Regarding amendments and supplements to Circular No. 21/2009/TT-BKHCN

promulgating and a) Report to the Ministry of Natural Resources and Environment on the results of training and upgrading, including listing the teaching staff participating in teaching, evaluating the participation of trainees in the training process, the results of organizing examinations for completing the training and upgrading program on land valuation business, the issuance of Certificates and the use of Certificate codes, summarizing the feedback from trainees on the quality of the training and upgrading program on land valuation business, and other relevant matters. Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006, and Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Considering the proposal of the General Director of the Standardization, Metrology and Quality Control Department;

The Minister of Science and Technology hereby stipulates:

Article 1. Amend Article 4 of Circular No. 21/2009/TT-BKHCN dated September 30, 2009 of the Minister of Science and Technology on the issuance and implementation of "National Technical Regulations on safety for electrical and electronic equipment" as follows:

"As of January 1, 2011: microwave ovens listed under item number 8 of the Appendix of QCVN 4:2009/KHCN shall only be circulated in the market after being certified as compliant, marked with a compliance mark, and registered with quality documentation as prescribed.

As of October 1, 2011: products listed under item numbers 7, 9, 10, 11, 12, and 13 of the Appendix of QCVN 4:2009/BKHCN shall only be circulated in the market after being certified as compliant, marked with a compliance mark, and registered with quality documentation as prescribed."

Article 2. Enterprises importing electrical and electronic equipment that have already carried out the registration activity specified in Section 3.5.2 of QCVN 4:2009/BKHCN are not required to carry out the declaration of conformity as prescribed in Decision No. 24/2007/QĐ-BKHCN dated September 28, 2007 of the Minister of Science and Technology.

Article 3. This Circular shall take effect 45 days from the date of issuance.

Article 4. The Director of the Standardization, Metrology, and Quality Control Agency, heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.

During the course of implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report them to the Ministry of Science and Technology for study, amendment, and supplementation./.
