BASED ON DECREE NO. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to the Prime Minister's Decision No. 853/1997/CT-TTg dated October 11, 1997 on combating smuggling under new circumstances;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the state budget;
Pursuant to Circular No. 27/CP-CN dated January 11, 2001 of the Government on the management and exploitation of road bridges over Nam Thi River in the border area between Lao Cai and Ha Khau;
After receiving the opinions of the Ministry of Transport (Circular No. 3499/BGTVT-TCKT dated October 16, 2000) and the People's Committee of Lao Cai Province (Petition No. 703/CV-UB dated October 5, 2000);

Article 1. The toll rates for Ho Kieu Bridge 2 are hereby established as follows:

The toll rates prescribed in this Article apply to a single vehicle passing through the bridge from Vietnam to China (the opposite direction from China to Vietnam will be collected by China; Vietnam does not collect).
Article 2. The toll payers for Ho Kieu Bridge 2 are transport vehicles (cart vehicles and various types of passenger and cargo trucks) actually traveling through the bridge; Exempted are cases falling within the category of vehicles not required to pay tolls on road bridges as stipulated in Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the toll collection system for state-managed bridges, Circular No. 75/1998/TT-BTC dated June 2, 1998 of the Ministry of Finance, and Circular No. 05/1999/TT-BTC dated January 13, 1999 of the Ministry of Finance amending and supplementing the aforementioned Circular No. 57/1998/TT-BTC.
Article 3. The toll collection agency for Ho Kieu Bridge 2 shall implement the collection, remittance, and management of toll revenues in accordance with the provisions of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the toll collection system for state-managed bridges.
Article 4. This Decision takes effect from April 1, 2001.
Article 5. Organizations and individuals subject to payment of tolls, units assigned by the Ministry of Transport to organize the collection of tolls for Ho Kieu Bridge 2, and related agencies are responsible for implementing this Decision.
