Regulations on Rewarding Students and University Students Who Win Prizes in National and International Competitions for Outstanding Students, Olympics, and Vocational Skills
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to the Decree No. 43/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Based on the proposal of the Minister of Education and Training in the report No. 9422/CTCT dated October 18, 2002.
DECISION:
Article 1. Recipients of rewards:
1. Students and university students currently studying at secondary schools, universities, colleges, vocational high schools, and vocational training centers who win Gold, Silver, Bronze medals, and Honorable Mentions in international subject Olympiads and international vocational skills competitions.
2. Students and university students currently studying at secondary schools, universities, colleges, vocational high schools, and vocational training centers who win Gold, Silver, Bronze medals, and Honorable Mentions in regional international subject Olympiads and regional international vocational skills competitions.
3. Students currently studying at secondary schools who win First, Second, and Third prizes in national outstanding student competitions.
4. Students and university students currently studying at universities, colleges, vocational high schools, and vocational training centers who win First, Second, and Third prizes (or Gold, Silver, and Bronze medals) in national subject Olympiads and national vocational skills competitions.
Article 2.
1. Students and university students falling under the category specified in Clause 1, Article 1 of this Decision shall be rewarded as follows:
a) Gold medalists shall be awarded a Certificate of Merit by the Prime Minister and a cash reward of 15,000,000 VND.
b) Silver medalists shall be awarded a Certificate of Merit by the Minister of Education and Training or the Minister of Labor, Invalids, and Social Affairs and a cash reward of 10,000,000 VND.
c) Bronze medalists shall be awarded a Certificate of Merit by the Minister of Education and Training or the Minister of Labor, Invalids, and Social Affairs and a cash reward of 7,000,000 VND.
d) Honorable Mention recipients shall be awarded a Certificate of Merit by the Minister of Education and Training or the Minister of Labor, Invalids, and Social Affairs and a cash reward of 3,000,000 VND.
2. Students and university students falling under the category specified in Clause 2, Article 1 of this Decision shall be awarded a Certificate of Merit by the Minister of Education and Training or the Minister of Labor, Invalids, and Social Affairs and a cash reward as follows:
a) Gold medalists: 10,000,000 VND.
b) Silver medalists: 7,000,000 VND.
c) Bronze medalists: 3,000,000 VND.
d) Honorable Mention recipients: 1,000,000 VND.
3. Students falling under the category specified in Clause 3, Article 1 of this Decision shall be awarded a Certificate of Merit by the Minister of Education and Training and a cash reward as follows:
a) First prize winners: 1,000,000 VND.
b) Second prize winners: 700,000 VND.
c) Third prize winners: 400,000 VND.
4. Students and university students falling under the category specified in Clause 4, Article 1 of this Decision shall be awarded a Certificate of Merit by the Minister of Education and Training or the Minister of Labor, Invalids, and Social Affairs and a cash reward as follows:
a) First prize winners: 600,000 VND.
b) Second prize winners: 400,000 VND.
c) Third prize winners: 200,000 VND.
Article 3.
1. The financial resources for implementing the reward system as prescribed in this Decision shall be allocated from the annual state budget of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs.
2. The preparation, management, utilization, and settlement of accounts for the reward funds as stipulated in this Decision shall be carried out according to current regulations.
For the financial resources to implement the reward system in 2002, the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs shall base their budget estimates on actual conditions and the provisions of this Decision, and submit them to the Ministry of Finance for supplementary funding in the 2002 budget.
The Ministry of Education and Training shall be responsible for rewarding students and university students at secondary schools, vocational high schools, colleges, and universities.
The Ministry of Labor, Invalids, and Social Affairs shall be responsible for rewarding students at vocational training centers.
Article 4. This Decision takes effect fifteen days after the date of signature.
All previous regulations that conflict with the provisions of this Decision are hereby abolished.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for enforcing this Decision.
