On implementing measures to enhance

aviation safety for flights

In light of the recent sharp increase in aircraft accidents and incidents threatening flight safety in the aviation industry, causing significant human and property losses worldwide and in the region, particularly in August, September, and October 2005, the Prime Minister issued Circular No. 5055/VPCP-CN on September 7, 2005, No. 5243/VPCP-CN on September 16, 2005 regarding flight security and safety, and Decision No. 39/TTG-CN on October 31, 2005 concerning flight safety.

The Prime Minister requests the Ministry of Transport and the Civil Aviation Authority of Vietnam to strictly implement inspection and supervision measures, monitor the maintenance and repair status of aircraft of domestic air transport enterprises, with the aim of ensuring the highest level of security and safety for all domestic and international flights, considering this as the top priority task of the aviation sector.

To implement the Prime Minister's instructions, to strengthen and improve the level of flight safety monitoring work, the Minister of Transport directs:

1. The Civil Aviation Authority of Vietnam shall promptly complete the organization for flight safety oversight; develop, supplement, and update the legal framework for supervising the operation of aircraft by domestic air transport enterprises and foreign airlines operating in Vietnam, to be submitted to the Minister of Transport for issuance; close cooperation and effective coordination between the Civil Aviation Authority's safety oversight agency and airports must be ensured.

2. The Civil Aviation Authority of Vietnam shall instruct its functional agencies, regional airport clusters, and the Civil Aviation Management Center to intensify safety inspection and supervision activities, promptly identify and prevent violations of aviation safety regulations, and firmly require all agencies, organizations, and individuals to strictly comply with current aviation safety regulations.

3. Vietnam Airlines Joint Stock Company (VIETNAM AIRLINES), Pacific Airlines Joint Stock Company (PACIFIC AIRLINES), Bay Service Company (VASCO), State Flight Service Corporation (SFC), and foreign airlines operating in Vietnam must strictly adhere to legal provisions regarding aircraft maintenance and pre-operation inspections; they should set high standards for their technical staff, enhancing their sense of responsibility in performing inspection, repair, and maintenance tasks. Ensure that pilots, cabin crew, and aircraft maintenance personnel, especially those responsible for signing off on completed maintenance, have appropriate qualifications, undergo regular updates and training, and fully understand safety procedures.

By the 20th of each month, domestic air transport enterprises and organizations within the Vietnamese aviation sector must report on their implementation of aviation safety tasks to the Civil Aviation Authority of Vietnam. By the 25th of each month, the Civil Aviation Authority of Vietnam is responsible for compiling the situation and reporting it to the Prime Minister and the Ministry of Transport.

All heads of agencies, organizations, and individuals concerned are required to strictly implement this Directive. Any difficulties encountered during implementation should be reported promptly to the Ministry of Transport (through the Transport Department) and the Civil Aviation Authority of Vietnam for guidance./.
