APPROVING THE PROPOSED BUDGET FOR IMPLEMENTATION OF THE PLAN ON APPLICATION OF INFORMATION TECHNOLOGY IN THE OPERATIONS OF THE SOCIAL INSURANCE SECTOR INFORMATION

FOR THE PERIOD 2012 - 2015

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Social Insurance Law dated June 29, 2006;

Pursuant to the Health Insurance Law dated November 14, 2008 and the Law Amending and Supplementing Certain Provisions of the Health Insurance Law dated June 13, 2014;

Pursuant to the Labor Law dated November 16, 2013;

Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on application of information technology in state agency operations;

Pursuant to Decision No. 04/2011/QĐ-TTg dated January 20, 2011 of the Prime Minister on financial management for the Vietnam Social Security;

Considering the proposal of the Minister of Finance at Document No. 19033/BTC-HCSN dated December 29, 2014,

DECISION:

Article 1. Approves the proposed budget for implementation of the Plan on Application of Information Technology in the Operations of the Vietnam Social Security Sector for the period 2012-2015 with a total budget of 1,263.33 billion VND (one thousand two hundred sixty-three billion three hundred thirty million VND) from sources as stipulated in Article 11 of Decision No. 04/2011/QĐ-TTg dated January 20, 2011 of the Prime Minister on financial management for the Vietnam Social Security, including:

1. Group of software and specialized database projects: 495.83 billion VND.

2. Group of technical infrastructure projects for information technology (including 100 billion VND allocated in the 2014 administrative expenditure budget as approved by Decision No. 255/QĐ-TTg dated February 14, 2014 of the Prime Minister on allocation of the 2014 budget for the Vietnam Social Security): 750 billion VND.

3. Expenditure for activities to develop information technology applications: 17.5 billion VND.

Article 2. Implementation

1. The General Director of the Vietnam Social Security:

a) Shall be responsible for directing and organizing the synchronous implementation of all activities under the Plan on Application of Information Technology; managing and using funds in accordance with their intended purposes, effectively, and in compliance with legal regulations on public procurement;

b) Shall implement investment through procurement, project, or leasing of information technology services, depending on the specific content of the Plan; in cases exceeding authority, report to the Prime Minister for consideration and decision;

c) Publicize information technology application projects on the websites of the Vietnam Social Security provincial branches and on the website of the Vietnam Social Security;

d) Regularly report to the Management Board of the Vietnam Social Security on the progress and results of implementing activities under the Plan.

2. The Management Board of the Vietnam Social Security shall assist the Prime Minister in directing and supervising the implementation of the Plan on Application of Information Technology in the operations of the Social Insurance sector for the period 2012-2015 to ensure its implementation according to schedule and relevant State regulations.

Article 3.This Decision takes effect from the date of signing.

Article 4. The Chairman of the Management Board of the Vietnam Social Security, the General Director of the Vietnam Social Security, and the Heads of related agencies are responsible for enforcing this Decision./
