Regulations on health standards, classification, and medical examination

for military personnel, workers, and defense officials participating

 in United Nations peacekeeping forces

                                      

Pursuant to the Law on Participation in United Nations Peacekeeping Forces No. 92/2025/QH15;

BASED ON Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain articles of Decree No. 01/2022/NĐ-CP;

In accordance with the proposal of the Director of the General Logistics Department - Technical Service;

The Minister of National Defense issues this Circular stipulating health standards, classification, and medical examinations for military personnel, workers, and defense officials participating in United Nations peacekeeping forces.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular prescribes health standards, classification, health examination according to mission requirements for participation in United Nations peacekeeping forces and the responsibilities of agencies, units, organizations, and individuals related to health examinations for subjects before and after participating in United Nations peacekeeping forces under the management of the Ministry of National Defense.

Article 2. Applicability

1. Officers, professional military personnel, workers, and defense civil servants, non-commissioned officers, and soldiers under the management of the Ministry of National Defense who are assigned to participate in United Nations peacekeeping forces (hereinafter referred to collectively as subjects participating in United Nations peacekeeping forces).

2. Agencies, units, organizations, and individuals involved in the medical examination, classification of health status, and management of health records of subjects participating in United Nations peacekeeping forces.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. The Health Examination Board for subjects participating in United Nations peacekeeping forces (hereinafter referred to as the Health Examination Board): Is a specialized board established by the Director of Military Hospital, tasked with organizing health examinations, evaluating, classifying, and concluding on the health status of subjects participating in United Nations peacekeeping forces in accordance with this Circular and self-dissolving upon completion of its tasks.

2. Health examination for subjects participating in United Nations peacekeeping forces: Is a form of health examination according to mission requirements, aimed at checking, evaluating, classifying health status, determining the ability to meet mission requirements and meeting health standards prescribed by the United Nations when participating in United Nations peacekeeping forces.

3. Selection health examination: Is the process of health examination for selecting military personnel, workers, and defense civil servants to participate in United Nations peacekeeping forces, organized and implemented by the unit entrusted with selecting subjects participating in United Nations peacekeeping forces (hereinafter referred to as the unit assigning military personnel).

4. Health examination during training phase: Is the process of health examination during the professional training and pre-deployment training phase for subjects participating in United Nations peacekeeping forces, organized and implemented by the unit managing and training (hereinafter referred to collectively as the managing and training unit).

5. Health examination after completing United Nations peacekeeping mission: Is the process of health examination for subjects participating in United Nations peacekeeping forces after completing their mission and returning home, organized and implemented by the Vietnam Peacekeeping Force Department/Military Affairs Ministry (hereinafter referred to as the Vietnam Peacekeeping Force Department).

Chapter II

HEALTH CLASSIFICATION AND HEALTH STANDARDS FOR

 MILITARY PERSONNEL, WORKERS, AND DEFENSE OFFICIALS

PARTICIPATING IN UNITED NATIONS PEACEKEEPING FORCES

Article 4. Classification of Health Status

1. The basis for classifying the health status of subjects participating in United Nations peacekeeping forces shall be carried out in accordance with the provisions of Clause 2, Article 4 of Circular No. 37/2021/TT-BQP dated April 15, 2021 of the Minister of National Defense prescribing classification, health examination, and task-level management of health for military personnel, defense civil servants, workers, and defense civil servants (hereinafter referred to as Circular No. 37/2021/TT-BQP).

2. Health classification for officers, professional military personnel, workers, and defense civil servants participating in United Nations peacekeeping forces shall be carried out in accordance with the provisions of Article 5 of Circular No. 37/2021/TT-BQP.

3. The health status classification for non-commissioned officers and soldiers participating in United Nations peacekeeping forces shall be implemented according to Article 6 of Circular No. 37/2021/TT-BQP.

Article 5. Health Standards

1. General Standards

Individuals participating in United Nations peacekeeping forces must meet health standards of type 1 and type 2 as prescribed in Circular No. 37/2021/TT-BQP.

2. Specific Standards

Individuals participating in United Nations peacekeeping forces must not suffer from diseases or health conditions specified in Appendix I attached to this Circular.

Chapter III

ORGANIZATION OF HEALTH EXAMINATIONS FOR MILITARY PERSONNEL, WORKERS AND DEFENSE OFFICIALS PARTICIPATING IN UNITED NATIONS PEACEKEEPING FORCES AND DEFENSE CIVIL SERVANTS PARTICIPATING IN UNITED NATIONS PEACEKEEPING FORCES

Article 6. Health Examination Board

1. Authority to Establish the Health Examination Board

Based on the health examination plan and the proposal of the unit assigning military personnel, or the managing and training unit, or the Vietnam Peacekeeping Force Department, the Director of Military Hospital decides to establish the Health Examination Board to organize health examinations for subjects participating in United Nations peacekeeping forces.

2. Composition of the Health Examination Board

a) Chairman of the Health Examination Board: One officer serving as the Hospital Commander;

b) Vice-Chairman of the Health Examination Board: One officer appointed by the Hospital Director;

c) Member and Secretary of the Health Examination Board is an officer from the hospital's planning and integration department;

d) Members of the Health Examination Board are medical staff from the Hospital, health management units for subjects participating in United Nations peacekeeping forces (at battalion level and above); in necessary cases, medical staff from other units may be invited.

e) Members of the Health Examination Board conducting clinical and paraclinical examinations must have a license to practice according to the laws on medical examination and treatment.

3. Principles of Operation of the Health Examination Board

a) The Health Examination Board operates based on the principle of collective decision-making, with decisions made by majority vote;

b) In cases where there are differing opinions, the concluding opinion of the Chairman of the Board is the final decision. The opinions of each member of the Board are recorded fully in the minutes.

4. Duties of the Health Examination Board

a) Organize and implement health examinations, classify, and conclude on the health status of each military personnel, worker, and defense official participating in United Nations peacekeeping forces;

b) Summarize the results of health examinations, report to the Hospital Director, and prepare health examination files for the hospital to hand over to the requesting unit.

5. Duties of Members of the Health Examination Board

a) Chairman of the Health Examination Board: Directs the activities of the Board, including: Conveying the health examination mission; guiding health standards, working principles, and task assignments for each member of the Board; organizing consultations; directly classifying, concluding on health status, and signing the health examination report; organizing lessons learned from health examination work. In necessary cases, the Chairman of the Health Examination Board may designate supplementary examinations and tests and request the Hospital Director to assign medical staff to participate in the examination. May use the Hospital's seal (establishment of the Board) during the performance of duties; authorize the Vice-Chairman of the Health Examination Board to handle Board matters when the Chairman is absent. Shall be responsible under the law and to the Hospital Director for directing the Board's activities and the results of health examinations.

b) Vice-Chairman of the Health Examination Board: Performs tasks assigned by the Chairman of the Health Examination Board; participates in health examinations and consultations. Substitutes for the Chairman of the Health Examination Board to handle Board matters, may use the Hospital's seal (establishment of the Board) when authorized by the Chairman of the Health Examination Board.

c) Member and Secretary of the Health Examination Board: Cooperates with Hospital departments to develop health examination plans; prepares budgets, consolidates, and settles funds, medicines, and medical supplies for health examination work; prepares equipment, facilities, medical devices, medical supplies, support forces, health records, and other documents for the Board to perform tasks; stores and secures records in accordance with regulations. Participates in health examinations, consultations, and Board meetings; performs registration, statistics, and assists the Chairman in compiling comprehensive examination result reports.

d) Member of the Medical Examination Board: Directly conducts medical examinations and bears responsibility before the Board for the quality of the examination and health conclusions according to the assigned tasks. Proposes to the Chairman of the Medical Examination Board to designate additional examinations and tests when necessary. Participates in consultations and meetings of the Board when summoned.

Article 7. Content of Health Examination

1. Physical examination; clinical examination according to specialties: Internal medicine (cardiovascular; respiratory; digestive; renal, urological - male reproductive; mental - neurological; musculoskeletal; endocrine, metabolic, immune; blood diseases), surgery, dermatology, obstetrics and gynecology (for females), ophthalmology, otolaryngology, stomatology.

2. Ancillary clinical examination

a) Blood formula; blood biochemistry; erythrocyte sedimentation rate; blood group (ABO, Rh);

b) Urinalysis;

c) Urine drug test;

d) Hepatitis B, C tests; HIV test;

e) General abdominal ultrasound; electrocardiogram; chest X-ray;

f) Other tests as necessary.

Article 8. Conditions for Material and Medical Equipment for Health Examination

1. Health examination rooms are arranged in a one-way, closed system; clinical and ancillary clinical examination rooms for each specialty are separate, spacious, and suitable for the content of health examination.

2. Essential medical equipment and tools as stipulated in Appendix III of Circular No. 37/2021/TT-BQP.

3. Other medical equipment, tools, and supplies that meet the examination and testing contents prescribed in Article 7 of this Circular and additional examinations and tests as necessary.

Article 9. Selection Health Examination

1. Implementation Procedure

a) The unit dispatching troops establishes selection criteria for individuals participating in United Nations peacekeeping forces, builds a health examination plan, proposes a suitable military hospital to establish the Medical Examination Board, and implements health examinations according to the plan.

b) Military hospitals that establish the Medical Examination Board and implement health examinations are general hospitals of level 2 or higher and the Institute of Air Force and Navy Medicine, which have the necessary conditions for health examinations as decided by the competent authority (hereinafter referred to as qualified hospitals for health examinations) shall establish the Medical Examination Board in accordance with Article 6 and Article 8 of this Circular.

c) The unit dispatching troops compiles a list of individuals participating in health examinations; summarizes the history of illnesses, number of sick leave days, and physical training results of each individual from their health records, providing them to the Hospital for submission to the Medical Examination Board.

d) The Hospital deploys the health examination area, conducts examinations, classifies, and concludes on the health status of individuals participating in United Nations peacekeeping forces according to Articles 4, 5, 7, and 8 of this Circular. Summarizes the results and hands over the health records to the requesting unit.

2. Implementation Form

Concentrated health examinations at the coordinating military hospital.

Article 10. Health Examination During Training Period

1. Implementation Procedure

a) The management and training unit takes the lead, coordinating with the Vietnam Peacekeeping Forces Department and related agencies and units to build a health examination plan, propose qualified hospitals for health examinations suitable to the location of the unit's deployment, establish the Medical Examination Board, and implement health examinations.

b) The Hospital establishes a health examination board in accordance with Articles 6 and 8 of this Circular;

c) The management and training unit compiles a list of individuals participating in health examinations; summarizes the history of illnesses, number of sick leave days, and physical training results of each individual from their health records, providing them to the Hospital for submission to the Medical Examination Board.

d) The Hospital deploys the health examination area, conducts examinations, classifies, and concludes on the health status of individuals participating in United Nations peacekeeping forces according to Articles 4, 5, 7, and 8 of this Circular; uses bilingual health examination forms when there is an agreement from the requesting unit. Summarizes the results and hands over the health records to the requesting unit.

Article 11. Health Examination After Completion of Mission

1. Implementation Procedure

The Vietnam Peacekeeping Forces Department leads, coordinating with related agencies and units to build a health examination plan for individuals participating in United Nations peacekeeping forces, proposing and coordinating with qualified hospitals for health examinations suitable to the location of the unit's deployment, implementing health examinations according to Circular No. 37/2021/TT-BQP. Summarizes the results and hands over the health records to the receiving unit managing military personnel, workers, and defense officials.

2. Implementation Form

Centralized health examinations at Military Hospitals shall be coordinated by the Vietnam Peacekeeping Department.

Article 12. Health Examination Conclusions

1. The specialist conducting the examination classifies health status using numbers 1, 2, 3, or 4 corresponding to levels 1, 2, 3, 4 as stipulated in Appendix I of Circular No. 37/2021/TT-BQP and compares with Appendix I issued together with this Circular. In cases where the illness is not specified in Appendix I of Circular No. 37/2021/TT-BQP and Appendix I issued together with this Circular, the Medical Examination Board comprehensively evaluates the function of the affected organ, the degree of impact on work capacity, military training, daily life, and the progression of the illness to classify and conclude on health status. Clearly record the illness (if any) in the examination result section of the health examination form; clinical and paraclinical examination results; sign and clearly write full name.

2. The Chairman of the Medical Examination Board bases the classification and conclusion on the health status of the specialists' classification results according to Articles 4, 5, and 6 of Circular No. 37/2021/TT-BQP and the provisions in Appendix I issued together with this Circular; assesses the ability to meet mission requirements when participating in United Nations peacekeeping operations; signs and clearly writes full name on the health examination form and bears responsibility for the conclusion.

3. The health examination conclusions for individuals participating in United Nations peacekeeping forces are valid for three months from the date of examination; they may be reassessed if necessary.

Article 13. Management of Health Records

The establishment, management, and storage of health records of individuals participating in United Nations peacekeeping forces (paper or electronic versions) are carried out according to Clause 6 of Article 3 and Article 7 of Circular No. 37/2021/TT-BQP. For electronic health records, compliance with the Personal Data Protection Law No. 91/2025/QH15 and laws on cybersecurity must be observed.

Article 14. Funding Assurance

Funding for health examinations of individuals participating in United Nations peacekeeping forces is provided from the state budget allocated annually for United Nations peacekeeping missions; the management and use of the budget are carried out in accordance with the law.

Article 15. Responsibilities of Agencies, Units, and Individuals

1. The Logistics and Technical General Department shall direct the Medical Service Bureau

To direct and guide relevant agencies, units, and military hospitals to conduct health examinations for individuals participating in United Nations peacekeeping forces.

2. The Vietnam Peacekeeping Department

a) Take the lead and coordinate with military hospitals to develop plans and organize selection health examinations for individuals participating in United Nations peacekeeping forces under its authority;

b) Coordinates with the management and training unit to organize health examinations during the training phase; evaluates the ability to meet mission requirements and completes health records for individuals participating in United Nations peacekeeping forces according to United Nations requirements. In special cases, report to the competent authority for consideration and decision.

c) Take the lead and coordinate with military hospitals to develop plans and organize health examinations for individuals participating in United Nations peacekeeping forces after completing their missions;

d) Receives health records of individuals participating in United Nations peacekeeping forces from the dispatching unit or the management and training unit; manages health records during the execution of the mission and hands them over to the receiving unit after completing the mission.

đ) Coordinates with the Ministry of Defense Financial Department to review the budget estimate for funding the implementation of health examinations for individuals participating in United Nations peacekeeping forces as proposed by relevant agencies and units.

3. The Finance Department/Military Ministry

Take the lead and coordinate with the Vietnam Peacekeeping Force Agency to compile and review the budget estimate to ensure the implementation of health examinations for individuals participating in United Nations peacekeeping forces from agencies and units; report to the Minister of National Defense to ensure funding for agencies and units to implement this.

4. Sending Units

a) Take the lead and coordinate with military hospitals to develop plans and organize selection health examinations for individuals participating in United Nations peacekeeping forces;

b) Be thoroughly aware of the health status, create lists, prepare and be responsible for health records, including medical history of individuals participating in United Nations peacekeeping forces who undergo health examinations; provide health records to hospitals during health examinations; receive completed health examination records according to regulations; hand over health records to management and training units when individuals participating in United Nations peacekeeping forces complete their missions and return to their units.

5. Training and Management Units

a) Receive health records transferred by sending units upon receiving individuals participating in United Nations peacekeeping forces;

b) Take the lead and coordinate with the Vietnam Peacekeeping Force Agency to organize health examinations during specialized training and pre-deployment training to manage health and complete health records of individuals participating in United Nations peacekeeping forces as required by the United Nations;

c) Manage and provide health records of individuals participating in United Nations peacekeeping forces to hospitals during health examinations; receive completed health examination records according to regulations; hand over health records when transferring military personnel, workers, and defense officials to the Vietnam Peacekeeping Force Agency.

6. Military Hospital

a) Establish a Health Examination Board according to plans and agreements of units; receive health examination records from units requesting health examinations; organize examinations, classify, and conclude on the health status of each military personnel, worker, and defense official;

b) Complete and transfer health examination records of individuals participating in United Nations peacekeeping forces to the requesting unit;

c) Coordinate and cooperate with higher-level specialized technical military hospitals and other military and non-military hospitals when support is needed for examinations, classification, and conclusion on health status;

d) Prepare budget estimates for health examinations of individuals participating in United Nations peacekeeping forces and submit them to the Finance Department/Military Ministry for consolidation.

7. Individuals Undergoing Health Examinations

a) Strictly comply with the health examination plan and content;

b) Adhere to all instructions and directions during the examination process. Provide complete and accurate information about medical history as required.

Chapter IV

IMPLEMENTING PROVISIONS

Article 16. Effective Date

1. This Circular takes effect from February 13, 2026.

2. Circular No. 23/2019/TT-BQP dated March 12, 2019, issued by the Minister of National Defense, regarding health standards for military personnel participating in United Nations peacekeeping operations, shall cease to be effective from the date this Circular takes effect.

3. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replacement documents.

Article 17. Responsibility for Implementation

The Director of the General Logistics - Technical Service, the Director of the Vietnam Peacekeeping Affairs Department, the Heads of relevant agencies, units, organizations, and individuals are responsible for implementing this Circular./.
