CIRCULAR

Provisions on numbering dairy cattle and beef cattle ears

Based on the Animal Breeds Law;

Based on Decree No. 01/2008/NĐ-CP dated January 28, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

To monitor and evaluate the quality of livestock breeds at breeding facilities, the Ministry of Agriculture hereby stipulates provisions on numbering dairy cattle and beef cattle ears as follows:

I. GENERAL PROVISIONS

1. Scope and Applicability

These provisions apply to organizations and individuals in Vietnam, foreign organizations and individuals raising dairy cattle and beef cattle in Vietnam (hereinafter referred to as dairy cattle and beef cattle breeding facilities).

All dairy cattle and beef cattle used for breeding throughout the country must be numbered and tagged according to regulations.

2. Position for Ear Tagging

2.1. The ear tag shall be attached to one-third of the upper part and the center of the inner side of the left ear of the cattle.

2.2. The left ear of the cattle refers to the ear on the right side of the person tagging the ear when standing opposite the animal.

3. Provisions on Ear Tags

3.1. Ear tags made of synthetic plastic with pre-printed numbers or blank ear tags imported from abroad or produced domestically must ensure quality and safety during use. The shape and size of the ear tags are specified in Appendix 1 attached to this Circular.

3.2. Pens used to write the identification number and code of dairy cattle and beef cattle must be specialized pens with ink that does not smudge or erase.

3.3. In case of loss, fall, or damage of the ear tag, a new ear tag with the same number as the lost one must be replaced.

II. PROVISIONS ON RECORDING EAR TAGS

1. Establishment of Identification Number System

The identification number system includes the identification number and code.

Identification Number: province code + district code + farm number + breed code

The code of dairy cattle and beef cattle consists of six digits ranging from 000.001 to 999.999.

1.1. Province Code is defined as follows:

a) For provinces whose names consist of two words:

Example: province T||| The Inspection Department of the Ministry of Education and Training is subject to the direction and management of the Minister and the guidance on work and business practices of the Government Inspectorate. Hshalla has the code: THA

b) For provinces whose names consist of three words: use the first three letters of all three words

Example: City Hồ C- Government; Briefly describe technical improvements, production processes, raw materials, designs; new technology applications such as automation, digitalization, clean technology; management, marketing, distribution solutions; products winning awards or certifications related to innovation…):…has the code: HCM

c) Special cases:

- Province Bà Rịa V|| Tàu has the code: BVT

Some special cases such as Hanoi, Da Nang, Ha Giang, and Hau Giang are detailed in Appendix 2 of this regulation.

1.2. District Code is defined as follows:

a) For districts whose names consist of two words:

Example: district Ba Vì has the code: BV

b) For districts whose names consist of three words: use the first three letters of all three words

Example: Mu Cang Chai district has the code: MCC

c) In case of duplicate district codes, the provincial specialized management agency will define the district code.

1.3. Farm Number:

The farm number consists of four digits ranging from 0001 to 9999.

Example: the first cattle breeding farm of Kim Bang district - Ha Nam province will have the code starting with: HNM – KB - 1

1.4. Breed Code

- Holstein Friesian HF

- Red Sindhi RS

- Brahman Br

- Sahiwal Sa

- Droughtmaster Dr

- Red Angus RA

- Charolais Ch

For crossbred cattle, the percentage of crossbreeding precedes the breed symbol.

Example: 3/4 HF means a crossbred cow with 3/4 Holstein Friesian blood.

2. Recording Numbers

2.1. Recording Ear Tags

The method of writing the identification number and code of cattle on the ear tag is specified as follows:

- Top row: identification number (in uppercase letters)

The identification number includes: province code, district code.

- Bottom row: breed, cattle code.

2.2. Recording Numbers in Pedigree Records

The identification number of dairy cattle and beef cattle recorded in pedigree records includes: province code, district code, farm code, breed code, and cattle code.

Example: A male Holstein Friesian bull number 45 from the Moncada Artificial Insemination Center (1), Ba Vi, Hanoi will have the identification number: HAN-BV-1-HF-45.

- The ear tag identification number of the cattle is written as follows:

Top row:                AN-BV

Bottom row:              F- 45

- The identification number recorded in the pedigree record is written as follows: HAN-BV-1-HF-45.

3. For Imported Cattle

Imported dairy cattle and beef cattle must be renumbered according to these provisions while retaining their original numbers.

III. IMPLEMENTATION

1. Department of Livestock Production

- Guide and inspect the implementation of numbering dairy cattle and beef cattle throughout the country.

2. Departments of Agriculture and Rural Development of provinces and centrally governed cities

- Define district codes and farm numbers.

- Implement the numbering of dairy cattle and beef cattle ears within their respective provinces.

- Report to the Department of Livestock Production once a year in October.

3. Funding

The owner of the cattle breeding facility is responsible for funding the numbering of cattle ears.

4. Effective Date

This Circular takes effect 45 days from the date of signature.

During implementation, if there are difficulties or issues, please report to the Ministry of Agriculture and Rural Development for research and resolution./.
