Pursuant to Decree No. 118/2008/ND-CP dated November 27, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 910/QD-TTg dated June 14, 2011 of the Prime Minister on providing famine relief rice to the provinces of Cao Bang and Bac Kan;
At the request of the Director General of the State Reserve Administration,

Article 1. The National Reserve General Department shall issue (without charge) 1,228 tons of rice from the national reserve to support the localities for famine relief during the lean season in 2011, specifically:
- Province of Cao Bang: 1,000 tons.
- Province of Bac Kan: 228 tons.
Article 2. The National Reserve General Department shall coordinate with the People's Committees of the provinces mentioned above to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan; simultaneously, compile the budget estimate for the relief distribution costs, submit it to the Ministry for approval and implementation.
The National Reserve General Department shall reduce the state reserve capital by the amount of 1,228 tons of rice mentioned above at the accounting price currently being monitored and report the settlement of the relief goods according to regulations.
Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve General Department, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Department, and the Director of the Ministry's Office are responsible for implementing this Decision.
