Approving the plan for restructuring and modernizing state-owned enterprises with 100% state capital under the People's Committee of Bac Lieu Province for the period 2007-2010

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Government Chairman on issuing criteria and classification lists for state-owned enterprises with 100% state capital;
Considering the proposal of the People's Committee of Bac Lieu Province,
DECISION:
Article 1. Approves the Plan for Restructuring and Modernizing State-Owned Enterprises with 100% State Capital under the People's Committee of Bac Lieu Province for the period 2007-2010 as follows:
1. Convert into Limited Liability Companies with One Member:
- Minh Hai Lottery Company of Bac Lieu Province (in 2008).
2. Implement shareholding reform:
- Vinh Hau Aquaculture Company (in 2008);
- Bac Lieu Agricultural Technical Service Company (in 2008);
- Bac Lieu Water Supply Company (in 2009).
Article 2.
1. The Chairman of the People's Committee of Bac Lieu Province shall be responsible for:
a) Directing the implementation of the restructuring and modernization of state-owned companies under its jurisdiction in accordance with the approved content and progress. For companies that do not meet the conditions for shareholding reform, they shall be sold, dissolved, or declared bankrupt;
b) Based on the criteria and classification list for state-owned enterprises with 100% state capital issued together with Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of
2. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Bac Lieu Province in implementing this Decision.
3. The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
Article 3. This Decision takes effect from the date of issuance.
The Chairman of the People's Committee of Bac Lieu Province and the Heads of related agencies shall be responsible for enforcing this Decision.
