Electricity Consumption Measurement Management for the Pilot Competitive Power Generation Market

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability

These regulations stipulate the procedures and formalities regarding electricity consumption measurement activities, technical requirements, and management of measuring equipment, data collection, storage, and processing, as well as the responsibilities of related parties involved in electricity consumption measurement management when participating in the pilot competitive power generation market.

These regulations apply to units participating in electricity consumption measurement management and power supply and purchase transactions serving the pilot competitive power generation market, including:
a) Vietnam Electricity Corporation;
b) Power generation units directly participating in the pilot competitive power generation market;
c) Power market operation unit;
d) Power purchase and sale unit;
đ) Power grid operation management units;
e) Units providing technical services and support, including:
- Quality measurement management unit;
- Measurement data management unit;
- Information service provision unit.
g) Power generation units meeting the conditions and voluntarily participating in the electricity market according to Article 8, Clause 1, Point d of the Pilot Competitive Power Generation Market Regulations issued together with Decision No. 3956/QĐ-BCN dated December 29, 2006 of the Minister of Industry.
Article 2. Interpretation of Terms
In this Regulation, the following terms shall be understood as follows:
1. The electricity market is the internal pilot competitive power generation market.
2. EVN: Vietnam Electricity Corporation.
3. Power generation unit is an electric power unit managing one or more power plants that participate directly or indirectly in the pilot competitive power generation market.
4. Power plant is a power plant belonging to the power generation unit.
5. Power purchase and sale unit is a member unit of EVN performing the function of purchasing power exclusively from power generation units on the market, while selling power wholesale to distribution units within EVN.
6. Power market operation unit is the national power system dispatch center.
7. Quality measurement management unit is a unit with the function of inspecting, testing, certifying, and calibrating the measuring equipment and systems of power generation units.
8. Measurement data management unit is a unit with the function of installing, operating, inspecting, and maintaining the system for collecting, processing, and storing information for electricity measurement serving the electricity market.
9. Information service provision unit is a unit with the function of installing, operating, and maintaining devices related to the transmission of information from power generation units to the measurement data management unit in the electricity market.
10. Grid management unit is a unit managing the entire or part of the transmission or distribution grid of the national power system.
11. The official website of the market is the electronic information site of the electricity market at www.thitruongdien.evn.vn.
12. Measurement point is the physical location on the power circuit where electricity consumption for purchase and sale is measured and determined.
13. Electricity consumption measurement activity includes processes such as setting up, measuring, collecting, and processing transaction and purchase-sale electricity consumption data.
14. Meter is a device measuring electrical energy by integrating power over time, storing and displaying the measured electrical energy value. In these regulations, it refers to an electrical energy meter.
15. "Read-only" password level is a password level allowing access to an electronic meter to read data; it does not allow changes to the meter's settings and program.
16. "Time synchronization" password level is a password level allowing access to an electronic meter to read data, set, and synchronize the meter's clock; this level does not permit changes to the meter's settings and program.
17. "Setting" password level allows access to an electronic meter to set and change the meter's settings and program.
18. Measuring equipment includes meters, current transformers, voltage transformers for measuring current and voltage for meters.
19. Measurement circuit is a system of circuits connecting equipment to perform electrical energy measurement functions.
20. Measurement system is a system comprising equipment and circuits integrated to measure and determine the amount of electrical energy at a measurement point connected to a connection point.
21. Primary measurement system is a set of one or more measurement systems serving as the basis for determining the amount of electricity purchased and sold and officially settled between the power purchase and sale unit and the power generation unit.
22. Backup measurement system is a set of one or more measurement systems assigned the task of:
a) Replacing the primary measurement system as the basis for calculating the amount of electricity purchased and sold in case the primary measurement system operates inaccurately or fails;
b) Monitoring and cross-checking the results of the primary measurement system under normal operation conditions of the primary measurement system.
23. The meter data collection, processing, and storage system is a set of hardware devices, communication channels, and software programs that perform the functions of collecting, transmitting, processing, and storing metering data for electricity trading and settlement in the power market.
24. Sealing refers to the result of sealing and clamping lead seals on positions requiring isolation of equipment, clamps, control panels, terminal box lids... to prevent unauthorized interference with the metering system.
25. Clamp is the position for connecting secondary wiring.
26. Terminal box and terminal box lid is the connection point for meters, current transformers, voltage transformers, and other devices with lids for sealing.
Article 3. Principles of Electricity Metering Management
The main principles applied to electricity metering management in the internal pilot competitive power generation market include:
1. The electricity metering systems in power plants participating in the pilot competitive power generation market must ensure compliance with the technical requirements for metering equipment at power plants as stipulated in Decision No. 02/2007/QD-BCN dated January 9, 2007, issued by the Minister of Industry, and this Regulation.
2. The metering points and methods of electricity delivery and sale in the power market must be agreed upon and unified by the parties involved in electricity sales and reflected in the Power Purchase Agreement.
3. At each metering point, metering systems and data collection and transmission devices must be installed. These systems must be inspected and accepted to meet technical conditions and managed according to the procedures specified in this Regulation.
4. The electricity buyer-seller entity has the right to operate the metering systems installed in power plants to buy and sell, deliver electricity with the grid operation management entity related to electricity delivery activities at the plant.
Chapter II
RESPONSIBILITIES OF THE PARTIES INVOLVED IN ELECTRICITY METERING MANAGEMENT
Article 4. Responsibilities of EVN
1. Managing and operating all electricity metering activities of entities participating in the power market.
2. Inspecting and supervising electricity metering activities of entities participating in the power market.
3. Within the scope of authority prescribed by law, EVN has the right to handle violations and resolve disputes and complaints in electricity metering activities serving power market operations between entities.
4. EVN is responsible for reporting to the Electricity Regulatory Authority on the handling of violations and resolution of disputes and complaints in electricity metering activities serving the power market.
Article 5. Responsibilities of the Market Operation Entity
1. Using metering data and load curves from entities participating in the power market and grid operation management entities to establish operational modes for the power system.
2. Using and publishing metering data on the official website of the power market for settlement and market operation management.
3. Securing information related to the metering data involving the interests of one or more market participants provided by the metering data management entity and other entities as prescribed.
Article 6. Responsibilities of the Power Generation Entity
1. Investing, leading the installation and acceptance of metering systems; sealing and clamping systems; and devices for data collection and transmission at metering points within its managed power plant.
2. Managing and operating, leading maintenance and replacement of metering system equipment and data collection and transmission systems during operation.
3. Agreeing and unifying with the electricity buyer-seller entity on:
a) Locations of metering points related to primary and backup metering systems within the power plant under its management;
b) Information and lists of metering systems within the power plant;
c) Methods of electricity delivery;
d) Modifications and supplements to metering systems and electricity delivery methods.
4. Providing the metering data management entity with information about metering systems within the power plant under its management to update into the metering data collection, processing, and storage program serving the power market.
5. Cooperating with the metering data management entity in the collection, processing, storage, security, and transmission of metering data from meters within the power plant fully, promptly, and accurately according to the requirements of this Regulation.
6. Notifying the electricity buyer-seller entity and related entities of cases of additional, modified, or canceled metering points.
7. Promptly detecting abnormal conditions and faults in metering systems and data transmission; leading and coordinating with related entities to address abnormalities and faults in metering systems, data collection, and transmission within the power plant.
8. Cooperating with related entities to verify meter readings and electricity generation quantities at the power plant as the basis for electricity payment settlements among parties.
9. Creating conditions for related entities engaged in electricity delivery and sales at the power plant to enter the plant premises to record meter readings and confirm electricity delivery and sales quantities related to the entity.
10. Signing contracts with technical service and support entities to carry out tasks related to metering systems and data collection installations at the power plant.
Article 7. Responsibilities of the Electricity Trading Unit
1. Agree and unify with the Power Generation Unit in accordance with Clause 3, Article 6 of this Regulation
2. Coordinate with the power generation unit and related parties to inspect, seal, check periodically, conduct unscheduled checks, and handle malfunctions of the metering system and data collection and transmission systems at power plants.
3. Coordinate with related parties to confirm meter readings and electricity consumption data as the basis for electricity payment settlements.
4. Check and compare electricity metering data to detect and propose timely handling of abnormal phenomena by relevant units.
5. Based on metering data, implement payments and settlement of delivered and purchased electricity with power generation units.
Article 8. Responsibilities of the Grid Operation Management Unit
1. Coordinate with the power generation unit and related parties to inspect, check periodically, conduct unscheduled checks, and handle malfunctions of the metering and data transmission systems at power plants.
2. Coordinate with related parties to confirm meter readings and electricity delivery and purchase transactions at power plants.
Article 9. Responsibilities of the Meter Data Management Unit
1. Collect, verify, process, store, and secure metering data to serve the electricity market, ensuring reliability and accuracy. Provide metering data to the Market Operation Unit and related units according to electricity market regulations. Be responsible for the completeness and accuracy of metering data collected from meters at power plants for payment purposes in the electricity market.
2. Organize management of the system for collecting, processing, and storing metering data of participating power generation units and registration information for metering systems. Manage technical information of metering systems in the electricity market.
3. Advise, install hardware systems, develop software to facilitate data collection, processing, and security, organize synchronized time setting remotely for metering systems at power plants.
4. Organize and implement measures to ensure safety and access control for data usage serving payment purposes in the electricity market.
5. Serve as the focal point, coordinate with related units to ensure stable, safe, and reliable operation of the meter data collection system. Specifically agree on operational responsibilities for units with shared installed equipment.
6. Provide metering data to the Electricity Trading Unit, power generation units, and related units as prescribed.
7. Organize the compilation of procedures for managing and operating, and handling malfunctions of the meter data collection, processing, storage, and publication systems.
8. Manage the issuance, modification, and cancellation of metering points within the meter data collection, processing, and storage system.
Article 10. Responsibilities of the Metering Quality Management Unit
1. Inspect, test, calibrate, and install meters and other equipment of the metering system at power plants to meet technical conditions as prescribed.
2. Implement sealing and lead-sealing measures to ensure safety for the metering system. In special cases, propose sealing and lead-sealing measures to enhance the reliability and safety of the metering system at power plants.
3. Organize management and secure "Setup" level passwords for meters, be responsible before EVN and the law for the accuracy and confidentiality of passwords.
4. Coordinate with related units during meter and metering system inspection and malfunction handling processes.
5. Store related records including: installation certificates for meters, calibration certificates for measuring devices; sealing and lead-sealing measures.
6. Recommend and propose measures to improve the accuracy and reliability of metering systems at power plants.
Article 11. Responsibilities of the Information Service Provider Unit
1. Invest, manage operation, maintain equipment of the information system serving data transmission for metering in the electricity market to ensure smooth, stable, safe, and reliable operation.
2. Take the lead and coordinate with related units to organize handling of equipment failures of the information system serving data transmission for metering in the electricity market.
Chapter III
ELECTRIC ENERGY MEASUREMENT SYSTEM AND METHODS OF ELECTRIC ENERGY TRANSFER
Article 12. Principles for establishing the measurement system
1. Locations for measuring electric energy in power plants
Each power plant must be fully equipped with measurement systems at the following locations:
a) The ends of generators;
b) High (medium) or low side totals of main self-use transformers receiving power from generator ends;
c) High (medium) or low side totals of backup self-use transformers receiving power from the grid;
d) High or medium side totals of voltage-raising transformers at generator ends;
đ) Outgoing lines of the power plant connecting to the national grid.
2. Principles for determining primary and backup measurement systems
a) Primary measurement system
For power plants, the primary measurement system consists of measurement systems installed at the measurement locations specified in points c and d of Clause 1 of this Article, except in special cases with specific provisions;
b) Backup measurement system
For power plants, except in special cases with specific provisions, the backup measurement system is determined as follows:
- Backup measurement system 1: Measurement systems installed at the measurement locations specified in point đ of Clause 1 of this Article;
- Backup measurement system 2: Measurement systems installed at the measurement locations specified in points a and b of Clause 1 of this Article.
The list of locations for primary and backup measurement systems at each power plant must be agreed upon and specifically stipulated in the power purchase and sale contract between the power generation unit and the Power Purchase and Sale Unit.
Article 13. Technical requirements for the measurement system
1. For power plants invested after the effective date of the Technical Requirements Regulation for Metering Equipment of Power Plants issued together with Decision No. 02/2007/QĐ-BCN dated January 09, 2007 by the Minister of Industry, when participating in the electricity market, the measurement system must be designed and installed to meet the technical requirements stipulated in Chapter III of the Technical Requirements Regulation for Metering Equipment of Power Plants;
2. For operating power plants, when participating in the electricity market, the existing measurement system may temporarily be accepted as is. All power plants subject to this Regulation that have measurement systems not meeting the requirements must develop plans to change them to comply with the Technical Requirements Regulation for Metering Equipment of Power Plants issued together with Decision No. 02/2007/QĐ-BCN dated January 09, 2007 by the Minister of Industry.
Article 14. Methods of transfer, purchase, and sale of electric energy
1. The method of transferring and selling electricity at power plants is a formula for determining electric energy through the primary measurement system, serving as the basis for settlement of transferred and sold electric energy and calculation of electricity purchase and sale payments between EVN and the power generation unit, according to the following principles:
a) Total electric energy determined through the primary measurement system in the direction from the power plant to the power system is the electric energy sold or transferred by the power generation unit to EVN;
b) Total electric energy determined through the primary measurement system in the direction from the power system to the power plant is the electric energy purchased or received by the power generation unit from EVN.
2. The method of transferring and selling electric energy at each power plant must be agreed upon and specifically stipulated in the power purchase and sale contract between the two parties.
Chapter IV
SYSTEM FOR DATA COLLECTION, PROCESSING, AND STORAGE FROM METERS
Article 15. General Requirements for Metering Systems
1. All electricity meters within the primary and backup metering systems at power plants participating in the electricity market must be equipped with remote reading devices to read and transmit metering data to the Data Management Unit for inspection, monitoring, and settlement purposes.
2. The remote meter reading systems of each entity must comply with connection characteristics, protocols, and software requirements for remote data collection implemented at the Data Management Unit.
3. During the pilot phase of the competitive power generation market operation, the existing remote data collection systems at power plants and the Data Management Unit, including information systems for connecting to meter data and related software programs, shall be temporarily utilized.
4. The Data Management Unit is responsible for implementing security measures for the collection, processing, and storage of metering data for settlement purposes.
Article 16. Purposes of Data Collection
1. To issue invoices for payment to power generation entities participating in the electricity market and the Electricity Trading Entity.
2. To calculate, publish, and establish methods for mobilizing and managing the electricity market operations.
3. To manage the generated and consumed electricity of market participants, comparing primary metering results with backup metering results.
4. To provide metering data to market participants and related entities for handling metering issues, replacing data, and resolving disputes over electricity.
Article 17. Functions of the Data Collection and Processing System
The data collection and processing system of each power generation entity and the Data Management Unit must have the following functions:
1. Data Collection and Processing System of Power Generation Entities
a) Data Collection: Allows for the collection of meter data from meters under the entity's management through the following methods:
- Automatic daily collection at predetermined times;
- Manual collection upon request.
b) Data Security: Raw data read from meters to the main computer at the plant must be encrypted to prevent unauthorized modification before transmission to the data collection, processing, and storage unit.
c) Transmission of Meter Data to the Data Management Unit: Implemented in two forms:
- Automatic transmission to EVN after completing the meter reading process at the plant.
- Manual collection upon request.
d) Data Management:
- Storage of raw data after reading from meters;
- Verification, adjustment, and supplementation of meter data;
- Storage of adjusted data.
đ) Time Management, Reading Schedule, and Data Collection:
e) Management of Metering List Information Managed by the Entity:
g) User Access Management:
- User ID passwords and system access rights;
- Coordination between users and their data.
h) Metering Information Management:
- Management of meter point and metering system information declaration;
- Supervision of the legality of meters and measuring equipment;
- Database of technical parameters of equipment and metering systems.
i) Data Processing Management:
- Establishment of principles for comparison, processing, and replacement of meter data;
- Planning for verification and processing of meter data.
2. Data Collection and Processing System of the Data Management Unit
a) Data Collection: Allows for data collection through two separate channels:
- Data transmitted from power generation entities to the Data Management Unit;
- Direct connection of the Data Management Unit's meter reading program to meters at power plants to read data.
b) Data collection must also be capable of being performed through the following methods:
- Automatic daily collection at predetermined times;
- Manual collection upon request.
c) Synchronization of time with a standard time source to all meters in the system.
d) Data Management:
- Storage of raw data after reading from meters;
- Verification, adjustment, and supplementation of meter data;
- Storage of adjusted data.
đ) Time Management, Reading Schedule, and Data Collection:
e) Management of Metering List Information of Participating Power Generation Entities:
g) User Access Management:
- User ID passwords and system access rights;
- Coordination between users and their data.
h) Metering Information Management:
- Management of meter point and metering system information declaration;
- Database of technical parameters of equipment and metering systems.
i) Data Processing Management:
- Establishment of principles for comparison, processing, and replacement of meter data;
- Planning for verification and processing of meter data;
- Notification of verification comparison or replacement results to competent authorities.
k) Connection and Sharing of Data with Software Programs Publishing Metering Data for Settlement and Market Operation Management by the Market Management and Operation Authority.
Chapter V
PROGRAMMING INSTALLATION, SEAL MANAGEMENT, METER PASSWORDS, AND REMOTE DATA READING SYSTEM
Article 18. Programming Installation and Management of Smart Meter Passwords
After the electricity consumption meter is installed, the quality measurement management unit, the data measurement management unit, and the power generation unit where the meter is installed must perform the following tasks:
Quality Measurement Management Unit
a) Carry out programming to set working parameters of the smart meter according to the program specified by EVN;
b) Establish and manage passwords at levels "Read Only", "Time Synchronization", and "Setup" for the smart meter;
c) Provide the relevant parties involved in electricity purchase and sale, namely the power generation unit and the electricity trading unit, with the "Read Only" password for the smart meter installed at the measurement point;
d) Create a copy of passwords at levels "Time Synchronization" and "Setup" along with a list of corresponding measuring meters, place them in sealed envelopes bearing the seal of the Quality Measurement Management Unit, and ensure the confidentiality of the passwords through proper storage management;
đ) Provide the data measurement management unit with the "Time Synchronization" level password to perform the function of reading data and synchronizing time for the smart meter;
e) Bear responsibility before EVN and the law regarding the confidentiality of sealing devices and the "Setup" level password;
2. Data Measurement Management Unit
a) Safeguard the "Time Synchronization" level passwords provided by the quality measurement management unit;
b) Synchronize time for the clocks of the smart meters during operation;
c) Bear responsibility before EVN and the law regarding the confidentiality of the "Time Synchronization" level password;
The power generation unit is responsible for safeguarding the "Read Only" level password.
Article 19. Management of Seals and Lead Seals on Smart Meters and Measuring Systems
1. Before the measuring system is put into operation, the Quality Measurement Management Unit is responsible for sealing and lead-sealing the measuring meters and related equipment in the measuring system. The process of applying seals and lead seals or removing them from the measuring system shall be carried out by the Quality Measurement Management Unit, with the presence of witnesses from the power generation unit, the electricity trading unit, or the grid management unit when authorized by the electricity trading unit;
2. The power generation unit is responsible for managing the measuring system, ensuring that seals and lead seals are not tampered with illegally, and bears responsibility under the law for the management of seals and lead seals on smart meters and the measuring system;
3. The Quality Measurement Management Unit is responsible for managing the seal pliers and lead seals before EVN and the law.
Article 20. Management of the System for Reading Measuring Data
The data measurement management unit and the power generation unit are responsible for managing the system for reading measuring data as follows:
1. Data Measurement Management Unit
a) Establish and secure setup parameters for the software program for reading smart meter data at the power generation units and at the data measurement management unit;
b) Develop and implement security measures for the data transmission system from the smart meters to computers located at the power generation units and to the data measurement management unit, ensuring the accuracy and reliability of the measuring data for billing purposes;
2. Power Generation Unit
Chapter VI
a) Secure the setup parameters for the software program for reading smart meter data implemented at the power generation unit. Strictly prohibit any intervention in the reading and transmission programs to alter the setup parameters and the data read from the smart meter to the computer at the plant and the data transmitted from the plant's computer to the data measurement management unit.
Article 21. Installation of metering systems and data transmission
1. When there is any change or new measurement point arises in the power plant managed by the power generation unit, the power generation unit or the project management unit must notify and agree with the Electricity Trading and Supply Company on the measurement point and design of the metering system and data transmission system at these measurement points.
2. After reaching an agreement with the Electricity Trading and Supply Company on the measurement point and design of the metering system and data transmission system, the power generation unit or the project management unit shall be responsible for investing in and installing equipment for the metering system, sealing system, and data transmission system, and shall be responsible for:
a) Ensuring the consistency between the actual measurement point location and the agreed measurement point location with the Electricity Trading and Supply Company;
b) Ensuring the compliance and legal conditions of the metering devices and data reading devices to be installed. Ensuring the consistency between the installed metering and data reading systems on-site and the approved design;
c) Cooperating with the Quality Measurement Management Unit to conduct:
- Initial testing and certification of the metering devices, programming, and setting parameters for the electricity meters according to relevant procedures and regulations, and concluding on the accuracy of the devices and metering systems;
- Implementing measures to seal the metering devices including electricity meters, current transformers, voltage transformers, measuring circuits, clamps, and intermediate cabinets to ensure the safety of the metering system;
d) Cooperating with the Data Measurement Management Unit and the Information Service Provider to conduct:
- Checking the compliance of the devices serving data collection, configuring settings for the electricity meters according to data reading requirements, organizing and implementing the installation of information systems, developing data reading programs, and security measures to collect electricity meter data on computers at the power plant and the Data Measurement Management Unit;
- Conducting operation and testing of the data collection system.
Article 22. Acceptance of Metering Systems and Data Collection
1. After completing the installation of the metering system and data collection system, the power generation unit shall be responsible for organizing the acceptance and sending the acceptance plan to the Electricity Trading and Supply Company and related units to request the acceptance of the metering system and data collection system.
2. The acceptance proposal document must be sent to the relevant parties at least 14 days before the scheduled acceptance date. In this document, the power generation unit must attach relevant files confirming that the metering system and data transmission system have been installed with all required components as stipulated; they have been tested and certified, meet the conditions for sealing to ensure safety, and include valid inspection and certification records of the metering devices.
3. The participants in the acceptance of the metering system and data transmission system must include the following units:
a) Electricity generation unit;
b) The Electricity Trading and Supply Company;
c) The Quality Measurement Management Unit;
d) The Data Measurement Management Unit;
đ) The Grid Operation Management Unit related to the purchase and delivery of electricity through the power plant's metering point.
4. During the acceptance of the metering system and data transmission system, the Quality Measurement Management Unit and the Data Measurement Management Unit shall be responsible for:
a) The Quality Measurement Management Unit shall be responsible for:
- Providing the relevant electricity trading parties including the power generation unit, the Electricity Trading and Supply Company, and the Grid Operation Management Unit with inspection and certification records, meter programming, and "Read Only" level passwords for electricity meters. Additionally, it must clearly state the safety measures and sealing positions;
- Providing the Data Measurement Management Unit with "Synchronize Time" level passwords along with related information about the metering point to update into the software data reading program and database;
- Storing inspection and certification records, related files, and technical specifications of the equipment and metering system;
- Safeguarding and securing "Setup" level passwords for electricity meters. It shall be legally responsible for the confidentiality of the "Setup" level passwords set for electricity meters and the accuracy of the programmed and set data in the meters.
b) The Data Measurement Management Unit shall be responsible for:
- Providing the relevant parties including the power generation unit, the Electricity Trading and Supply Company, and the Grid Operation Management Unit with inspection and testing records of the data collection system;
- Storing inspection records, related files, and technical specifications of the data collection equipment;
- Being accountable to EVN and market participants for the accuracy and honesty of the collected measurement data.
5. The results of the acceptance of the metering system and data collection system are recorded through the acceptance record and the meter reading confirmation record at the time of acceptance according to the prescribed format. The power generation unit shall be responsible for retaining the original file set of all technical documents, test records, acceptance records... of the metering and data transmission systems managed by the unit; and simultaneously sending each party a set.
Article 23. Replacement of Measuring Equipment and Installation Parameters
The replacement of measuring equipment, adjustment of parameters, or installation settings of metering devices, or alteration of original data in metering devices must be:
1. Notified and agreed upon by the Power Generation Unit with the Electricity Trading and Dispatching Unit.
2. Implemented by the Quality Management Unit for Measurement and recorded in an installation and inspection report. The process must be witnessed by authorized representatives from relevant parties: the Power Generation Unit and the Electricity Trading and Dispatching Unit.
3. The Power Generation Unit is responsible for compiling the report and notifying related units and the Market Operation Authority within two working days from the date of implementation of the change.
Article 24. Removal of Metering Points
1. In cases where changes lead to the removal of one or more metering points in the power plant managed by the Power Generation Unit due to alterations in connection structure, operational methods, trading methods, or other reasons, the Power Generation Unit shall notify in writing the plan to remove metering points to the Electricity Trading and Dispatching Unit and related units to request cooperation in implementing procedures for removing metering points and agreeing on electricity delivery methods after removal. The document must be sent to relevant parties at least 14 days before the planned implementation date.
2. Participants in the removal of metering systems at the power plant include the following units:
a) Electricity generation unit;
b) The Electricity Trading and Supply Company;
c) The Grid Operation Management Unit related to electricity delivery through metering points;
d) The Quality Management Unit for Measurement in cases requiring inspection of the metering system prior to removal of metering points.
3. During the process of removing metering points, the participating parties shall carry out the following procedures:
a) In special cases, the parties may request an inspection of the metering system's operational status before the removal of metering points;
b) Finalize the meter readings at the official time of removing the metering point from the electricity trading and purchasing operations between the parties;
c) Prepare an official confirmation record of the removal of metering points, including information such as the location of the removed metering point, the official time of removal, and the completed work according to the provisions above. The confirmation record must bear the seal and signature of authorized representatives from all related parties.
4. The Power Generation Company is responsible for submitting the results of the removal of metering points along with related documents to the Data Management Unit for Metering to update into the database and program for collecting, processing, and storing metering data for operation and settlement in the electricity market.
Article 25. Information Management of Metering Systems
1. The Power Generation Units and the Electricity Trading and Dispatching Unit are responsible for managing information related to metering systems, including:
a) Diagrams identifying metering locations;
b) As-built diagrams of metering system installation layouts;
c) Meter point code, meter point name, effective date;
d) Parameters and characteristics of metering equipment, current transformers (CTs), voltage transformers (VTs) of primary and backup metering systems, including:
- Meter manufacturing number, VT, CT;
- Meter model number, VT, CT;
- Type of meter and model;
- VT ratio, CT ratio, meter multiplier;
- Meter testing report, VT, CT;
- Meter installation report;
- Sealing method, meter lead seal, and metering system.
e) Details of data connectivity information, including:
- Phone number and identifier for meter access;
- Connection device type and serial number;
- Communication protocol;
- User information and access rights;
- Set password (recorded in a protected or sealed section).
2. The Electricity Trading and Dispatching Unit is responsible for providing metering system management information and detailed information to the Data Management Unit for Metering to update into the database and program for collecting, processing, and storing metering data for operation and settlement in the electricity market.
Chapter VII
OPERATING THE ELECTRICITY METERING SYSTEM
Article 26. Operation of Measurement Systems
1. Power generation units shall be responsible for managing, monitoring, operating, maintaining, and replacing measurement systems at power plants to ensure accuracy, stability, reliability, and security.
2. During the management and operation process, power generation units shall regularly monitor and inspect the operational status of measurement systems within the power plant to promptly identify any abnormal issues or incidents affecting the measurement systems. In case of abnormalities or incidents, the power generation unit must immediately notify the Electricity Trading and Dispatching Unit and related units to coordinate in handling. The handling process must be carried out strictly in accordance with the provisions set forth in Article 28 of this Regulation.
3. Replacement of equipment or application of technology for measurement systems or procedures ensuring operation and payment functions may only be applied or implemented upon agreement and consensus between the power generation unit and the Electricity Trading and Dispatching Unit and must be conducted in accordance with the prescribed procedures stipulated in Article 23 of this Regulation.
4. Sealing and lead sealing of measuring devices and systems can only be removed when undergoing calibration, testing, and handling of measurement system incidents under the implementation of the Measurement Quality Management Unit, witnessed by authorized representatives of both buying and selling electricity parties.
5. The time clocks of metering devices and data access equipment must be synchronized with the standard time of Vietnam. Metering data is collected from all measurement points over a 30-minute integration period, synchronized and determined with an accuracy of ± 5 seconds compared to the standard Vietnam time. The source of standard time is taken from the GPS system.
6. The accuracy level of meters and other measuring devices must be maintained according to the standard accuracy level of the equipment.
Article 27. Periodic and Abnormal Inspection of Measurement Systems
1. Power generation units shall be responsible for organizing and conducting initial calibration, acceptance installation inspection, periodic calibration, measurement circuit testing, and handling of incidents for all equipment within the measurement systems under their management.
2. Periodic calibration of measuring devices is carried out according to a cycle: Electric meters once every one (01) year; current transformers and potential transformers for measurement are allowed to be synchronized with major maintenance of associated equipment but not more than five (05) years once.
3. The calibration unit as prescribed is the Measurement Quality Management Unit. Calibration processes can only be carried out with the presence of authorized representatives of both buying and selling electricity parties.
4. After the Measurement Quality Management Unit and the Power Generation Unit have established a plan for periodic calibration, the Power Generation Unit must notify the Electricity Trading and Dispatching Unit in writing at least fourteen (14) days before the scheduled periodic calibration date of the measuring device, and the Electricity Trading and Dispatching Unit must respond to the Power Generation Unit within seven (07) days regarding this matter.
5. If electric meters, current transformers, and potential transformers for measurement are not calibrated according to the specified periodic cycle, the Electricity Trading and Dispatching Unit has the right to temporarily suspend the settlement of electricity production volume injected into the power grid until the calibration results are available. If the Electricity Trading and Dispatching Unit responds late beyond the prescribed timeframe or the Measurement Quality Management Unit fails to arrange the calibration as registered by the Power Generation Unit, causing a delay in the calibration cycle, the electricity production volume will still be settled normally.
6. Both the Power Generation Unit and the Electricity Trading and Dispatching Unit have the right to request additional inspections or abnormal calibrations of equipment and measurement systems at any time between two periodic calibrations:
a) In the case of calibration requested by the Power Generation Unit: The Power Generation Unit must notify the Electricity Trading and Dispatching Unit at least seven (07) days before the planned inspection and calibration date and can only proceed after receiving written approval from the Electricity Trading and Dispatching Unit. The Power Generation Unit shall bear the costs for abnormal inspection and calibration.
b) In the case of calibration requested by the Electricity Trading and Dispatching Unit: The Electricity Trading and Dispatching Unit must notify the Power Generation Unit at least fourteen (14) days before the planned inspection and calibration date and can only proceed after receiving written approval from the Power Generation Unit. If, after abnormal inspection and calibration, the measurement device error falls within the permissible limit, the Electricity Trading and Dispatching Unit must pay for the abnormal inspection and calibration costs. If the measurement device error exceeds the permissible limit, the Power Generation Unit must pay for the abnormal inspection and calibration costs.
7. If the inspection process reveals that the measurement device error exceeds the permissible limit, the device must be adjusted, repaired, or replaced at the earliest by the Power Generation Unit's cost and must undergo re-calibration by the Measurement Quality Management Unit before being reused or initial calibration if replaced.
Article 28. Handling Metering System Malfunctions
1. Any unit that discovers metering equipment or the metering system is damaged or malfunctioning must immediately notify relevant units to cooperate in handling the issue. The time to resolve metering system malfunctions from the discovery point shall not exceed two days, except when there is an agreement between the power generation unit and the Electricity Purchase and Sale Unit.
2. In all cases, except for urgent situations as stipulated in Clause 3 of this Article, the process of handling malfunctions must involve participation and witnessing by representatives of the Electricity Purchase and Sale Unit. The handling of malfunctions must be recorded in a working record, signed by the participants, then the record must be signed and stamped by authorized representatives of the participating units.
3. In emergency situations where metering system malfunctions may endanger people or equipment, the power generation unit is permitted to proactively handle the malfunction but must immediately inform the Electricity Purchase and Sale Unit and must prepare a detailed record of the malfunction information and remedial measures such as the time of occurrence, condition of the malfunction, repair time, meter readings at the time of malfunction and after recovery... The record must have the seal and signature of the authorized representative of the power generation unit. Subsequently, the power generation unit must immediately coordinate with the Electricity Purchase and Sale Unit and related units to implement procedures for sealing and calculating the amount of electricity to be recovered or refunded according to regulations.
4. The amount of electricity to be recovered or refunded during the period of metering system malfunction must be calculated and agreed upon by the power generation unit and the Electricity Purchase and Sale Unit. The principle for determining the amount of electricity during the period of malfunction of the primary metering system or after calibration showing errors exceeding the accuracy level must be implemented as follows:
a) Using the measurement results of the backup metering system 1 to determine the deviation of the primary metering system during the period of malfunction or error exceeding the allowable limit of the primary metering system.
b) If the backup metering system 1 also malfunctions or shows errors exceeding the allowable limit, the measurement of electricity purchase and sale will be conducted as follows:
- If the primary metering system records numbers but is found to have errors exceeding the allowable limit, the amount of electricity purchased and sold will be determined based on the measurement results of the primary metering system after adjusting the error to 0%.
- If the primary metering system cannot record numbers, the parties will base their calculations on the actual condition of the malfunction and the actual errors of the metering systems according to the inspection reports and data recognized by both sides to agree on the calculation method and determine the amount of electricity that needs to be adjusted during the inaccurate measurement period.
- Using the backup metering system 2 to determine the amount of electricity purchased and sold during the period when the primary metering system and backup metering system 1 are malfunctioning. In this case, the parties will jointly calculate and determine the amount of transformer losses and self-consumed electricity to convert the measurement results from the installation location of the backup metering system 2 to the primary metering location.
- Calculating based on the average hourly power value of the metering position according to the operational recording data.
- Other agreed calculation methods.
c) The amount of electricity calculated during the period of metering system malfunction must be determined based on the energy values of each 60-minute interval during the period of metering system malfunction.
5. The record of calculation and confirmation of the amount of electricity to be recovered or refunded during the period of metering system malfunction must bear the seal and signature of the authorized representatives of the power generation unit and the Electricity Purchase and Sale Unit. The data of electricity to be recovered or adjusted must also be sent by the power generation unit to the Data Management Unit for updating into the database and billing calculation program.
6. The power generation unit and the Electricity Purchase and Sale Unit must use the measurement results agreed upon and adjusted according to the provisions of Clause 4 of this Article to calculate the amount for each period of inaccurate measurement. If the two parties cannot agree on these measurement results, they must report to EVN for resolution.
7. In the event of metering equipment being burned or damaged, the power generation unit must take responsibility for replacing or repairing it as soon as possible to ensure that the metering equipment meets technical requirements and returns to normal operation. Replacement or repair must be carried out according to the provisions of Article 23 of this Regulation. To ensure timely handling of dead or burned meters, power generation units must have spare meters available for installed types and must be pre-inspected and stored according to specified technical requirements.
Chapter VIII
COLLECTION AND PROCESSING OF METERING DATA
Article 29. Operation of the system for collecting, processing, and storing metering data
1. The power generation unit shall be responsible for managing and operating the system for collecting and processing metering data at the power plant, including information devices, computers, and programs for reading meter data... to ensure that the data from the meters managed by the unit are fully and accurately updated on the central computer located at the power plant and transmitted to the Meter Data Management Unit to update the common database of the electricity market. Computers used for data collection and transmission shall not be used for other purposes.
2. The Meter Data Management Unit shall be responsible for managing and operating the electricity consumption measurement database and the program for collecting, processing, and storing payment-related electricity consumption data at the Meter Data Management Unit, ensuring that the data are fully, accurately, reliably, and securely updated. Measurement data collected must be stored for at least five years.
3. The information service provider shall be responsible for managing and maintaining the communication network from power plants to EVN to ensure smooth, stable, and reliable reading and transmission of data between EVN and power plants.
Article 30. Rights to read meter data and access, exploit measurement data related to payment in the electricity market
1. Access rights to read meter data
a) The power generation unit has the right to access meters through a "Read Only" password to read the data of meters within the scope of its operational management;
b) The Meter Data Management Unit has the right to access meters through a "Time Synchronization" password to connect and read the data and synchronize the clocks of all meters of participating power generation units in the electricity market.
2. Management and access rights to exploit measurement data related to payment in the electricity market
a) The Meter Data Management Unit shall be responsible for establishing, administering, updating, checking, and securing the database and programs for collecting, processing, and storing electricity purchase and sale, and payment data of participating power generation units in the electricity market;
b) Electricity buyers and sellers and EVN have the right to access and exploit the database and programs for summarizing electricity purchase and sale, and payment data of all participating power generation units in the electricity market;
c) Power generation units have the right to access and exploit the measurement data of their electricity consumption points on the program for summarizing payment-related electricity data of the Market Operation Unit.
Article 31. Reading and transmitting meter data
1. Methods of reading meter data
a) The reading of meter data from power plants participating in the electricity market to the Meter Data Management Unit must be conducted daily, carried out simultaneously and independently in two methods:
- Method 1: Power generation units read the data of meters in their power plants and transmit them automatically to the central computer located at the unit. Then, these data will be automatically transmitted to the Meter Data Management Unit;
- Method 2: The Meter Data Management Unit directly connects to the meters of power generation units to read the data and synchronize the clocks of all meters at all power plants participating in the electricity market.
b) The process of reading meter data and synchronizing time must be carried out daily by power generation units and the Meter Data Management Unit, and it must ensure that all metering data from the previous day are updated to the Meter Data Management Unit before 07:00 on the following day. The Meter Data Management Unit shall coordinate with power generation units to schedule meter reading to ensure that the access to metering data of power plants is not congested;
c) Power generation units shall be responsible for daily monitoring of the meter reading system at the power plant to ensure that the meter data of the power plant are fully and accurately transmitted to the computer at the power plant and to the Meter Data Management Unit. Immediately notify the Meter Data Management Unit of any information about unread or untransmitted meter data, including late transmission (due to malfunctions or other reasons) using various means, from electronic to telephone or fax;
d) The Meter Data Management Unit shall be responsible for daily checking the completeness and accuracy of the data read and transmitted from all meters at power plants belonging to participating power generation units in the electricity market. After reading and verifying the accuracy and completeness of the data read from meters at participating power plants, transfer this data to the Market Operation Unit to post on the official website of the electricity market as prescribed.
2. Parameters read from meters
The meter data read and transmitted to the main computer at the power plant and the Meter Data Management Unit include:
a) Daily readings comprising active and reactive energy values in both receiving and supplying directions, every half-hour for all primary and backup meters in the power plant;
b) Monthly readings comprising final readings at 00:00 on the first day of each month on the totalizers and tariff registers of active and reactive energy in both receiving and supplying directions for all primary and backup meters in the power plant.
Article 32. Comparison Verification of Measured Data
1. The content of the comparison verification of data aims to confirm the accuracy and consistency between the measured data database stored at the Measured Data Management Unit and the measured data stored in the metering meters of the power generation unit, serving as the basis for issuing invoices for electricity payment purposes.
2. The Measured Data Management Unit shall be responsible for checking and comparing metering data. The metering data read from the meter will serve as the basis for accurate and reliable settlement among parties, which will be verified based on the following grounds:
a) The measured data of the backup meter of each power plant will be used to compare with the measured data of the main metering meter of that power plant, and serve as the basis for confirming that the metering systems at the power plant operate accurately and reliably;
b) The measured data of the metering meters read and transmitted by the power generation units to the Measured Data Management Unit will be compared with the measured data of the same meter directly read by the Measured Data Management Unit, serving as the basis for confirming that the data read into the database is reliable and accurate;
c) The monthly electrical energy data through each metering meter determined from the total amounts of electrical energy per half-hour of each day in the month will be compared with the monthly electrical energy production of the same meter determined from the final meter readings at 00:00 on the first day of the month and 24:00 on the last day of the month.
3. If the comparison verification of data shows discrepancies between the meter data and the data in the power plant's computer or the Measured Data Management Unit's database, then:
a) The relevant units including the power generation unit, the Measured Data Management Unit, and the Electricity Trading Unit must exchange information, agree on the cause, and propose solutions to address the discrepancies;
b) The data stored in the meter will be the primary basis for determining the energy consumption at the measurement point.
4. Within six days from the date when the electricity trading data is published on the official website of the electricity market, the parties involved in electricity trading have the responsibility to check and verify the measured data. If they do not agree with this data, the participating units may request the Measured Data Management Unit to conduct verification to confirm the accuracy of the provided data or identify the causes and handle any data discrepancies.
In cases where, after verification, it is found that there is consistency between the data stored in the meter and the data read into the Measured Data Management Unit's database, but the relevant units still do not agree with the measurement results, the power generation unit is responsible for organizing the inspection of the related metering system located at the power plant. The process follows the procedures and formalities stipulated in Article 27 of this Regulation.
Article 33. Handling System Failures in Data Collection, Processing, and Storage
1. During the management operation and monitoring of the data collection, processing, and storage system, if any unit discovers errors or failures in the data reading and transmission system leading to remote data access being unfeasible, that unit must immediately notify the Measured Data Management Unit to act as the focal point for handling and resolving the issue. Upon receiving the information, the Measured Data Management Unit has the responsibility to contact the relevant parties including the power generation unit, the Electricity Trading Unit, the Information Service Provider, and the Metering Quality Management Unit to promptly inspect, identify faults, and propose timely remedial measures.
2. Through the inspection process, if faults are discovered at any stage, the unit responsible for that stage (as stipulated in Article 28 of this Regulation) must urgently address and resolve them to restore the system's operational status as soon as possible.
3. After the data collection and processing system has been restored, the power generation unit and the Measured Data Management Unit are responsible for implementing the connection measures for meters as prescribed in Article 31 of this Regulation to read and supplement any missing data during the period when the data reading system was faulty.
4. In cases where timely fault resolution is not possible, the power generation unit is responsible for collecting meter data directly on-site using optical readers or RS232 data ports and utilizing appropriate methods such as file transfer, email, or disk delivery to send the data to the Measured Data Management Unit for updating into the common database of the entire system.
5. In cases where the meter or metering system fails, leading to the system being unable to read the meter data or reading incorrect data, the Measured Data Management Unit must coordinate with the relevant parties to update the recovered, refunded, or adjusted data into the database and the electricity billing calculation program to ensure compliance. The coordination and handling procedures between the relevant parties in case of meter or metering system failures are stipulated in Article 28 of this Regulation.
Chapter IX
CONFIRMATION OF METER READINGS AND ELECTRICITY CONSUMPTION DATA FOR SETTLEMENT
Article 34. Recording meter readings and confirming electricity generation volume based on monthly meter readings
1. On the first day of each month, the power generation unit shall cooperate with the Electricity Trading and Dispatching Corporation or its authorized unit to finalize the meter readings and confirm the electricity generation volume at the main and backup measurement points within the power plant. The meter reading shall be finalized at 00:00 hours on the first day of the month.
2. The meter readings and electricity generation volumes for each measurement point must be recorded in the meter reading confirmation form, which shall be confirmed by the authorized representatives of the power generation unit and the Electricity Trading and Dispatching Corporation, and signed and stamped by the authorized representatives of both parties.
3. By the second day of each month, the power generation unit shall be responsible for sending the aforementioned forms to the Measurement Data Management Unit for verification and comparison, and then send them to the Electricity Trading and Dispatching Corporation to update the monthly electricity payment records.
Article 35. Responsibility for confirming the total electricity generation volume according to the meter data reading program
1. Before the fourth day of each month, the Measurement Data Management Unit shall prepare a summary form of hourly electricity generation volumes from the metering systems of each power generation unit, printed out from the meter data consolidation program from the system of collecting, processing, and storing meter data of EVN. The data must be checked and compared according to the measures stipulated in Article 32 of this Regulation to ensure accuracy and consistency with the electricity generation volume determined by the meter finalization form confirmed by the power generation unit and the Electricity Trading and Dispatching Corporation as prescribed in Article 34 of this Regulation.
2. The form prepared in accordance with Clause 1 of this Article must be signed and confirmed by the authorized representatives of the Measurement Data Management Unit, the power generation unit, and the Electricity Trading and Dispatching Corporation, and then sent to the Electricity Trading and Dispatching Corporation as the basis and legal documentation for the electricity purchase and sale payment between the Electricity Trading and Dispatching Corporation and the power generation units.
Article 36. Documentation for Determining Electricity Generation Volume for Payment Settlement
The documentation for determining electricity generation volume for payment settlement includes the confirmation forms of electricity generation volume among the parties as stipulated in Articles 34 and 35 of this Regulation, which is part of the payment documentation between the parties participating in the electricity market.
Chapter X
IMPLEMENTATION
Article 37. Implementation
1. During the period when the Electricity Trading and Dispatching Corporation has not been established, EVN shall assume responsibility for performing the roles of the Electricity Trading and Dispatching Corporation as specified in this Regulation.
2. Disputes arising from electricity measurement activities shall be resolved according to the principles set forth in Article 55 of the Pilot Competitive Power Market Regulation issued together with Decision No. 3956/QĐ-BCN dated December 29, 2006, by the Minister of Industry.
3. Power generation units managing operating power plants must develop and implement plans for replacing and upgrading the metering systems under their management, ensuring compliance with the Technical Requirements for Metering Equipment for Power Plants issued together with Decision No. 02/2007/QĐ-BCN dated January 9, 2007, by the Minister of Industry.
4. In the course of implementing this Regulation, if there are any issues, the relevant units must promptly report to the Electricity Regulatory Authority for adjustment and supplementation as necessary./.
