WHEREAS, THE LAW ON ENACTING LEGAL DOCUMENTS WAS ISSUED ON NOVEMBER 12, 1996 AND AMENDED AND COMPLEMENTED ON DECEMBER 16, 2002;
WHEREAS, GOVERNMENT DECREE NO. 86/2003/ND-CP DATED JULY 18, 2003 REGULATES THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
WHEREAS, GOVERNMENT DECREE NO. 104/2004/ND-CP CONCERNING THE OFFICIAL GAZETTE OF THE SOCIALIST REPUBLIC OF VIETNAM;
