Pursuant to the Strategy for Socio-Economic Development 2011-2020;
Pursuant to Decision No. 449/QĐ-TTg dated March 12, 2013 of the Prime Minister approving the Ethnic Group Work Strategy until 2020;
Considering the proposal of the Minister, Chairman of the Committee for Ethnic Minorities, and the Minister of Planning and Investment,
DECISION:
Article 1. Approves certain indicators for implementing Millennium Development Goals for ethnic minorities in conjunction with Sustainable Development Goals after 2015, including the following contents:
I. OBJECTIVES
1. General Objective
Identifying certain indicators to focus on integrating and prioritizing resource allocation to strive towards achieving Millennium Development Goals for ethnic minorities as a basis for moving towards Sustainable Development Goals after 2015, contributing to comprehensive socio-economic development, rapid and sustainable poverty reduction, narrowing the development gap between ethnic groups and regions.

II. TIMEFRAME AND TARGET GROUPS
1. Implementation period: From 2016 to 2020, with a perspective to 2025.
2. Target group: Ethnic minorities, with priority given to ethnic minorities in difficult areas.
III. SOLUTIONS
1. Incorporating Millennium Development Goals for ethnic minorities into national five-year socio-economic development strategies and plans for the 2016-2020 period, and those of each ministry, sector, and locality; enhancing inter-sectoral coordination from central to local levels to implement Millennium Development Goals for ethnic minorities.
2. Mobilizing and concentrating investment resources to support the completion of Millennium Development Goals as a basis for some Sustainable Development Goals for ethnic minorities after 2015.
a) Integrating and allocating sufficient funds and gradually increasing reasonable budget spending for related programs and policies, with a focus on poverty reduction, social security, healthcare, education, and training to contribute to the implementation and sustainable maintenance of Millennium Development Goals for ethnic minorities, especially in difficult areas and particularly difficult regions;
b) Strengthening the participation of the public, community organizations, and international organizations in providing technical and financial support. Establishing mechanisms for these organizations to participate actively and effectively;
c) Developing mechanisms, policies, principles, and criteria for mobilizing resources from the state budget to prioritize the implementation of Millennium Development Goals for ethnic minorities.
3. Improving policy control mechanisms from central to local levels; promoting decentralization to grassroots authorities; enhancing public participation in the formulation and implementation of poverty reduction, social security, and socio-economic development policies in ethnic minority and mountainous regions.
4. Promoting communication activities that are culturally and linguistically appropriate to raise awareness and change behaviors among ethnic minorities regarding gender equality, hygiene, environment, health care, HIV/AIDS prevention, infectious disease control, cultural development, education, and sustainable poverty reduction.
5. Strengthening international cooperation, mobilizing ODA funds, and technical assistance from countries, development partners, and international organizations to promote the completion of Millennium Development Goals for ethnic minorities and the achievement of Sustainable Development Goals after 2015.
6. Establishing effective monitoring, evaluation, and supervision mechanisms and clearly defining the responsibilities of relevant parties.
IV. IMPLEMENTATION
1. The National Ethnic Committee
a) As the permanent agency responsible for assisting the Government in managing, supervising, guiding, and inspecting the implementation of Millennium Development Goals in ethnic minority areas;
b) Cooperating with the Ministry of Planning and Investment to integrate and concretize Millennium Development Goal indicators in ethnic minority areas into policies, programs, and projects; effectively implementing policies to achieve set targets;
c) Studying and proposing principles and criteria for prioritizing state budget investment and support for ethnic minority areas, linking the implementation of goals outlined in this Decision with specific responsibilities of ministries, central agencies, provincial People's Committees, and relevant parties, and reporting to the Prime Minister for decision.
d) Perform the task of reviewing programs, projects, and policies to be implemented in ethnic minority and mountainous regions to ensure that these programs, projects, and policies have specific contributions and measurable effectiveness for the region and ethnic minorities before submitting them to the Prime Minister;
đ) Take the lead and coordinate with relevant ministries and sectors to urge implementation, inspect, evaluate, conduct mid-term reviews, and final summaries; compile and report to the Prime Minister.
2. Ministry of Planning and Investment
a) Elaborate on certain indicators of the Millennium Development Goals for ethnic minorities in the national socio-economic development plan for five years and annually. Guide the integration of reporting, monitoring, and evaluating the implementation of these indicators in the annual and five-year socio-economic development plans of provinces and centrally-administered cities and the annual and five-year plans of relevant ministries and sectors.
b) Coordinate with ministries, sectors, and localities to integrate reporting and evaluating the implementation of indicators for ethnic minorities during the process of building and perfecting the monitoring and evaluation framework for the annual and five-year socio-economic development plans.
c) Mobilize and prioritize resources for related policies, programs, and projects to achieve the Millennium Development Goals for ethnic minorities. 3. The Ministry of Finance shall allocate sufficient capital for related policies, programs, and projects to achieve the Millennium Development Goals for ethnic minorities.
b) Inspecting, detecting, and handling administrative violations concerning the environment in the health sector and food safety in production, business, transportation of foodstuffs, medicines, and health supplements;
a) Elaborate on the indicators and Millennium Development Goals for ethnic minorities in strategies, planning, policies, programs, projects, and development plans of the sector under its management;
b) Take the lead and coordinate with the National Ethnic Minorities Committee and relevant ministries and sectors to implement programs, policies, and projects within the sector's jurisdiction to achieve the indicators and Millennium Development Goals for ethnic minorities;
c) Implement the integration of monitoring and evaluating the implementation of indicators and Millennium Development Goals for ethnic minorities within the sector's jurisdiction; compile and report according to regulations.
5. The Ministry of Education and Training
a) Incorporate the indicators and Millennium Development Goals for ethnic minorities into strategies, planning, policies, programs, projects, and development plans of the sector under its management;
b) Take the lead and coordinate with the National Ethnic Minorities Committee and relevant ministries and sectors to implement programs, policies, and projects within the sector's jurisdiction to achieve the indicators and Millennium Development Goals for ethnic minorities;
c) Implement the integration of monitoring and evaluating the implementation of Millennium Development Goals for ethnic minorities within the sector's jurisdiction; compile and report according to regulations.
6. Relevant Ministries and Sectors
a) Based on the goals and indicators determined in this Decision, incorporate them into the strategies, policies, programs, projects, and development plans of the sector and organize their implementation to contribute to achieving the indicators and Millennium Development Goals for ethnic minorities;
b) Implement the integration of monitoring and evaluating the implementation of Millennium Development Goals for ethnic minorities within the sector's jurisdiction; compile and report according to regulations.
7. People's Committees of Provinces and Centrally-Administered Cities
a) On the basis of the indicators and Millennium Development Goals for ethnic minorities in this Decision and relevant ministries and sectors, determine specific targets and indicators suitable for the locality's conditions in the five-year and annual socio-economic development plans to strive for achievement each year and throughout the period;
b) Implement the goals of this Decision through specific tasks and solutions appropriate to the locality's resource capacity and conditions; integrate existing policies to focus on prioritizing the implementation of Millennium Development Goals for ethnic minorities;
c) Implement the integration of reporting, monitoring, and evaluating the implementation of Millennium Development Goals for ethnic minorities in the annual and five-year socio-economic development plans; submit reports according to regulations;
d) Annually compile and report to the National Ethnic Minorities Committee the results of implementation for consolidation and submission to the Prime Minister.
8. Request the Vietnam Fatherland Front Central Committee and social organizations to participate in activities aimed at achieving the Millennium Development Goals for ethnic minorities.
Article 2. This Decision shall take effect from the date of signing.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
