DECREE OF THE GOVERNMENT

Regarding the establishment of Phuc Yen city and Tam Dao district,Vinh Phuc province

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Vinh Phuc Province,

DECREE:

Article 1. Now, adjust the administrative boundaries of Me Linh district to establish Phuc Yen city, adjust the administrative boundaries of Lap Thach, Tam Duong, Binh Xuyen districts, and Vinh Yen city to establish Tam Dao district, Vinh Phuc province as follows:

1. Establish Phuc Yen city based on the entire natural area and population of Phuc Yen town, Xuan Hoa town, and the communes Phuc Thang, Tien Chau, Nam Nham, Cao Minh, Ngoc Than belonging to Me Linh district.

Phuc Yen city has 12,029.55 hectares of natural area and 82,730 inhabitants.

Administrative boundary of Phuc Yen city: East borders Hanoi city; West borders Binh Xuyen district; South borders Me Linh district; North borders Thai Nguyen province.

2. Establish wards under Phuc Yen city:

a) Establish Hung Vuong ward based on 65.20 hectares of natural area and 7,430 inhabitants of Phuc Yen town; 93.40 hectares of natural area and 1,911 inhabitants of Phuc Thang commune.

Hung Vuong ward has 158.60 hectares of natural area and 9,341 inhabitants.

Administrative boundary of Hung Vuong ward: East borders Phuc Thang ward; West borders Tien Chau commune; South borders Me Linh district; North borders Trung Trac ward.

b) Establish Trung Trac ward based on 97.24 hectares of natural area and 8,168 inhabitants of Phuc Yen town.

Administrative boundary of Trung Trac ward: East borders Phuc Thang ward; West borders Tien Chau commune; South borders Hung Vuong ward; North borders Trung Nhi and Phuc Thang wards.

c) Establish Trung Nhi ward based on 169.04 hectares of natural area and 6,934 inhabitants of Phuc Yen town.

Administrative boundary of Trung Nhi ward: East borders Phuc Thang ward; West borders Tien Chau commune; South borders Trung Trac ward; North borders Nam Nham and Tien Chau communes.

d) Establish Phuc Thang ward based on the entire 637.29 hectares of natural area and 8,261 remaining inhabitants of Phuc Thang commune.

Administrative boundary of Phuc Thang ward: East borders Hanoi city; West borders Hung Vuong, Trung Trac, and Trung Nhi wards; South borders Me Linh district; North borders Nam Nham commune.

e) Establish Xuan Hoa ward based on the entire natural area and population of Xuan Hoa town.

Xuan Hoa ward has 763.66 hectares of natural area and 17,333 inhabitants.

Administrative boundary of Xuan Hoa ward: East borders Hanoi city; West borders Cao Minh commune; South borders Nam Nham and Hanoi city communes; North borders Ngoc Than commune.

After adjusting the administrative boundaries to establish Phuc Yen city and the wards:

- Phuc Yen city has 12,029.55 hectares of natural area and 82,730 inhabitants, with 9 subordinate administrative units including Hung Vuong, Trung Trac, Trung Nhi, Phuc Thang, Xuan Hoa wards and the communes Tien Chau, Nam Nham, Cao Minh, Ngoc Than.

- Me Linh district retains 14,095.74 hectares of natural area and 174,782 inhabitants, with 17 subordinate administrative units including the communes Quang Minh, Thach Da, Tien Thang, Tu Lap, Thanh Lam, Tam Dong, Lien Mac, Van Yen, Dai Thinh, Chu Phan, Tien Thinh, Me Linh, Van Khe, Hoang Kim, Tien Phong, Trang Viet, Kim Hoa.

3. Establish Tam Dao district based on the entire natural area and population of the communes Dao Tru, Bo Ly, Yen Duong belonging to Lap Thach district; the communes Dai Ding, Tam Quan, Ho Son, Hop Chau belonging to Tam Duong district; Minh Quang commune belonging to Binh Xuyen district, and Tam Dao town belonging to Vinh Yen city.

Tam Dao district has 23,641.60 hectares of natural area and 65,912 inhabitants, with 9 subordinate administrative units including Dao Tru, Bo Ly, Yen Duong, Dai Ding, Tam Quan, Ho Son, Hop Chau, Minh Quang communes and Tam Dao town.

Administrative boundary of Tam Dao district: East borders Binh Xuyen district and Thai Nguyen province; West borders Lap Thach and Tam Duong districts; South borders Tam Duong and Binh Xuyen districts; North borders Thai Nguyen and Tuyen Quang provinces.

After adjusting the administrative boundaries to establish Tam Dao district:

- Lap Thach district retains 32,307.17 hectares of natural area and 207,326 inhabitants, with 36 subordinate administrative units including the communes Tu Yen, Dinh Chu, Ngoc My, Tien Lu, Bac Binh, Cao Phong, Tu Du, Lien Son, Dong Thinh, Yen Thach, Van Truc, Don Nhan, Quang Yen, Tam Son, Hai Luu, Nhu Thuy, Dong Ich, Son Dong, Duc Bac, Lien Hoa, Xuan Loi, Tan Lap, Nhao Son, Thai Hoa, Nhan Dao, Van Quan, Trieu De, Quang Son, Bach Luu, Ban Gian, Lang Cong, Dong Que, Phuong Khoan, Xuan Hoa, Hop Ly communes and Laph Thach town.

- Tam Duong district retains 10,713.65 hectares of natural area and 92,624 inhabitants, with 13 subordinate administrative units including the communes Van Hoi, Dong Tinh, Hoang Hoa, Duy Phien, An Hoa, Dao Tu, Hoang Lau, Huong Dao, Kim Long, Hoang Dan, Hop Thinh, Thanh Van communes and Hop Hoa town.

- Binh Xuyen district retains 14,510.74 hectares of natural area and 103,160 inhabitants, with 13 subordinate administrative units including the communes Trung My, Ba Hien, Gia Khanh, Thien Kec, Tam Hop, Tan Phong, Phu Xuan, Thanh Lang, Dao Duc, Son Loi, Huong Son, Quat Luu communes and Huong Canh town.

- Vinh Yen city retains 4,983.47 hectares of natural area and 76,523 inhabitants, with 9 subordinate administrative units including Ngo Quyen, Lien Bao, Dong Da, Tich Son, Hoi Hop, Dong Tam wards and Khai Quang, Dinh Trung, Thanh Tru communes.

This Decree shall take effect fifteen days after its publication in the Official Gazette.
