Based on Decision No. 59/2003/QĐ-BBCVT dated March 21, 2003 regarding the establishment of the Historical-Traditional Council of the Ministry of Posts and Telecommunications;

ACTIVITIES OF THE HISTORICAL-TRADITIONAL COUNCIL OF THE POSTAL AND TELECOMMUNICATIONS MINISTRY

PART I
FUNCTIONS AND TASKS OF THE COUNCIL, TASKS OF THE COUNCIL LEADERSHIP AND MEMBERS
Article 1:The Historical-Traditional Council of the Ministry of Posts and Telecommunications (hereinafter referred to as the Council) has the function of advising and coordinating on historical and traditional work throughout the industry according to the policy of the leadership and the Ministry and the Party Committee of the Ministry of Posts and Telecommunications.
Article 2:The Council has the following tasks:
1. Proposing strategic issues concerning museums and disseminating new technology and service information in the fields of posts, telecommunications, and information technology.
2. Resolving the overall program, planning, and annual plan on historical and traditional work of the Ministry and postal and telecommunications enterprises and information technology enterprises.
3. Resolving policies and projects for building museums, monuments, grand paintings, and historical sites at the sectoral level, serving as a basis for investment decisions.
4. Resolving projects and contents for compiling the history of the postal and telecommunications sector nationwide.
5. Resolving objectives, directions, and contents of traditional education work within the sector's units, organizing and directing the effective exploitation of existing historical and traditional material resources to serve traditional education for officials and employees in the sector and promoting the sector's historical and traditional heritage to society.
6. Resolving programs and plans for activities with historical and traditional characteristics such as commemorative activities on holidays and traditional days, history quizzes, film and photo competitions, and other cultural activities within the sector.
7. Reviewing resolutions of the Council and recommending competent authorities to reward or discipline collectives and individuals with outstanding achievements or violations of regulations on historical and traditional activities.
Article 3:Tasks of the Council Leadership and Members;
The Chairman of the Council is assumed by the Minister of Posts and Telecommunications: general responsibility.
The First Vice-Chairman of the Council is assumed by the Deputy Minister in charge of day-to-day operations, appointed by the Chairman of the Council to lead all aspects of the Council's activities; directing the development and approval of the overall program, planning, and annual plans on historical and traditional work and museums within the sector; directly directing the compilation of the sector's history.
The Vice-Chairman of the Council is assumed by the Chairman of the Board of Management of Vietnam Post and Telecommunications Corporation, directing and approving projects for constructing museums, monuments, and historical sites; directing the mobilization and utilization of funds from Vietnam Post and Telecommunications Corporation for activities related to historical and traditional work within the sector. Directing historical and traditional work within Vietnam Post and Telecommunications Corporation.
The Vice-Chairman of the Council is assumed by the Chairman of the Vietnam Post Union, directing activities related to propaganda and education on tradition and other historical and traditional activities such as traditional knowledge quizzes, commemorative activities, film and photography works on historical and traditional themes; mobilizing funds contributed by officials and employees within the sector for historical and traditional activities. Directing historical and traditional work within the Vietnam Post Union.
Standing Member of the Council is assumed by the Head of the Office of the Ministry of Posts and Telecommunications, assisting the Chairman and the First Vice-Chairman of the Council in directing the Council's comprehensive work; directing the preparation of content for Council meetings, including extraordinary meetings; guiding, urging, and inspecting the implementation of Council resolutions.
Council Members:
- Council Members who are Directors of the Personnel and Organization Department and the Legal Affairs Department cooperate with the Standing Member of the Council to follow up on the implementation of common programs on tradition and museums.
- Council Members who are Heads of the Office of Vietnam Post and Telecommunications Corporation, the Chairman of the Commendation and Tradition Department, and the Chairman of the Finance and Labor Relations Department of Vietnam Post and Telecommunications Corporation assist the Vice-Chairman of the Council - Chairman of the Board of Management of Vietnam Post and Telecommunications Corporation in directing historical and traditional work and the execution of construction projects in the field of historical and traditional work and museums; cooperating with the Standing Member to prepare meeting content.
- Council Members who are Heads of the Office and the Chairman of the Commendation and Propaganda Department of the Vietnam Post Union assist the Vice-Chairman of the Council - Chairman of the Vietnam Post Union in following up on the propaganda and education program on tradition and cooperating with the Standing Member to prepare meeting content.
- Council Member who is the Director of Hanoi Post Office is responsible for the historical and traditional program in the northern region.
- The Council member is the Director of Ho Chi Minh City Post: responsible for the historical tradition program of the Southern region cluster; overseeing and directing the collection of materials to establish a branch museum in Ho Chi Minh City.
- The Council member is the Director of Da Nang Post: responsible for overseeing the historical tradition program of the Central region cluster.
- The Council secretary is the Head of the Department of Commendation and Historical Tradition under the Ministry of Posts and Telecommunications Office: compiling draft reports, developing the Council's work programs.
Chapter II
||| MODE OF OPERATION OF THE COUNCIL
Article 4: The Council operates on the principle of democratic discussion and majority voting; in cases where opinions differ and votes are tied, the decision is made according to the opinion of the Chairman of the Council.
Article 5: The Council convenes once a year to review the implementation of resolutions from the previous session, discuss and resolve on the activities related to History-Tradition of the Industry for the following period. In case of necessity, extraordinary meetings can be convened at the call of the Chairman of the Council. The Head of the Trade Union's Competition and Tradition Committee of Vietnam Post, and members responsible for each cluster have the duty to report to the Council's Standing Body quarterly on the results of historical and traditional work of the Corporation, the Trade Union, and each cluster.
Article 6: Resolutions of the Council's sessions serve as the basis for all agencies, units, and enterprises within the Industry to implement activities related to History-Tradition.
Article 7: The Chairman, First Deputy Chairman, and Standing Members may use the seal of the Ministry according to their professional titles to manage the Council's activities.
Article 8: Council members utilize their professional support staff to carry out tasks assigned by the Chairman of the Council.
Chapter III
IMPLEMENTING PROVISIONS
Article 9:This Regulation serves as the basis for the Council's activities. All previous regulations that conflict with this Regulation are hereby abolished.
Any amendments or supplements to this Regulation shall be proposed by the Council.
