DECREE

On the establishment of censorship for printed materials

CHAIRMAN OF THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the proposal of the Minister of Interior and the Minister of Justice,

Considering the current situation,

After deliberation by the National Assembly Standing Committee and the Government Council,

DECREE:

Article 1

This Decree shall apply to printed materials, books, drawings, music scores, maps, photographs, advertisements, etc., regardless of printing method (mechanical, lithographic, engraving, stone, etc.), whether for sale or distribution free of charge.

Prior to publication, publishers, printers, or authors must submit an application form with personal information including age, address, occupation, and two copies of the manuscript to the Censorship Office (Approval Department) for review.

The Censorship Office (Approval Department) shall issue a receipt to the applicant.

Article 2

The Censorship Office (Approval Department) may approve or disapprove printing, returning one copy of the manuscript and notifying the applicant within thirty days from the date of receiving the manuscript. For special cases that cannot be resolved within this period, the Censorship Office must inform the applicant in advance.

Article 3

Printed materials published and circulated must clearly print on the last page that they have been approved by the Censorship Office (Approval Department) to print on a specific date. When reprinting, it is necessary to submit for review again.

Article 4

After completion of printing, two copies of each printed material must be stored at the Censorship Office forty-eight hours before distribution.

Article 5

For certain types of printed materials designated by the Censorship Office (Approval Department), after reaching an agreement with the Administrative Committee for that period, the Censorship Office may delegate authority to provincial administrative committees to handle them in subsequent periods.

Article 6

A work approved by the Censorship Office for one period can be printed again in a later period upon presenting the approval document to the Censorship Office of that period.

Article 7

Printed materials published and distributed contrary to Articles 1, 3, 4, and 6 shall be confiscated. The Minister of Interior may issue a decree prohibiting circulation.

If publication continues without permission or distribution resumes after confiscation or prohibition, the publisher, printer, and seller of printed materials will be fined from $500 to $5,000.

In addition to confiscating illegally printed materials, printing houses, publishers, and sellers may have their operations suspended.

Those who distribute or store prohibited printed materials may be fined from $100 to $1,000.

Article 8

Regulations contrary to this Decree are hereby abolished.

Article 9

The Minister of Interior and the Minister of Justice shall implement this Decree.
