Guidelines for implementing Directive No. 66/CT dated March 16, 1988, of the Chairman of the Council of Ministers on ending the settlement of debts owed by the State to the people during the two anti-French and anti-American resistance wars.

Implementing Directive No. 66/CT dated March 16, 1988, of the Chairman of the Council of Ministers on ending the settlement of debts owed by the State to the people during the two anti-French and anti-American resistance wars, the Ministry of Finance provides guidance as follows:
1/ From now until December 31, 1988, the State will continue to settle debts where the lender still has original documentation, including:
a) War bonds issued in the years: 1948, 1949, 1950, 1951, 1952.
b) National treasury bills issued in 1951.
c) Southern war bonds issued in 1947, 1948.
d) Soldier support bonds issued in 1964.
e) Receipts for loans or foodstuffs borrowed by state agencies at or above the district level to purchase weapons and support troops.
2) All cases where original documentation is lost but only have confirmation or certification papers shall not be settled.
3) The following amounts shall not be considered as State loans and therefore will not be subject to examination for repayment:
a) Contributions within the scope of citizens' wartime obligations such as: contributions to defense funds, resistance funds, salary funds, construction funds for combat villages...
b) Donations for famine relief at the commune level, donations with a popular nature supporting the resistance such as: donations of gold, silver, money, rice, cloth, medicine, and other items; support for the Golden Week; support for soldiers' winter; support for troops at the front; support for mass organizations; support for guerrillas or cadres during the resistance period.
c) Seizures and purchases made during land reform and socialist transformation.
4/ The price of rice for calculating the settlement of State debts to the people during the resistance period that still exist today and have original documentation is the average purchase price agreed upon at the provincial, municipal, and special zone levels at the time of settlement.
5/ The deadline for receiving applications and examining the settlement and payment of State debts to the people during the resistance is no later than December 31, 1988. Beyond this deadline, even if there is original documentation, it will not be settled. Localities need to quickly resolve the settlement of debts to the people and inform the public in their locality about the specified deadline. Applications without original documentation and not meeting the conditions for settlement should be explained and answered directly to the people. For applications received before December 31, 1985, without original documentation, they will not be examined for settlement.
After completing the settlement of debts to the people, provinces, cities, and special zones must report to the Ministry of Finance along with the settlement of payments for each category.
Any points in Circular No. 25 TC/HCVX dated May 28, 1985, of the Ministry of Finance that contradict the amended and supplemented points in this circular are hereby abolished; other points not amended or supplemented remain valid for implementation./.
