CIRCULAR

Regulations on code numbers, occupational standards; salary grading, promotion of occupational ranks for vocational education professionals

 

Circular No. 07/2023/TT-BLDTBXH dated August 28, 2023, issued by the Minister of Labor, Invalids and Social Affairs, stipulates code numbers, occupational standards; salary grading, promotion of occupational ranks for vocational education professionals, to take effect from October 15, 2023, amended and supplemented by:

Circular No. 10/2024/TT-BLDTBXH dated October 25, 2024, issued by the Minister of Labor, Invalids and Social Affairs, amending and supplementing certain articles of Circular No. 07/2023/TT-BLDTBXH dated August 28, 2023, issued by the Minister of Labor, Invalids and Social Affairs, stipulating code numbers, occupational standards; salary grading, promotion of occupational ranks for vocational education professionals, to take effect from December 10, 2024.

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Public Service Staff Law dated November 25, 2019;

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

Pursuant to Decree No. 17/2013/NĐ-CP dated February 19, 2013, of the Government, amending and supplementing some articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004, of the Government, on the wage system for cadres, civil servants, public officials, and armed forces;

Based on the proposal of the Director of the Cadre and Civil Servant Department;

Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019, of the Government detailing certain provisions and measures to implement the Law on Vocational Education;

Based on Decree No. 62/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Based on the proposal of the Director General of the General Department of Vocational Education;

The Minister of Labor, Invalids and Social Affairs issues this Circularetermining on code numbers, occupational standards; salary grading, promotion of occupational ranks for vocational education professionals.[1]

Cfragrance I. GENERAL PROVISIONS

 

Article 1. Scope of Regulation and Applicability

1.[2] This Circular stipulates code numbers, occupational standards; salary grading; criteria, conditions for examination promotion of occupational ranks to Level II and Level I for teaching staff at public vocational education institutions (hereinafter referred to as public vocational education institutions) and other related organizations and individuals.

2. Teaching staff who are teachers delivering secondary general education knowledge in public vocational education institutions shall apply the regulations on code numbers, occupational standards, salary re-grading, and promotion of occupational ranks for secondary school teachers issued by the Ministry of Education and Training.

3. This Circular does not apply to teaching staff who are teachers delivering teacher training programs under the management authority of the Ministry of Education and Training, teachers delivering college, intermediate, and primary level training at educational institutions under the Ministry of Public Security and the Ministry of National Defense.

Article 2. Code Numbers of Occupational Ranks for Vocational Education Professionals[3]

1. Code Numbers of the Occupational Rank of Vocational Education Lecturer

a) Senior Vocational Education Lecturer (Level I) - Code Number: V.09.02.01;

b) Principal Vocational Education Lecturer (Level II) - Code Number: V.09.02.02;

c) Theoretical Vocational Education Lecturer (Level III) - Code Number: V.09.02.03;

d) Practical Vocational Education Lecturer (Level III) - Code Number: V.09.02.04.

2. Code Numbers of the Occupational Rank of Vocational Education Teacher

a) Senior Vocational Education Teacher (Level I) - Code Number: V.09.02.05;

b) Principal Vocational Education Teacher (Level II) - Code Number: V.09.02.06;

c) Theoretical Vocational Education Teacher (Level III) - Code Number: V.09.02.07;

d) Practical Vocational Education Teacher (Level III) - Code Number: V.09.02.08;

e) Vocational Education Teacher (Level IV) - Code Number: V.09.02.09.

 Cfragrance II. OCCUPATIONAL STANDARDS FOR VOCATIONAL EDUCATION PROFESSIONALS 

 

Section 1. GENERAL STANDARDS ON PROFESSIONAL ETHICS AND CERTIFICATES FOR OCCUPATIONAL STANDARDS TRAINING

Article 3. Professional ethics standards for teaching officials in public vocational education institutions

1. Passionate about the profession, maintaining the quality, morality, honor, reputation, and conscience of a teacher; having a spirit of solidarity, sincerity, affection, and assistance to colleagues; being tolerant, exemplary, responsible, and loving towards students, trainees, learners (hereinafter referred to collectively as learners); protecting the rights and legitimate interests of learners, colleagues, and the community.

2. Diligent in work; implementing correctly the charter, regulations, and internal rules of vocational education institutions, and the industry.

3. Responsible in teaching and education, assessing the true capabilities of learners accurately; practicing thrift, combating achievement-seeking behavior, corruption, waste, and negativity.

4. Meeting other professional ethics standards for specialized education officials as stipulated in Clause 4, Article 53 of the Vocational Education Law.

Article 4. Standards regarding training certificates according to job title qualifications

Having a training certificate according to the job title qualification standards for specialized education officials.

Section 2. VOCATIONAL EDUCATION LECTURER

Article 5. Senior Vocational Education Lecturer (Grade I) - Code: V.09.02.01[4]

1. Tasks

a) Teaching theoretical courses or both theoretical and practical courses at college level, intermediate level; teaching at primary level; evaluating learning outcomes and graduation examination results of learners;

b) Leading the organization of professional activities in departments, faculties, vocational education institutions; leading the implementation of scientific and technological tasks or technical innovation initiatives at the institutional level or higher; organizing scientific consulting activities, technology transfer; writing scientific reports, exchanging experiences on vocational education domestically and internationally;

c) Leading or participating in compiling or reviewing programs, textbooks, reference books serving teaching; designing, improving, manufacturing teaching aids, educational equipment, building and managing specialized classrooms;

d) Studying, standardizing training, advanced training; interning at enterprises or professional agencies; observing classes, exchanging teaching experiences; developing the teaching staff according to the development requirements of the department, faculty, vocational education institution;

đ) Guiding learners in completing thesis projects, graduation theses, implementing scientific and technological tasks; guiding internships combined with production work; preparing learners for skill competitions at various levels;

2. Qualification requirements for education and training

a) Theoretical lecturers must have a doctoral degree; lecturers who teach both theory and practice must have a master's degree or higher and possess credentials, certificates, certifications meeting the standards for vocational skills to teach practical courses at the college level according to the professional standards of vocational educators;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Mastering in-depth knowledge about the assigned field or trade; having knowledge about related fields or trades; understanding practical aspects of the profession, recent advancements in science and technology of the assigned field or trade;

b) Mastering in-depth knowledge about pedagogical expertise, skillfully applying pedagogical techniques to teaching; capable of evaluating and summarizing teaching methods and experiences to disseminate them to other lecturers and teachers;

c) Having the ability to use foreign languages and apply information technology in performing the duties of a senior vocational education lecturer according to job position requirements;

d) Mastering research methods in educational science, vocational education, and technology; knowing how to direct and organize scientific research, applying research results, scientific and technological advancements, or technical innovations into teaching and practical aspects of the profession;

đ) Being the chief editor of one textbook or one monograph suitable for the assigned field or trade, or participating in compiling two textbooks or monographs suitable for the assigned field or trade that have been published;

e) Leading the implementation of two scientific and technological tasks at the institutional level or one task at a higher level that has been accepted with satisfactory results or being the main author of two scientific articles published in international or domestic journals (listed in the National Council of Professors' scoring directory);

g) Winning third place or higher in the National Vocational Educator Lecture Competition or the National Vocational Teacher Lecture Competition or the National Intermediate Technical School Excellent Teacher Competition (collectively referred to as the National Lecture Competition) or leading or participating in designing and manufacturing at least one teaching aid or equipment that wins third place or higher in the National Self-made Vocational Teaching Equipment Competition or the National Self-made Training Equipment Competition (collectively referred to as the National Self-made Equipment Competition) or winning third place or higher in national-level skill, science, engineering, culture, art, sports competitions (collectively referred to as other competitions) or training at least two lecturers or teachers who win awards in the National Lecture Competition or training at least two learners who win awards in other national-level competitions or equivalent;

In cases where officials do not meet one of the three standards specified in points đ, e, and g of this clause, they must achieve twice the remaining two standards.

h) A civil servant must have at least six (6) years of work experience holding the title of Senior Vocational Education Lecturer - Code V.09.02.02 or Senior Vocational Education Lecturer (Class II) - Code V.09.02.02 or Principal Lecturer - Code 15.110 or Advanced Secondary School Teacher - Code 15.112 or Principal Lecturer (Class II) - Code V.07.01.02 or equivalent positions, including at least one (1) year (twelve months) in the most recent period holding the title of Senior Vocational Education Lecturer - Code V.09.02.02 or Senior Vocational Education Lecturer (Class II) - Code V.09.02.02.

Article 6. Senior Vocational Education Lecturer (Class II) - Code: V.09.02.02[5]

1. Tasks

a) Teaching theoretical courses or both theoretical and practical courses at college level, intermediate level; teaching at primary level; evaluating learning outcomes and graduation examination results of learners;

b) Lead or participate in organizing professional activities within the department, faculty, vocational education institution; perform scientific and technological tasks or technical improvements at the institutional level or higher; organize scientific consulting activities, technology transfer; write scientific reports and exchange experiences on vocational education both domestically and internationally;

c) Lead or participate in compiling or reviewing programs, textbooks, reference materials for teaching purposes; design, improve, manufacture teaching aids and equipment; establish and manage specialized classrooms;

d) Studying, standardizing training, advanced training; interning at enterprises or professional agencies; observing classes, exchanging teaching experiences; developing the teaching staff according to the development requirements of the department, faculty, vocational education institution;

đ) Guiding learners in completing thesis projects, graduation theses, implementing scientific and technological tasks; guiding internships combined with production work; preparing learners for skill competitions at various levels;

2. Qualification requirements for education and training

a) Theoretical lecturers must hold a master's degree or higher; lecturers who teach both theory and practice must hold a bachelor's degree or equivalent qualifications, appropriate to the field and profession they teach, and possess certificates or certifications meeting the standards for vocational skills to teach practical courses at the college level according to the professional standards for vocational educators;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Possess in-depth knowledge about the assigned fields and professions; have knowledge about related fields and professions; understand practical aspects of the profession, recent advancements in science and technology, and new technologies in the assigned fields and professions;

b) Master pedagogical knowledge and skillfully apply pedagogical techniques and methods in teaching;

c) Have the ability to use foreign languages and information technology in performing the duties of a Senior Vocational Education Lecturer as required by the job position;

d) Be proficient in research methods in education and vocational education; know how to organize the implementation of scientific and technological tasks, apply research results, scientific and technological advancements, or technical improvements in teaching and practical professional activities;

đ) Serve as chief editor or participate in editing one (1) textbook or one (1) monograph or two (2) training programs or refresher courses suitable for the assigned fields and professions, which have been published;

e) Lead the implementation of one (1) scientific and technological task at the institutional level or higher that has been accepted with satisfactory results or be the main author of one (1) scientific article published in an international or domestic scientific journal (listed in the National Council of Professors' scoring system);

g) Achieve third place or higher in Provincial Vocational Educator Teaching Competition, Ministry-level Vocational Educator Teaching Competition, or Provincial Vocational Instructor Teaching Competition, or lead or participate in designing and manufacturing at least one (1) teaching aid that wins third place or higher in Provincial Self-made Teaching Equipment Competition or Provincial Self-made Training Equipment Competition, or achieve third place or higher in other provincial competitions or contests, or train at least two (2) instructors or teachers who win third place or higher in Provincial Vocational Educator Teaching Competition, or train at least two (2) students who win third place or higher in other provincial competitions or contests, or equivalent achievements;

In cases where officials do not meet one of the three standards specified in points đ, e, and g of this clause, they must achieve twice the remaining two standards.

h)||| VA civil servant must have at least nine (9) years of work experience holding the title of Theoretical Vocational Education Lecturer - Code V.09.02.03 or Theoretical Vocational Education Lecturer (Class III) - Code V.09.02.03 or Practical Vocational Education Lecturer - Code V.09.02.04 or Practical Vocational Education Lecturer (Class III) - Code V.09.02.04 or Lecturer - Code 15.111 or Secondary School Teacher - Code 15.113 or Lecturer (Class III) - Code V.07.01.03 or Secondary School Teacher (below standard) - Code 15c.207 or equivalent positions, including at least one (1) year (twelve months) in the most recent period holding the title of Theoretical Vocational Education Lecturer - Code V.09.02.03 or Theoretical Vocational Education Lecturer (Class III) - Code V.09.02.03 or Practical Vocational Education Lecturer - Code V.09.02.04 or Practical Vocational Education Lecturer (Class III) - Code V.09.02.04.

Article 7. Theoretical Vocational Education Lecturer (Class III) - Code: V.09.02.03[6]

1. Tasks

a) Teach theoretical courses at college level, intermediate level, and primary level; assess students' learning outcomes and graduation examination results;

b) Participate in specialized and vocational activities within the department, faculty, or vocational education institution; carry out scientific and technological tasks;

c) Contribute to compiling textbooks and teaching materials; provide comments on building programs, module contents, and assigned subjects; design and construct specialized classrooms; design, improve, and make educational tools and equipment for vocational training;

d) Engage in standardization training, advanced training; intern at enterprises or professional agencies; observe and exchange teaching experiences; participate in training teachers and lecturers according to the development needs of the department, faculty, or vocational education institution;

đ) Guide students in writing graduation essays and theses; carry out scientific and technological tasks; train students for skill competitions at various levels;

2. Qualification requirements for education and training

a) Hold a bachelor's degree or equivalent qualification, relevant to the field and profession being taught;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Master the knowledge of the field and profession assigned to teach; have knowledge related to other fields and professions; understand practical production and service realities of the assigned field and profession;

b) Understand the training objectives, curriculum content, safety techniques, and labor hygiene of the assigned field and profession, as well as the training plan of the vocational education institution to organize training;

c) Possess language skills and information technology application capabilities required for the role of a theoretical vocational education lecturer;

d) Effectively and safely use teaching aids and equipment; know how to apply information technology to enhance teaching effectiveness and training quality; know how to manufacture and improve teaching aids and equipment;

đ) Have basic understanding of educational research methods, vocational education, and technology; have the ability to participate in scientific and technological tasks, applying scientific and technological advancements or technical innovations to teaching;

Article 8. Practical Vocational Education Lecturer (Class III) - Code: V.09.02.04[7]

1. Tasks

a) Teach practical courses at college level, intermediate level, and primary level; assess students' learning outcomes and graduation examination results;

b) Participate in specialized and vocational activities within the department, faculty, or vocational education institution; apply scientific and technological advancements or technical innovations to teaching and professional practice;

c) Contribute to compiling textbooks and teaching materials; provide comments on building programs, module contents, and assigned subjects; design and construct specialized classrooms; design, improve, and make educational tools and equipment for vocational training;

d) Engage in standardization training, advanced training; intern at enterprises or professional agencies; observe and exchange teaching experiences; participate in training teachers and lecturers according to the development needs of the department, faculty, or vocational education institution;

đ) Guide students in writing graduation essays and theses; guide internships combined with productive work; train students for skill competitions at various levels;

2. Qualification requirements for education and training

a) Hold certificates meeting the standards for vocational skills to teach practical courses at the college level according to the professional and vocational standards for vocational education teachers;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

b) Leading professional and vocational activities within the department, faculty, or vocational education institution; leading scientific and technological tasks or technical innovation initiatives at the institutional level or higher; organizing scientific and technological advisory activities, technology transfer; writing scientific reports and exchanging vocational education experiences domestically and internationally;

c) Lead or participate in compiling or reviewing programs, textbooks, reference materials for teaching purposes; design, improve, manufacture teaching aids and equipment; establish and manage specialized classrooms;

d) Engaging in training, standardization, and advanced upgrading; practicing at enterprises or specialized agencies; observing and exchanging teaching experiences; nurturing and developing teacher teams according to the professional and vocational development requirements of the department, faculty, or vocational education institution;

đ) Guiding internships combined with production work; preparing students for occupational skill tests at various levels;

2. Qualification requirements for education and training

a) Theoretical teachers must hold a doctoral degree; teachers who teach both theoretical and practical subjects must hold a master's degree or higher and possess qualifications, certificates, or certifications meeting the standards for practical skills to teach practical subjects at the intermediate level as stipulated in the professional and vocational standards for vocational education teachers;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Possess in-depth knowledge about the assigned fields and professions; have knowledge about related fields and professions; understand practical aspects of the profession, recent advancements in science and technology, and new technologies in the assigned fields and professions;

b) Master pedagogical knowledge and skillfully apply pedagogical techniques and methods in teaching;

c) Possessing foreign language proficiency and information technology application capabilities in performing the duties of a senior vocational education teacher according to job position requirements;

d) Proficient in educational science research methods, vocational education, and technology; knowing how to organize the implementation of scientific and technological tasks, applying research results, scientific and technological advancements, or technical innovations into teaching and professional practice;

đ) Serving as chief editor or participating in compiling one textbook or serving as chief editor of one monograph relevant to the assigned field or trade that has been published;

e) Leading the implementation of two scientific and technological tasks at the institutional level or one scientific and technological task at a higher level that have been accepted with satisfactory results or being the primary author of two scientific articles published in international or domestic scientific journals (listed in the National Council of Professors' scoring criteria);

g) Winning awards in national teaching contests or leading or participating in the design and manufacture of at least one teaching aid or equipment that wins an award in the national self-made equipment contest or winning awards in other national-level competitions or examinations or nurturing at least one teacher or lecturer who wins an award in national teaching contests or nurturing at least one student who wins an award in other national-level competitions or examinations or equivalent;

In cases where officials do not meet one of the three standards specified in points đ, e, and g of this clause, they must achieve twice the remaining two standards.

h)||| VTo be promoted to the position of senior vocational education teacher (Class I), one must have worked in the position of vocational education teacher (Class I) - Code V.09.02.06 or vocational education teacher (Class II) - Code V.09.02.06 or high school teacher - Code 15.112 or equivalent for at least six years, including at least one year (twelve months) in the most recent period working in the position of vocational education teacher (Class I) - Code V.09.02.06 or vocational education teacher (Class II) - Code V.09.02.06.

Article 10. Full-time Vocational Education Teacher (Class II) - Code: V.09.02.06[9]

1. Tasks

a) Teaching theoretical subjects or both theoretical and practical subjects at intermediate level; teaching at basic level; evaluating students' learning outcomes and graduation examination results;

b) Lead or participate in organizing professional and vocational activities within the department, faculty, or vocational education institution; carry out scientific and technological tasks or technical improvements at the institutional level or higher; organize scientific and technological consulting activities, technology transfer; write scientific reports and exchange vocational education experiences domestically and internationally;

c) Lead or participate in compiling or reviewing programs, textbooks, reference materials for teaching purposes; design, improve, manufacture teaching aids and equipment; establish and manage specialized classrooms;

d) Engaging in training, standardization, and advanced upgrading; practicing at enterprises or specialized agencies; observing and exchanging teaching experiences; nurturing and developing teacher teams according to the professional and vocational development requirements of the department, faculty, or vocational education institution;

đ) Guiding internships combined with production work; preparing students for occupational skill tests at various levels;

2. Qualification requirements for education and training

a) Theoretical teachers must have a master's degree or higher; teachers who teach both theory and practice must have a bachelor's degree or equivalent qualification or higher, suitable for the taught profession and hold certificates meeting the standards for practical skills to teach intermediate-level vocational training according to the professional and vocational standards of vocational education teachers;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Possess in-depth knowledge about the assigned fields and professions; have knowledge about related fields and professions; understand practical aspects of the profession, recent advancements in science and technology, and new technologies in the assigned fields and professions;

b) Master pedagogical knowledge and skillfully apply pedagogical techniques and methods in teaching;

c) Possess foreign language proficiency and information technology application skills in performing the duties of a full-time vocational education teacher as required by the job position;

d) Proficient in educational science research methods, vocational education, and technology; knowing how to organize the implementation of scientific and technological tasks, applying research results, scientific and technological advancements, or technical innovations into teaching and professional practice;

đ) Serve as chief editor or participate in editing one (1) textbook or one (1) monograph or two (2) training programs or refresher courses suitable for the assigned fields and professions, which have been published;

e) Lead or participate in implementing at least one scientific and technological task at the institutional level or higher that has been accepted with satisfactory results or be the main author of at least one scientific article published in an international or domestic scientific journal (listed in the National Council of Professors' scoring catalog);

g) Win an award in a provincial teaching competition or lead or participate in designing and manufacturing at least one educational tool or equipment that wins an award in a provincial self-made equipment competition or win an award in other provincial competitions or train at least one teacher or lecturer who wins an award in a provincial teaching competition or train at least one student who wins an award in other provincial competitions or equivalent;

In cases where officials do not meet one of the three standards specified in points đ, e, and g of this clause, they must achieve twice the remaining two standards.

A staff member promoted to the position of full-time vocational education teacher (Class II) must have worked in the position of theoretical vocational education teacher - Code V.09.02.07 or theoretical vocational education teacher (Class III) - Code V.09.02.07 or practical vocational education teacher - Code V.09.02.08 or practical vocational education teacher (Class III) - Code V.09.02.08 or secondary school teacher - Code 15.113 or secondary school teacher (not yet qualified) - Code 15c.207 or equivalent for at least nine years, including at least one year (twelve months) in the most recent period working in the position of theoretical vocational education teacher - Code V.09.02.07 or theoretical vocational education teacher (Class III) - Code V.09.02.07 or practical vocational education teacher - Code V.09.02.08 or practical vocational education teacher (Class III) - Code V.09.02.08;

Article 11. Theoretical Vocational Education Teacher (Class III) - Code: V.09.02.07[10]

1. Tasks

a) Teach theoretical courses at the intermediate level; teach at the basic level; evaluate students' learning outcomes and graduation exam results;

b) Participate in specialized and vocational activities within the department, faculty, or vocational education institution; carry out scientific and technological tasks;

c) Contribute to compiling textbooks and teaching materials; provide comments on building programs, module contents, and assigned subjects; design and construct specialized classrooms; design, improve, and make educational tools and equipment for vocational training;

d) Engage in standardization training, advanced training; intern at enterprises or specialized agencies; observe classes, exchange teaching experience; participate in training teachers according to the development requirements of the department, faculty, or vocational education institution;

đ) Guide internships; implement scientific and technological tasks; prepare students for skill competitions at various levels;

2. Qualification requirements for education and training

a) Hold a bachelor's degree or equivalent qualification, suitable for the taught profession;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Master the knowledge of the assigned profession; have knowledge about related professions; understand the practical production and service aspects of the profession;

b) Understand the training objectives, curriculum content, safety techniques, and labor hygiene of the assigned field and profession, as well as the training plan of the vocational education institution to organize training;

c) Possess foreign language proficiency and information technology application skills in performing the duties of a theoretical vocational education teacher as required by the job position;

d) Effectively and safely use teaching aids and educational equipment; know how to apply information technology to improve teaching effectiveness and training quality;

đ) Have a basic understanding of educational science research methods, vocational education, and technology; have the ability to participate in implementing scientific and technological tasks, applying scientific and technological advancements or technical improvements in teaching;

Article 12. Vocational Education Practitioner (Class III) - Code: V.09.02.08[11]

1. Tasks

a) Teaching practical skills at intermediate level; teaching at primary level; evaluating students' learning outcomes and graduation examination results;

b) Participate in specialized and vocational activities within the department, faculty, or vocational education institution; apply scientific and technological advancements or technical innovations to teaching and professional practice;

Article 13. Vocational Education Teacher (Class IV) - Code: V.09.02.09[12]

1. Tasks

a) Teaching at primary level; evaluating students' learning outcomes and graduation examination results;

b) Participate in specialized and vocational activities within the department, faculty, or vocational education institution; apply scientific and technological advancements or technical innovations to teaching and professional practice;

c) Participating in compiling textbooks and teaching materials; providing comments on building programs and contents of assigned modules; designing and constructing specialized classrooms; designing, improving, and making educational equipment for the assigned industry or trade;

d) Engage in standardization training, advanced training; intern at enterprises or specialized agencies; observe classes, exchange teaching experience; participate in training teachers according to the development requirements of the department, faculty, or vocational education institution;

đ) Guiding internships combined with production work; preparing students for occupational skill tests at various levels;

2. Qualification requirements for education and training

a) Holding a diploma from a vocational college or secondary vocational school or higher, relevant to the assigned industry or trade, or possessing certificates or qualifications meeting the standards for vocational skills to teach at primary level according to the professional and technical standards of vocational education teachers;

b) Possessing credentials, certificates meeting the standards for pedagogical expertise according to the professional standards of vocational educators.

3. Professional Qualification Standards

a) Mastering the knowledge of the assigned module; having knowledge about related modules of the assigned industry or trade;

b) Understanding the practical aspects of the profession and mastering safety and hygiene techniques of the assigned industry or trade;

c) Having the ability to use foreign languages and apply information technology in performing the duties of a vocational education teacher position as required by the job description;

d) Proficiently implementing the vocational skills specified in the program of the assigned module; knowing how to organize production labor and services of the assigned industry or trade.

Cfragrance III.SALARY GRADING FOR PROFESSIONAL STAFF IN VOCATIONAL EDUCATION

Article 14. Salary grading for professional staff in vocational education[13]

Professional staff who are assigned to the positions of professional staff in vocational education as stipulated in this Circular shall apply the corresponding salary scale issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary system for cadres, civil servants, public officials, and armed forces, specifically as follows:

1. Senior Vocational Education Lecturer (Class I) - Code: V.09.02.01, applies the salary coefficient of Category A3 Group 1 (A3.1) from coefficient 6.20 to coefficient 8.00.

2. Principal Vocational Education Lecturer (Class II) - Code: V.09.02.02, applies the salary coefficient of Category A2 Group 1 (A2.1) from coefficient 4.40 to coefficient 6.78.

3. Theoretical Vocational Education Lecturer (Class III) - Code: V.09.02.03, applies the salary coefficient of Category A1 from coefficient 2.34 to coefficient 4.98.

4. Practical Vocational Education Lecturer (Class III) - Code: V.09.02.04, applies the salary coefficient of Category A0 from coefficient 2.10 to coefficient 4.89.

5. Senior Vocational Education Teacher (Class I) - Code: V.09.02.05, applies the salary coefficient of Category A3 Group 2 (A3.2) from coefficient 5.75 to coefficient 7.55.

6. Principal Vocational Education Teacher (Class II) - Code: V.09.02.06, applies the salary coefficient of Category A2 Group 1 (A2.1) from coefficient 4.40 to coefficient 6.78.

7. Theoretical Vocational Education Teacher (Class III) - Code: V.09.02.07, applies the salary coefficient of Category A1 from coefficient 2.34 to coefficient 4.98.

8. Practical Vocational Education Teacher (Class III) - Code: V.09.02.08, applies the salary coefficient of Category A0 from coefficient 2.10 to coefficient 4.89.

9. Vocational Education Teacher (Class IV) - Code: V.09.02.09, applies the salary coefficient of Category B from coefficient 1.86 to coefficient 4.06.

The salary coefficients stipulated in this Article will be replaced and applied according to the guidance documents of the competent authority regarding the new salary system for cadres, civil servants, public officials, and armed forces replacing Decree No. 204/2004/NĐ-CP.

Article 15. Transfer of salary grade from the education and training sector staff rank to vocational education sector staff rank[14]

Staff currently engaged in teaching at public vocational education institutions, who are currently classified under the education and training sector staff ranks as stipulated in Decision No. 202/TCCP-VC dated June 8, 1994 of the Minister, Head of the Civil Service Organization - Personnel Council of the Government (now the Minister of Home Affairs) on issuing the professional standards for civil service ranks in the education and training sector; Circular Joint No. 81/2005/TTLT-BNV-BTC dated August 10, 2005 of the Minister of Home Affairs and the Minister of Finance guiding the implementation of the transfer from old to new salaries for certain newly added or reclassified civil servant and staff ranks within the Water Resources, Education and Training, Culture and Information, Health, and Market Management sectors; and Circular Joint No. 36/2014/TTLT-BGDĐT-BNV dated November 28, 2014 of the Minister of Education and Training and the Minister of Home Affairs on the code number and professional standards for teaching staff positions in public higher education institutions shall be transferred to the vocational education sector staff ranks as prescribed in this Circular and shall be classified according to the guidance provided in Clause 2 Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs on salary classification when upgrading, transferring ranks, or reclassifying civil servants and staff, specifically as follows:

1. Classification to the senior vocational education lecturer rank (Grade I) - Code: V.09.02.01 for staff currently holding the senior lecturer rank - Code 15.109 as stipulated in Decision No. 202/TCCP-VC or the senior lecturer rank (Grade I) - Code V.07.01.01 as stipulated in Circular Joint No. 36/2014/TTLT-BGDĐT-BNV.

2. Classification to the principal vocational education lecturer rank (Grade II) - Code: V.09.02.02 for staff currently holding the principal lecturer rank - Code 15.110 or high school senior teacher, Code 15.112 as stipulated in Decision No. 202/TCCP-VC or the principal lecturer rank (Grade II) - Code V.07.01.02 as stipulated in Circular Joint No. 36/2014/TTLT-BGDĐT-BNV.

3. Classification to the theoretical vocational education lecturer rank (Grade III) - Code: V.09.02.03 for staff currently holding the lecturer rank - Code 15.111, or high school teacher - Code 15.113 as stipulated in Decision No. 202/TCCP-VC or the lecturer rank (Grade III) - Code V.07.01.03 as stipulated in Circular Joint No. 36/2014/TTLT-BGDĐT-BNV.

4. Classification to the practical vocational education lecturer rank (Grade III) - Code: V.09.02.04 for staff currently holding the high school teacher (not yet qualified) rank - Code 15c.207 as stipulated in Circular Joint No. 81/2005/TTLT-BNV-BTC.

5. Classification to the principal vocational education teacher rank (Grade II) - Code: V.09.02.06 for staff currently holding the high school senior teacher rank - Code 15.112 as stipulated in Decision No. 202/TCCP-VC.

6. Classification to the theoretical vocational education teacher rank (Grade III) - Code: V.09.02.07 for staff currently holding the high school teacher rank - Code 15.113 as stipulated in Decision No. 202/TCCP-VC.

7. Classification to the practical vocational education teacher rank (Grade III) - Code: V.09.02.08 for staff currently holding the high school teacher (not yet qualified) rank - Code 15c.207 as stipulated in Circular Joint No. 81/2005/TTLT-BNV-BTC.

8. Classification to the vocational education teacher rank (Grade IV) - Code: V.09.02.09 for staff currently holding the high school teacher (not yet qualified) rank - Code 15c.207 as stipulated in Circular Joint No. 81/2005/TTLT-BNV-BTC.

Chapter IV.PROMOTION AND DEMOTION OF PROFESSIONAL TITLES FOR STAFF IN THE VOCATIONAL EDUCATION SECTOR

 

Article 16. Standards and Conditions for Consideration of Promotion to Higher Professional Titles in the Vocational Education Sector, Grades I and II[15]

A vocational education sector professional staff member may register for consideration of promotion to a higher adjacent professional title when meeting all the following standards and conditions:

1. Meeting the standards and conditions stipulated in Clause 16, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023, of the Government amending and supplementing certain articles of Decree No. 115/2020/ND-CP dated September 25, 2020 on the recruitment, utilization, and management of professional staff. The public vocational education institution has a need and vacant positions corresponding to the grade of the professional staff member's title under consideration for promotion.

2. 3. Being nominated by the competent authority to participate in the promotion examination for professional titles in the vocational education sector.

4. Meeting the standards and duties of the professional title grade being registered for promotion according to Chapter II of this Circular.

2. Staff members who have been appointed and adjusted their salary grades in accordance with Circular No. 03/2018/TT-BLDTBXH dated June 15, 2018, of the Minister of Labor, War Invalids and Social Affairs prescribing the standards for professional titles of vocational education sector staff, and Circular No. 12/2019/TT-BLDTBXH dated August 12, 2019, of the Minister of Labor, War Invalids and Social Affairs guiding the adjustment of salary grades for professional titles of vocational education sector staff, shall be appointed and assigned salary grades according to the corresponding codes prescribed in this Circular.

Article 21. Responsibilities of Public Vocational Education Institutions

1. Reviewing the positions within the unit, developing plans to supplement vocational education sector staff within their management scope, and submitting them to the competent authority for review and approval.

Preparing a list of staff members meeting the standards and conditions for registration to participate in the promotion examination for professional titles, reporting to the head of the competent authority managing staff for review and decision on nominating staff members to participate in the promotion examination for professional titles; bearing responsibility under the law for the standards and conditions of staff members nominated to participate in the promotion examination for professional titles.

2.[20] 1. This Circular takes effect from October 15, 2023.

Article 22. Effectiveness[21]

2. Circular No. 03/2018/TT-BLDTBXH dated June 15, 2018, of the Minister of Labor, War Invalids and Social Affairs prescribing the standards for professional titles of vocational education sector staff; Circular No. 12/2019/TT-BLDTBXH dated August 12, 2019, of the Minister of Labor, War Invalids and Social Affairs guiding the adjustment of salary grades for professional titles of vocational education sector staff; Circular No. 31/2019/TT-BLDTBXH dated December 30, 2019, of the Minister of Labor, War Invalids and Social Affairs prescribing the standards, conditions, content, and form of examination or assessment for promotion of professional titles of vocational education sector staff shall cease to be effective from the date this Circular takes effect.

1. The Minister, the heads of ministries equivalent to ministries, agencies under the Government; the Chairpersons of People's Committees of provinces and centrally governed cities, and related agencies, organizations, and individuals are responsible for implementing this Circular.

Article 23. Responsibility for Implementation

2. During implementation, if there are difficulties, they should be reported to the Ministry of Labor, War Invalids and Social Affairs for guidance.

[12] The name of this is amended and supplemented at Point i, Clause 3, Article 1. Circular No. 10/2024/TT-BLDTBXH dated October 25, 2024, issued by the Minister of Labor, Invalids and Social Affairs, amending and supplementing certain articles of Circular No. 07/2023/TT-BLDTBXH dated August 28, 2023, issued by the Minister of Labor, Invalids and Social Affairs, stipulating code numbers, occupational standards; salary grading, promotion of occupational ranks for vocational education professionals, to take effect from December 10, 2024.

[13] This is amended and supplemented in Clause 4, Article 1. Circular No. 10/2024/TT-BLDTBXH dated October 25, 2024, issued by the Minister of Labor, Invalids and Social Affairs, amending and supplementing certain articles of Circular No. 07/2023/TT-BLDTBXH dated August 28, 2023, issued by the Minister of Labor, Invalids and Social Affairs, stipulating code numbers, occupational standards; salary grading, promotion of occupational ranks for vocational education professionals, to take effect from December 10, 2024.

[16] This is repealed in Clause 1, Article 2. [21] Clause 2, Article 2 of Circular No. 10/2024/TT-BLDTBXH dated October 25, 2024, issued by the Minister of Labor, War Invalids and Social Affairs to amend and supplement some articles of Circular No. 07/2023/TT-BLDTBXH dated August 28, 2023, issued by the Minister of Labor, War Invalids and Social Affairs, regulating job title codes, job title standards; salary grading, job title promotion for vocational education professionals, which takes effect from December 10, 2024, is stipulated as follows:

Article 2. Implementation clause

"This Circular takes effect from December 10, 2024."
