Pursuant to the Law on Organization of the Government dated December 25, 2001;
On the basis of Decree No. 134/2005/NĐ-CP dated November 1, 2005 of the Government promulgating the Regulation on Management of Foreign Borrowing and Debt Repayment;
On the basis of Decision No. 135/2005/QĐ-TTg dated June 8, 2005 of the Prime Minister approving the Orientation for Management of Foreign Debt until 2010;
Considering the proposal of the Minister of Planning and Investment at Circular No. 2499/BKH-TCTT dated April 12, 2006.

Article 1. Attached to this Decision is the Action Program of the Government to implement the "National Strategy on Foreign Borrowing and Debt Repayment until 2010".
Article 2. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 3. The Ministers of Planning and Investment, Finance, Justice, Home Affairs, Governor of the State Bank of Vietnam, Director General of the General Statistics Office, Heads of relevant agencies shall be responsible for implementing this Decision.
The Minister of Planning and Investment shall be responsible for monitoring, urging, inspecting, and reporting annually to the Prime Minister on the implementation of this Program.
