DECISION
Approving the Plan for Stabilizing Population and Developing Economy and Society in the Areas Affected by the Da River Resettlement, Hoa Binh Province, Period 2009-2015
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Hoa Binh Province at Document No. 1260/TTr-UBND dated August 31, 2009, and the proposal of the Minister of Planning and Investment at Document No. 7253/BKH-GS&TĐĐT dated September 22, 2009,
DECISION:
Article 1. Approving the Plan for Stabilizing Population and Developing Economy and Society in the Areas Affected by the Da River Resettlement, Hoa Binh Province, Period 2009-2015 (referred to as the Plan) with the following main contents:
1. Scope of the Plan: The Plan will be implemented in 36 communes and wards under 5 districts (Da Bac, Mai Chau, Tan Lac, Cao Phong, Kim Boi) and the city of Hoa Binh, including: 26 communes and wards located within the Da River reservoir area; 10 communes outside the Da River reservoir area directly receiving and resettling households from the reservoir area.
2. Objectives:
a) General Objective: By 2015, stabilize the living conditions of residents, eliminate households at risk of poverty, reduce the poverty rate to the average level of the province; ensure and improve the living standards of people. Shift the labor structure towards reducing the proportion of direct agricultural workers, increase the proportion of trained rural workers. Invest in building a synchronized infrastructure system to serve economic and social development in the region according to the direction of developing new rural areas. Increase forest coverage in the reservoir area to enhance protection capacity for the Hoa Binh hydroelectric reservoir and protect the ecological environment. Ensure political security and social order.
b) Specific Objectives:
- By 2015, basically resolve the work of arranging and stabilizing population in communes and villages along the lake, including: resettling 250-300 households in concentrated resettlement areas; resettling approximately 1,000 households through intermixed resettlement within the commune.
- Develop agricultural, forestry, fishery production, small and medium-sized industry; develop services based on enhancing the capabilities of the people to exploit geographical advantages, land potential, water bodies, resources to serve commodity production. Strive to increase the share of industry and services to 20-25% in the economic structure of communes in the reservoir area; create conditions for people to access production services and product consumption markets. Reduce the proportion of agricultural labor to 60% in the total labor force, increase the proportion of trained rural workers to 40%.
- Build a synchronized infrastructure system to serve economic and social development, ensuring sustainable development for the people in the reservoir area.
- Develop education, healthcare, culture, and society for the people in the reservoir area to be on par with other regions in the province.
- Invest in developing protective forests combined with economic forests to increase people's income and protect the ecological environment. Increase forest coverage in the reservoir area to 60%.
3. Implementation period of the Plan is 7 years, from 2009 to 2015.
4. Main investment items
a) Arranging and stabilizing population:
- Construct three concentrated resettlement areas in communes within the Da River reservoir area with a total area of 380 hectares to resettle 250-300 households with 1,500 people currently living in areas at risk of flash floods, landslides, lack of arable land, water shortage, and other difficult production conditions.
- Support the relocation of about 1,000 households with 5,000 people currently living in densely populated communes and villages within the reservoir area, lacking arable land, water for production and daily life, through internal relocation within the commune.
b) Investment in production development: reclaim terraced fields: 204 hectares; plant protective forests combined with economic forests: 3,050 hectares; build 1,210 model production sites; support production development for 1,300 households; provide interest subsidies for production loans: 5,000 households; vocational training: 10,000 people; organize 50 classes to transfer production techniques and new technologies.
c) Consolidate and build infrastructure systems: construct and upgrade 55 transportation projects, including roads, bridges, culverts, boat docks; construct and upgrade 11 power grid projects, 17 schools, 13 health clinics, 11 irrigation projects, 14 drinking water projects, 9 cultural facilities, 4 communal People's Committee offices.
5. Total investment capital and sources of capital
a) The total investment capital to implement the Plan is approximately 898.597 billion VND, including:
- Arranging and stabilizing population: 43.330 billion VND;
- Investment in production development: 194.232 billion VND;
- Infrastructure construction: 626.830 billion VND;
- Other costs and reserves: 34.205 billion VND.
b) Sources of capital:
- Central budget support with specific purposes: 581.496 billion VND;
- Local budget: 93.700 billion VND;
- Integration into target programs: 206.301 billion VND;
- Mobilization from enterprises and contributions from the public: 17.100 billion VND.
6. Measures to implement the Plan
a) Regarding land:
- Maximize the utilization of agricultural, forestry, and fishery land capable of production. Recover unused or inefficiently used land from organizations and farms to allocate to households for production;
- Plan the use of shifting cultivation land, reclaiming vacant hills and mountains to allocate to households for planting economically valuable crops and economic forests.
b) Production development:
- Implement planning to shift crop and livestock structures towards commodity production, including: establishing some specialized areas for raw material production (sugar cane, tea, bamboo, acacia...); developing livestock and poultry farming (cattle, buffalo, goats, pigs, chickens, ducks, and aquaculture);
- Establish policies to support and encourage the development of farmstead economies and cooperative economies as driving forces to promote household economies in commodity production and product consumption for the people in the reservoir area;
- Develop and replicate production models on the local scale; transfer high-yielding and quality crop and livestock varieties suitable for specific commune and village conditions to households;
- Develop small and medium-scale processing facilities to process agricultural, forestry, and fishery products to increase product value and enhance competitiveness of goods.
c) Mobilizing capital and managing investment capital:
- Annually, based on the state budget's balancing capacity, allocate funds to implement specific objectives, prioritizing capital for urgent, important projects directly contributing to stabilizing people's lives and socio-economic development in the lake area. Effectively integrate programs and projects within the region; simultaneously allocate local budgets to ensure project implementation according to schedule. Study the application of mechanisms and policies to create favorable conditions for encouraging investors from various economic sectors within and outside the province to invest in the lake area;
- The People's Committee of Hoa Binh Province shall direct the effective management and use of state investment capital, creating favorable conditions to ensure timely disbursement of project investment capital according to schedule; implement appropriate investment decentralization in accordance with the management capacity and level of each sector and level, and the specific conditions of each locality;
d) Human resource development:
- Implement preferential policies regarding education and vocational training for children of ethnic groups, while having suitable mechanisms and policies to encourage enterprises to support training costs and employ local labor;
- Develop policies for training and enhancing the cadre force locally to supplement the shortage of cadres in the project area. Have reasonable policies to attract talented individuals to work in the project area, particularly economic cadres, scientific and technical personnel, and skilled workers;
đ) Policy compliance: investment projects shall apply policies and mechanisms according to Decision No. 78/2008/QD-TTg of the Prime Minister on certain policies for implementing the Population Resettlement Program under Decision No. 193/2006/QD-TTg dated August 24, 2006 of the Prime Minister; apply certain policies and mechanisms according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government to support production development, vocational training, and labor export for target areas;
Article 2. Implementation
1. Responsibilities of the People's Committee of Hoa Binh Province
a) Based on the policies stipulated in Point đ Clause 6 Article 1 of this Decision and related policies, implement and promulgate specific policies on investment and support for target areas;
b) Integrate resources from programs and projects within the region to effectively implement the project. Depending on the ability to mobilize capital and the urgency of each investment component, prioritize and direct the main investor to prepare component projects for submission to competent authorities for approval; manage and organize project implementation in accordance with current regulations;
c) Implement decentralized management and organization of component projects in accordance with the functions and responsibilities of departments, Hoa Binh Provincial People's Committees at district level. Direct relevant departments, Hoa Binh Provincial People's Committees at district level, and the project area to closely cooperate with the main investor during the implementation of component projects;
d) Monitor, inspect, supervise, compile information, promptly address difficulties and obstacles, and prevent corruption, waste, and negative phenomena during project implementation;
2. Responsibilities of Ministries and sectors
a) The Ministry of Planning and Investment shall take the lead, coordinate with the Ministry of Finance and relevant ministries and sectors to balance targeted financial support in the annual state budget plan to allocate for Hoa Binh Province to implement investment components according to this Decision;
b) Ministries and sectors, based on assigned programs and projects, direct subordinate agencies and units to integrate related programs and projects concerning investment in the project area; coordinate with the Hoa Binh Provincial People's Committee to effectively organize and implement projects;
Article 3. This Decision takes effect from the date of issuance.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, heads of related agencies, and the Chairman of the Hoa Binh Provincial People's Committee are responsible for enforcing this Decision./.
