Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on the reorganization, modernization, and development of state-owned agricultural farms;
Based on Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, modernization, and development of state-owned forestry farms;
Considering the proposal of the Minister of Agriculture and Rural Development and the Chairman of the People's Committee of Dak Lak Province.

Article 1. Approve the Plan for the reorganization and modernization of state-owned agricultural and forestry farms directly under the People's Committee of Dak Lak Province as set out in the appendix attached hereto.
Article 2. Chairman of the People's Committee of Dak Lak Province:
1. Direct the implementation of the reorganization and modernization of state-owned agricultural and forestry farms as stipulated in Article 1 of this Decision.
2. Adjust the area and boundaries of land allocated to agricultural farms, forestry companies, and Forest Management Boards in accordance with the local agricultural and forestry development plan and the development plan of each agricultural and forestry farm as proposed by the Ministry of Agriculture and Rural Development in its report No. 1449/BNN-ĐMDN dated June 15, 2006.
3. Direct the Rubber Company of Dak Lak to implement the shareholding reform of its subsidiaries, establish a holding company - subsidiary structure, and when conditions are met, decide to apply the holding company - subsidiary model to the Rubber Company of Dak Lak in accordance with Article 29 of Decree No. 153/2004/NĐ-CP dated August 9, 2004 of the Government on the organization and management of state-owned holding companies and the transformation of state-owned holding companies and independent state-owned companies into the holding company - subsidiary model.
Article 3. The Ministries of Agriculture and Rural Development, Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Dak Lak Province in implementing this Plan.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
The Chairman of the People's Committee of Dak Lak Province and the heads of related agencies are responsible for enforcing this Decision.
