Based on the Law on the Organization of the Government dated December 25, 2001;
Pursuant to the Law on Prevention and Control of Narcotics dated December 9, 2000;
Considering the proposal of the Minister of Public Security (Circular No. 514/BCA(C11) dated March 27, 2007) and the Minister of Planning and Investment (Circular No. 2353/BKH-TĐ&GSĐT dated April 9, 2007),
DECISION:
Article 1. Approves the National Target Program on Prevention and Control of Narcotics until 2010 with the following main contents:
1. Objectives of the program:
a) General Objective:
- Enhance awareness and responsibility of sectors, levels, and all strata of the people regarding the work of combating narcotics and the harms of drug-related vices to self-prevent and control, thereby reducing drug-related vices in social life;
- Combat to reduce drug crimes and sources of narcotic substances;
- Contain and reduce the number of drug addicts;
- Gradually push back and eliminate drug-related vices from social life, creating a healthy environment for economic and social development, ensuring national security, maintaining public order and safety for peaceful and happy lives of the people.
b) Specific objectives by 2010:
- Reduce the number of drug addicts by 20 to 30% compared to 2005, controlling the rate of drug addicts below 0.1% of the population; contain the growth rate of new drug addicts, reduce the rate of relapse; 100% of communes, wards, towns, and residential areas commit to building healthy communes, wards, towns, and residential areas free from drug-related vices, striving for 60% of the country's communes, wards, and towns to be free from drug-related vices by 2010;
- Effectively prevent the flow of narcotics from foreign countries into Vietnam; eradicate basic organizations, networks, and gathering points for producing, buying, selling, transporting, storing, and using narcotics illegally; increase the detection, investigation, and arrest rates of drug criminals in border areas;
- Eradicate basic and sustainably the planting and replanting of drug-producing plants;
- Strengthen supervision and management over the circulation and use of precursor chemicals, addictive substances, and psychotropic substances.
2. Implementation measures of the program:
a) Improving the legal system and mechanisms/policies:
- Develop and improve the legal system and mechanisms/policies on prevention and control of narcotics, particularly policies on socializing drug rehabilitation work, organizing vocational training, and job placement for post-rehabilitation drug users;
- Study and propose the Government to submit to the National Assembly for amendments and supplements to the Criminal Code (section on drug-related offenses), the Law on Prevention and Control of Narcotics; submit to the Standing Committee of the National Assembly for amendments and supplements to the Ordinance on Administrative Violation Handling; submit to the Government and the Prime Minister for amendments and supplements to and issuance of new normative legal documents on prevention and control of narcotics, focusing on the field of socializing drug prevention and control work;
- Study and issue new or amend and supplement policies for those who have outstanding achievements in drug prevention and control work and those directly involved in fighting drug-related offenses who were killed, injured, infected with HIV/AIDS, or suffered property losses; encourage organizations, individuals, units, and enterprises to participate in drug rehabilitation work, receiving and organizing vocational training and job placement for post-rehabilitation drug users.
b) Enhancing capacity for prevention and control of narcotics:
- Strengthen the capacity of forces engaged in prevention and control of narcotics to perform tasks:
+ State management of prevention and control of narcotics;
+ Combating drug-related offenses;
+ Drug rehabilitation, vocational training, and job placement for post-rehabilitation drug users, preventing relapse;
+ Eradicating the planting and replanting of drug-producing plants.
- Enhance and improve the quality of training and professional development for specialized staff in combating drug-related offenses in the Police Force, Customs, Border Guard, and Coast Guard; train and develop professional skills for staff engaged in drug rehabilitation work.
c) Improving organization for prevention and control of narcotics:
- Mobilize the comprehensive strength of the entire political system in drug prevention and control work:
+ Issue specific regulations on the responsibilities of heads at all levels of Party committees, governments, and each cadre and party member in drug prevention and control work; emphasize the role and responsibility of heads of agencies, organizations, enterprises, units, and schools in drug prevention and control work;
+ Enhance the leadership and guidance of People's Committees at all levels in implementing measures to prevent and control narcotics in their localities.
- Improve and enhance the operational capacity of the National Steering Committee and the Anti-AIDS and Anti-Narcotics and Prostitution Steering Committee from central to local levels.
- Adequately allocate specialized forces for prevention and control of narcotics at provincial, district, commune levels, first and foremost in key drug areas.
- Standardize organizational structure and staffing at Social Rehabilitation Centers.
d) Socializing drug prevention and control work:
- Recognize drug prevention and control as a key political task in the strategy for economic and social development of ministries, sectors, People's Committees at all levels, and agencies, organizations, and enterprises to focus on directing efforts to prevent, detect, and thoroughly handle drug-related vices;
- Diversify forms of drug rehabilitation, recovery, vocational training, and job placement for post-rehabilitation drug users, focusing on family-based, community-based, and private drug rehabilitation forms to mobilize resources to participate in drug rehabilitation, recovery, and job placement for post-rehabilitation drug users, preventing relapse.
đ) International cooperation in drug prevention and control:
- Strengthen cooperation with international organizations, countries in the region, and worldwide, especially neighboring countries, to proactively prevent, detect, and effectively stop the illegal transportation of narcotics from abroad into Vietnam;
- Enhance international cooperation in drug prevention and control through research, surveys, experience exchange, and learning activities.
- Implement international conventions on drug control, bilateral and multilateral agreements and arrangements on cooperation in preventing and combating drugs to which Vietnam has acceded or participated;
- Organize conferences and seminars to mobilize financial support from countries and international organizations for Vietnam's efforts in preventing and combating drugs;
- Study the continued signing of agreements on preventing and combating drugs with countries in the region and around the world.
3. Projects of the program:
a) Project 1: Propaganda and Education on Preventing and Combating Drugs
- Tasks (summary): Enhance the quality of information dissemination, propaganda, and education on preventing and combating drugs among agencies, organizations, and various social strata in residential areas to promote the initiative and proactiveness of agencies, organizations, and each individual in the work of preventing and combating drugs.
- Lead agency: Ministry of Information and Communications.
- Coordinating agencies: Ministry of Culture, Sports and Tourism, relevant ministries, sectors, and localities.
b) Project 2: Strengthening Capacity for Struggling Against Drug-related Crimes
- Tasks (summary): Enhance the capacity of specialized forces responsible for preventing and combating drug-related crimes under the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Finance.
+ Sub-project 1: Strengthening the capacity for struggling against drug-related crimes of the Ministry of Public Security.

c) Project 3: Enhancing the Effectiveness of Drug Rehabilitation Work, Post-Rehabilitation Management, and Research, Evaluation, Application, and Assessment of Medicines and Medical Methods in Treatment and Functional Recovery for Drug Addicts
- Tasks (summary): Enhance the capacity and effectiveness of rehabilitation work, post-rehabilitation management, vocational training, and job placement for former drug addicts; research and apply medicinal treatments and medical methods for functional recovery of drug addicts. Encourage and facilitate private models, units, and enterprises in providing rehabilitation, vocational training, and job placement for former drug addicts.
+ Sub-project 1: Enhancing the capacity and effectiveness of drug rehabilitation work, organizing vocational training, and job placement for former drug addicts.
- Lead agency: Ministry of Labor, Invalids and Social Affairs.
- Coordinating agencies: Ministry of Public Security, Ministry of Health, Ministry of National Defense, relevant ministries, sectors, and localities.
+ Sub-project 2: Research, evaluation, application, and assessment of medicines and medical methods in treatment and functional recovery for drug addicts.

d) Project 4: Preventing and Combating Drugs in Schools
- Tasks (summary): Develop programs, materials, and learning resources for drug prevention and education for different levels and types of education; implement drug prevention and education in all levels and types of schools; strengthen drug prevention education in extracurricular activities; develop programs and plans to disseminate drug prevention education through media and propaganda.
- Lead agency: Ministry of Education and Training.
- Coordinating agencies: Ministry of Public Security, Ministry of Labor, Invalids and Social Affairs, Ministry of Health, relevant ministries, sectors, and localities.
đ) Project 5: Strengthening Management and Control of Precursors
- Tasks (summary): Strengthen management and strict control over import, export, transportation of drugs, precursors, addictive substances, and psychotropic substances; production, distribution, purchase, sale, and use of precursors.
- Lead agency: Ministry of Industry and Trade.
- Coordinating agencies: Ministry of Health, Ministry of Public Security, relevant ministries, sectors, and localities.
e) Project 6: Building Drug-Free Communes, Wards, Towns, and Residential Areas
- Tasks (summary): Develop plans to implement the content of "Building drug-free communes, wards, towns, and residential areas" in conjunction with the movement "All people united to build a civilized life in residential areas." Promote mass movements to detect, report drug users, possessors, buyers, and transporters; expand models such as solidarity groups, family associations, self-governing neighborhoods, and drug-free families and clans.
- Lead agency: Central Committee of the Vietnam Fatherland Front.
- Coordinating agencies: Ministry of Public Security, Ministry of Labor, Invalids and Social Affairs, relevant ministries, sectors, and localities.
g) Project 7: Eradicating the Cultivation and Replanting of Drug-producing Plants
- Tasks (summary): Organize the dissemination of legal education, Party policies, and State guidelines on drug prevention and control to mobilize the people not to plant or replant drug-producing plants. Organize inspections to promptly dismantle areas where drug-producing plants are planted or replanted. Enhance the capacity of staff involved in eliminating drug-producing plants, restructuring crop and livestock structures in regions that have ceased planting and replanting such plants. Timely reward those who effectively eliminate drug-producing plants and strictly handle intentional violations.
- Leading agency: Ministry of Agriculture and Rural Development.
- Coordinating agencies: Committee for Ethnic Minorities, relevant Ministries and localities.
h) Project 8: Collecting, managing a system of data and processing information on the situation of drugs in drug prevention and control work.
- Tasks (summary): Survey, investigate, and statistically manage data; implement reporting systems on drug addiction, drug-related crimes, investigations and trials of drug-related crimes, export, import, transit, management, and use of precursor chemicals, addictive substances, psychotropic substances; planting and replanting drug-producing plants, eradication and replacement of drug-producing plants; build an information network on drug prevention and control and related issues.
- Leading agency: Ministry of Public Security.
- Coordinating agencies: Ministry of Labor, Invalids and Social Affairs, Ministry of Health, Ministry of Defense, Supreme People's Procuracy, Supreme People's Court, relevant Ministries and localities.
i) Project 9: Strengthen international cooperation in drug prevention and control.
- Tasks (summary): Strengthen international cooperation to prevent drugs from being smuggled into Vietnam from outside; establish mechanisms for exchanging information and communication with some countries to enhance cooperation in drug prevention and control, call for and mobilize international community support and funding for drug prevention and control work in Vietnam; participate in regional and global activities on drug prevention and control.
- Leading agency: Ministry of Public Security.
- Coordinating agencies: Ministry of Foreign Affairs, Ministry of Labor, Invalids and Social Affairs, Ministry of Health, Ministry of Defense, relevant Ministries and localities.
4. Sources of funds for implementation:
- State budget: including investment capital for basic construction and operating expenses;
- Official Development Assistance (ODA) and other sources of international aid;
- Other lawful sources of funds.
The total financial requirement for implementing the National Target Program on Drug Prevention and Control until 2010 is determined based on the projects and programs established and approved by the leading agencies according to their authority and the regular management costs of the program.
5. Organization of program implementation:
a) Directing the implementation of the program:
- The National Steering Committee for AIDS and Drug Prevention and Control is responsible for inspecting and urging the implementation of the National Target Program on Drug Prevention and Control; directing the coordination of this program with the National Target Program on the Prevention and Control of Certain Social Diseases and Dangerous Epidemics and HIV/AIDS during 2006-2010 and the Inter-sectoral Coordination Program on the Prevention and Control of Prostitution during 2006-2010.
- Establish a National Steering Board for the Drug Prevention and Control Program headed by the Minister of Public Security, with leaders from relevant Ministries and organizations participating as members to directly direct the implementation of tasks assigned according to their functions.
- The National Steering Board will guide the agencies and units responsible for the projects and sub-projects in building, reviewing, submitting for approval according to their authority and regulations.
- The mechanism for managing and directing the National Target Program on Drug Prevention and Control until 2010 shall be implemented in accordance with the regulations on managing and directing national target programs and current regulations.
b) Allocation of management and organization of program implementation:
- The Ministry of Public Security is the focal point for managing the National Target Program on Drug Prevention and Control until 2010, responsible for inspecting and urging the implementation of the program, reporting on the results of the program's implementation. Lead in building, reviewing, approving, and organizing the implementation of specific projects and programs assigned within the program according to its authority and functions.
- Annually, coordinate with relevant Ministries to develop plans on objectives, tasks, financial needs, and proposals for implementing the Program; lead and coordinate with relevant agencies to build mechanisms, policies, urge, inspect, evaluate the implementation of the National Target Program on Drug Prevention and Control until 2010 by relevant Ministries, sectors, and localities, and report to the Prime Minister.
Lead and coordinate with members of the National Steering Board to guide Ministries, mass organizations in building projects and programs for review and approval according to regulations, ensuring consistency between projects and the National Target Program.
- Relevant Ministries and agencies responsible for projects and programs must build, review, approve, and implement according to current regulations; bear responsibility before the Government and the Prime Minister for the results of the assigned projects and programs; regularly report to the Ministry of Public Security on the results of implementation for consolidated reports to the Prime Minister.
- The Ministry of Planning and Investment leads and coordinates with the Ministry of Finance to allocate resources for the program, coordinating with relevant Ministries and organizations to build mechanisms, policies, and manage the implementation of the program; at the same time, develop mechanisms and policies to mobilize resources to implement the program.
- The Ministry of Finance shall coordinate with the Ministry of Planning and Investment to allocate the budget for ministries, sectors, and localities to implement the projects and programs under this program in accordance with the State Budget Law; take the lead and coordinate with relevant ministries, sectors, and agencies to guide the expenditure content and expenditure standards for projects and programs under the National Target Program on Drug Prevention and Control until 2010; compile and settle the program's expenses, and regularly report to the Prime Minister.
- Provincial People's Committees directly under the Central Government shall be responsible for:
+ Uniformly managing resources, directing, and organizing the implementation of the program's objectives and tasks; integrating and coordinating with other programs, resources, and projects managed by the locality to avoid overlap; organizing the mobilization of local resources to supplement the implementation of this program.
+ Assigning and decentralizing responsibilities at each level and among departments and sectors at the same level in implementing the program based on the principle of enhancing decentralization and emphasizing responsibility at the grassroots level.
+ Directing the effective integration of programs and projects within their jurisdiction; regularly inspecting and supervising the management and implementation of the program, and adhering to annual reporting procedures.
+ The Steering Committee for HIV/AIDS Prevention and Control and Drug and Prostitution Prevention shall assist the Chairpersons of Provincial People's Committees directly under the Central Government in monitoring, urging, and inspecting the implementation of the National Target Program on Drug Prevention and Control until 2010, effectively integrating it with programs on HIV/AIDS prevention and control and prostitution prevention.
- Request the Vietnam Fatherland Front Central Committee and its member organizations participating in the implementation of the National Target Program on Drug Prevention and Control until 2010 to continue effectively carrying out the movement "Building Healthy Villages and Wards Free from Drug Evils," evaluating successful models for replication.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 3. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
