DIRECTIVE
ON THE DEVELOPMENT OF THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR THE 2001-2005 PERIOD
The economic and social development plan for the 2001-2005 period aims to promote the process of renewal, accelerate the industrialization and modernization of the country, and strengthen the position and strength of the country in international economic integration. Therefore, the five-year plan ahead must attract the wisdom of the entire Party, the entire people, and all economic sectors for national development, with the goal of enriching the people, strengthening the country, building a fair, democratic, and civilized society. To achieve the quality and feasibility of the 2001-2005 five-year plan, the Prime Minister instructs ministries, sectors, provincial People's Committees, and centrally governed cities to implement the following tasks:
1. Evaluating the implementation of the 1996-2000 five-year plan
Focus on accurately evaluating the situation of implementing the plan over ten years of renewal, particularly adhering to the Party's resolutions, especially the Central Resolution No. 4, 5, and 6, to delve deeply into analyzing the implementation of the main goals and tasks of the 1996-2000 five-year plan of each sector and locality; evaluate the implementation of the Prime Minister's decisions regarding the orientation of overall planning for economic and social development in regions and areas. Pay attention to clarifying several contents such as the implementation of growth targets in each sector and locality; the exploitation of development resources in each sector and economic region, the results of implementing major policies on developing multiple economic components, reforming and developing the state economic sector, and utilizing the potential of other economic components; structural transformation in each sector and territorial area; marine economic development, external economic development, import and export; mobilizing and using investment capital for development (including ODA and foreign direct investment); land resource exploitation and land use status; labor force and labor utilization; exploitation and use of material and technical facilities, technological innovation; cultural, education and training, health, social, employment, prevention and control of social evils, poverty alleviation,... national security, defense, and budget revenue and expenditure.
In addition, provinces and centrally governed cities need to clearly state the results of implementing the Provincial Party Committee and Municipal Party Committee resolutions and the People's Council resolutions on economic and social development and annual budget estimates of their localities.
When evaluating these issues, it is necessary to analyze in depth what has been achieved, what has not been achieved, the reasons, and the responsibilities of each sector and level; from which draw lessons learned in plan construction, organization, and implementation guidance. At the same time, clearly define the development goals for the next five years, propose mechanisms and policies that need to be revised and supplemented, and specific measures to implement the 2001-2005 five-year plan.
2. Bases for constructing the 2001-2005 five-year plan
- The Party's reform policy and viewpoints reflected in the 2001-2010 decade strategy, the task of industrialization and modernization of the country, building an independent and self-reliant economy, actively integrating, promoting the formation of a reasonable and effective economic structure; linking economic development with cultural and social development.
- According to the draft orientation of the 2001-2005 economic and social development plan, it is necessary to closely adhere to the general objectives, economic and social development indicators, and major balances in the economy to determine the direction of development for each sector and field and solutions to implement the plan.
The current economic and social situation of each sector and region, the ability to expand domestic and international markets; the ability to mobilize internal resources of each sector and locality and attract foreign capital.
- Draft orientations for the development plans of ministries, sectors, and localities and regional development plans have been developed, updated, and adjusted.
3. Forecasting balances and formulating plan allocation schemes.
Based on the forecasts of some macro balances proposed in the draft Orientation of the 2001-2005 Economic and Social Development Plan, ministries, sectors, and localities calculate and forecast the development resource balances of their respective sectors and localities, focusing on major balances such as labor, investment development capital within the territory and in each economic sector, financial-budgetary balance. In the upcoming five-year plan, it is necessary to focus on the following key issues:
a) Specificizing the strategy for industrialization and modernization of agriculture and rural areas, accelerating the pace of agricultural structure transformation, and rural economic development; determining crop and livestock development goals in each region, forming concentrated industrial crop, fruit tree networks, and processing industries; developing animal husbandry, marine economy, fishing and aquaculture services and processing industries; continuing to implement the project to plant 5 million hectares of forest.
b) Forecasting and concentrating on developing industrial products with requirements and advantages, especially those capable of enhancing competitiveness. Developing processing industry, labor-intensive industry, and export-oriented production industry; developing high-tech and modern industry; continuing to restructure and develop state-owned enterprises; encouraging the development of small and medium-sized enterprises; strengthening the attraction of foreign investment.
c) Formulating a program for goods import and export according to the proactive regional and international integration roadmap; paying special attention to improving the quality and competitiveness of domestically produced products.
d) Formulating financial-budgetary plans, investment development plans with various sources of capital, specific schemes for mobilizing and allocating capital for investment projects in priority order each year; at the same time having concrete solutions and policy mechanisms to ensure the implementation of the proposed schemes; proposing mechanisms and policies, solutions to continue improving the investment and business environment, maximizing the resources of all economic components.
d) Develop programs for the development of economic and social infrastructure, education and training, science, technological innovation, environmental protection. Develop programs to address employment, poverty reduction, hunger eradication, and improve the living standards of the people. Economic and social development must be closely linked with the consolidation of national security and defense.
e) Promote the development of service industries such as transportation, postal and telecommunications services, tourism, trade, various types of financial and banking services, scientific and technological services, legal advisory services...
g) Develop programs and measures to organize the implementation of administrative reform within Ministries, sectors, and localities; enhance the quality and effectiveness of management machinery operations, strengthen legal discipline and individual accountability systems.
4. Determine specific goals and tasks of the five-year plan from 2001 to 2005 for ministries, sectors, and localities.
a) Based on the draft Strategy for Socio-Economic Development over ten years from 2001 to 2010, the direction and tasks for the period from 2001 to 2005, and analyses and forecasts about the trends of national development as well as those of the sector and locality, it is necessary to determine specific goals and tasks, develop socio-economic development scenarios for the sector, locality, and territorial region for the next five years, thereby selecting appropriate options; at the same time, allocate specific targets for each year to implement.
b) Ministries and economic-technical sectors, state-owned corporations need to focus on calculating and forecasting development indicators for the sector and corporation, growth rates, labor absorption capacity and job creation; product structure, production volume of key products by 2005.
c) Ministries and sectors managing social fields... need to concretize the development goals already proposed in the draft orientation for the five-year plan from 2001 to 2005, focusing on improving human resource quality, developing education and training, and science and technology; effectively addressing pressing social issues: poverty reduction, hunger eradication, combating social evils... Vigorously develop culture, information, health, physical education and sports, actively implement population planning programs, aiming to stabilize and improve the material and spiritual life of the people.
d) Localities need to focus on calculating and forecasting comprehensive socio-economic development indicators, goals regarding economic structural transformation, labor structure, social development aspects, poverty reduction... For key economic regions, efforts should be made to achieve higher GDP growth rates than the national average; for difficult regions, efforts should be made to leverage regional potentials and advantages, achieving higher economic growth rates than the previous five-year period.
5. Progress in Plan Development
The development of the five-year plan from 2001 to 2005 must be carried out concurrently with the development of the ten-year strategy for socio-economic development from 2001 to 2010.
In September and October 2000, ministries, sectors, and localities will carry out the development of their five-year socio-economic development plans from 2001 to 2005; they must submit these reports to the Ministry of Planning and Investment no later than October 15, 2000, to ensure timely compilation and submission to the Government.
6. Implementation organization
Direct the Minister of Planning and Investment to guide, urge, and inspect the development of plans by ministries, sectors, and localities; coordinate with relevant agencies to develop the national five-year socio-economic development plan from 2001 to 2005 to be submitted to the Government according to the above schedule. The Ministry of Planning and Investment has the responsibility to provide necessary information on strategic orientations, domestic and foreign resource mobilization capabilities, global and regional economic development trends for ministries, sectors, and localities to refer to during the plan development process.
Ministries, sectors, and localities are responsible for organizing the development of their five-year plans from 2001 to 2005 according to the requirements and progress outlined in this Directive.
