Article 1. Recipients of Assistance

Households with two or more individuals unable to care for themselves due to the consequences of chemical toxins used by the United States during the Vietnam War.

An individual unable to care for themselves due to the consequences of chemical toxins is someone who cannot perform normal tasks such as eating, drinking, walking, bathing, and personal hygiene.

Article 2. Level of Assistance

The recipients specified in Article 1 shall receive monthly assistance at the following levels:

- VND 200,000 (two hundred thousand dong) per household per month for households with two individuals unable to care for themselves.

- VND 300,000 (three hundred thousand dong) per household per month for households with three individuals unable to care for themselves.

- VND 400,000 (four hundred thousand dong) per household per month for households with four or more individuals unable to care for themselves.

Article 3. The funds for implementing the assistance as stipulated in this Decision shall be covered annually from the social security fund of the local budget.

Article 4. Responsibilities of Ministries and People's Committees of Provinces and Cities Directly Under the Central Government

1. The Ministry of Labor, Invalids, and Social Affairs shall be responsible for guiding and supervising the implementation of the assistance regime.

2. The Ministry of Finance shall guide and supervise the use of funds allocated for the recipients of assistance as prescribed.

3. The People's Committees of provinces and cities directly under the central government shall organize the implementation of the regimes stipulated in this Decision.

Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and cities directly under the central government are responsible for enforcing this Decision.
