religion) on guiding the implementation of regional allowances (hereinafter referred to as Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT).
1. Amending and supplementing Clause 1 Section I as follows:
"1. Cadres, civil servants, public officials, and contractual employees who have been assigned salaries according to the salary table prescribed by the State work in state agencies and state-owned public institutions established by competent authorities."
2. Amending and supplementing Clause 5 Section I as follows:
"5. Officers, professional military personnel, non-commissioned officers, soldiers, fighters, cadres, civil servants, public officials, workers within the establishment working in agencies and units under the Vietnam People's Army and the Vietnam People's Public Security."
3. Replacing the phrase "minimum wage" with the phrase "basic wage" at Point a Clause 2 Section II.
4. Replacing the phrase "agencies and units located in localities that have sent documents to the People's Committee of districts, towns, cities directly under provinces (hereinafter collectively referred to as the People's Committee of districts), the People's Committee of districts shall be responsible for requesting" with the phrase "the People's Committee of communes, wards, special zones shall send documents requesting" at Point a Clause 1 Section III.
5. Replacing the phrase "commune, ward, town" with the phrase "commune, ward, special zone" throughout the entire content of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT.
6. Replacing the phrase "Ministry of Home Affairs, Ministry of Labor, Invalids and Social Affairs, Ministry of Finance, and the Committee for Ethnic Minorities and Mountainous Areas" with the phrase "Ministry of Home Affairs, Ministry of Finance, and Ministry of Ethnic Minorities and Religion" throughout the entire content of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT.
7. Replacing the "Annex on regional allowance levels of localities and units" issued together with Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT with the "Annex on list of areas applying regional allowances" issued together with this Circular.
8. Removing the phrase "and Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government stipulating the salary scale, salary table, and allowance system in state-owned companies" from the basis for issuing Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT.
9. Removing the phrase "For state-owned companies, regional allowances are included in the unit price of wages and accounted for in production costs or business expenses" at Point a Clause 4 Section II.
10. Removing the phrase "state-owned company" throughout the entire content of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT.
11. Abolishing Clause 2 and Clause 6 Section I.
Article 2. Responsibilities for Implementation
1. This Circular takes effect from July 1, 2026. In cases where communes, wards, special zones listed in the Annex issued together with this Circular have not yet applied regional allowances, they will be entitled to receive them from January 1, 2026.
2. Abolishing Circular No. 23/2025/TT-BNV dated December 24, 2025 issued by the Minister of Home Affairs on amending and supplementing certain contents of Circular Joint No. 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT dated January 5, 2005 issued by the Minister of Home Affairs, the Minister of Labor, Invalids and Social Affairs, the Minister of Finance, and the Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas.
3. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees directly under the Central Government, and related organizations and individuals are responsible for implementing this Circular./.
