THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
WHEREAS, THE LAW ON ENACTMENT OF LEGAL INSTRUMENTS WAS ISSUED ON NOVEMBER 12, 1996, AND THE AMENDMENT AND SUPPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON ENACTMENT OF LEGAL INSTRUMENTS WAS ISSUED ON DECEMBER 16, 2002;
WHEREAS, DECREE NO. 86/2003/ND-CP DATED JULY 18, 2003 OF THE GOVERNMENT PROVIDES FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
WHEREAS, DECREE NO. 104/2004/ND-CP REGULATES THE NATIONAL BULLETIN OF THE SOCIALIST REPUBLIC OF VIETNAM;
WHEREAS, CIRCULAR NO. 04/2005/TT-VPCP DATED MARCH 21, 2005 GUIDES THE IMPLEMENTATION OF DECREE NO. 104/2004/ND-CP DATED MARCH 23, 2004 OF THE GOVERNMENT ON THE NATIONAL BULLETIN OF THE SOCIALIST REPUBLIC OF VIETNAM FOR CENTRAL BULLETIN ACTIVITIES;
